【禁聞】專家:停止赴中國尋求器官移植

【新唐人2013年03月11日訊】日前,臺北舉辦了一場以「器官移植」為主題的研討會。會議中,專家呼籲台灣政府:應明文禁止民眾以買賣方式到中國大陸尋求器官移植,因為縱容中共強摘包括法輪功學員在內的良心犯和死刑犯器官的行為。

由於全球器官供需嚴重失衡,亞洲病患大量前往中國大陸做器官移植手術。而在中國發生的強摘死刑犯和良心犯器官的問題,受到國際社會的抨擊已經有一段時間。

這場由「台灣國際器官移植關懷協會」和「台灣醫界聯盟基金會」主辦的「國人赴境外器官移植之醫療安全及國際立法趨勢」研討會,正是在這個背景下展開。

台灣衛生署資料顯示,從2000年到2011年間,台灣病人赴境外移植器官,每年約200人,其中88%在中國大陸,移植器官類別以腎臟為大宗,原因是台灣本地器官來源不足。

「國際器官移植關懷協會」副理事長黃士維,在研討會上表示,以色列、馬來西亞等國立法禁止國人到中國大陸器官移植,提高了國人捐贈器官數量。他建議政府應立法禁止民眾到大陸器官移植,並開放捐贈器官法規及鼓勵措施,才能解決器官捐贈來源不足的問題。

時事評論員劉國華:「這是個非常正面、非常好的消息。這說明台灣實際上也是在跟隨世界的主流。我們大家知道,活摘器官是中共,尤其是江澤民犯罪團夥,江、周(周永康)、薄熙來還有曾慶紅這四個人,以他們為首的,對法輪功和中國人民沒有底線的這種犯罪行為。」

身兼「台灣醫界聯盟基金會」執行長的臺聯立法委員林世嘉,她在接受《德國之聲》採訪時指出,中國大陸的器官來源不明,有法律責任和醫療風險。她提到,曾經耳聞有人到大陸尋找器官捐贈,結果第一次有三個腎臟等著和他配對,第二次則有四個,第三次才成功。

林世嘉質疑器官的來源,她表示,「人的死亡本來是不可預期的。但是去大陸接受器官移植,卻可以事先精準的預期時間地點來進行手術。接受手術的人無法確認器官是否真是捐贈而來,還是有人基於其他原因,不得不把器官讓出來﹖是否在人權迫害下被摘除器官?」

為了制止器官買賣和仲介情形的氾濫,她將提案修正「人體器官移植條例」法,杜絕器官買賣和仲介行為。

美國「西奈山醫學院」病理專業博士王文怡:「應該是各個國家,不管他有沒有人去到中國大陸做這種移植,都應該有這樣的一個決議來警醒自己的國民,不要去到中國大陸做移植,因為他可能就涉及到參與了對法輪功學員殺害,然後取器官的這樣一個過程。」

《國家掠奪器官》一書作者,加拿大公民勳章得主大衛‧麥塔斯律師說,根據他們的調查,病患前往中國進行器官移植手術的等待時間特別短,雖然中共當局宣稱,器官來源來自死刑犯,但調查結果顯示,中國死刑犯的人數,明顯和器官捐贈的案例數不符。

麥塔斯還提到,發展器官移植技術的人,大概做夢也沒想到,器官移植會被用來殺害良心犯以謀取利益。現在國際社會採取行動,設法矯正器官移植的問題,而法輪功學員嚴重遭受迫害則是最大動力。

而台灣的衛生署醫事處長許銘能表示,衛生署已提出人體器官移植條例修正草案,如果一切順利,可望在今年7月三讀通過。以往衛生署對仲介器官買賣的醫事人員,只處以撤銷醫師證書的處分。修法後,不論是醫事人員或是旅遊業者等,只要仲介器官買賣,將處以刑法傷害罪的刑責及加重罰鍰。

Specialists: Stop Going to China for Organ Transplant

Recently, a symposium on “Organ Transplantation”
has been held in Taipei. In the meeting,
specialists asked the Taiwan Government
to make regulations.
They asked the government to act in order to prevent
its people from going to China for organ transplants.
Otherwise, it would be assisting in the crime that the
CCP has been committing on Falun Gong practitioners and
prisoners sentenced to death,
by forcibly harvesting their organs.

A lot of Asian patients come to China for organ transplants

because the demand for organs in Asia far outweighs
the supply across the world.
The International community has been condemning
China’s forcible harvesting of organs from prisoners
sentenced to death and prisoners of conscience.

The symposium “Taiwan Citizens Going Overseas
for Organ Transplant – Safety and International Legislation”
as held by “The International Organ Transplant
Caring Association in Taiwan” and the “Medical Union Foundation in Taiwan”.

Documents from Taiwan Department of Heath show that
about 200 Taiwan citizens went overseas for organ transplant every year from 2000 to 2011.
Among these 88% got their organ transplanted in China.
Most organ transplants are kidney transplant.
An Insufficient supply of organs in Taiwan forced
a lot of people go to China for organ transplants.

Huang Shiwei, Vice President of the “International
Organ Transplant Caring Association in Taiwan”,
stated that legislation in Israel and Malaysia restrains
their citizens from going to China for organ transplant.
Thus donation of organs increases in those countries.
Mr. Huang suggested that Taiwan legislators should do the same.
Taiwan should adjust its rules and regulations regarding
organ donation and encourage organ donation.
Only in this way can the problem of insufficient
organ supply be solved.

Commentator Liu Guohua: ”It’s very good to see that Taiwan
is trying to follow the trend of international legislation on overseas organ transplant.
We all know it is the Chinese Communist Party that
commits the crime of live organ harvesting.
The severe persecution on Falun Gong practitioners and
Chinese people, as led by Jiang Zemin, Zhou Yongkang,
Bo Xilai and Zeng Qinghong, has no bottom line at all.”

Lin Shih-chia, Executive Officer of the “Medical Union Foundation
in Taiwan”, stated that the source of organs is unclear in China.
That there is legal liability and medical risk
if one goes to China for organ transplant.
In the interview with “The Voice of Germany”, Lin Shih-chia mentioned
that she heard that a patient went to China for an organ transplant.
On the first occasion there were 3 kidneys available.
The second time, there were 4 available.
The third time, a kidney that matched the patient
was finally found and transplanted.

Lin Shih-chia questioned the source of the organs.
She said: “It’s unpredictable when a person will die.
However, in China, organ transplants are operated in
an express time and place agreed on ahead of time.
Is the organ really donated or from other sources?
Is the organ harvested from someone being persecuted?”

Lin Shih-chia suggested that “Regulations on Human
Organ Transplant” should be modified, to put an end to illegal organ dealings.”

Wang Wenyi, Ph.D. in Pathology from Mount Sinai School
of Medicine, “All countries should issue resolutions to warn
their people not to go to China for organ transplant.
Otherwise, the person would get involved in the killing of
Falun Gong practitioners and obtaining their organs.”

Lawyer David Matas is the author of the book
“State Organs: Transplant Abuse in China” and he was
honored as an honorary citizen of Canada in 1985.
In his book, Lawyer Matas said that there are
very short waiting times in Chinese hospitals
for transplants based on their investigation.
Even the government stated that executed prisoners
sentenced to death are the source of organs transplants.
However, execution of prisoners sentenced to death
can’t explain the increase of organ transplants in China
since the persecution of Falun Gong began.

Lawyer Matas also mentioned that those who have an
organ transplanted might never think that
organs are used as tools to make a profit from
killing prisoners of conscience.
Now the international community has taken actions
to rectify the problems in organ transplant,
one of the biggest motivations to push the legislation forward
is the severe persecution of Falun Gong practitioners in China.

Mingneng, Director of Taiwan Department of Health,
stated that the Department of Health has already proposed
a draft of regulations on human organ transplant.

If everything goes well, the draft will be approved in July.
Medical staff involved in illegal organ dealings will
their licenses revoked.
After the new regulations are passed, whoever commits
illegal organ dealings will be sentenced as a criminal and the fines will be more severe.
