【新唐人2012年8月24日訊】日前，中共中央政治局常委、中央紀委書記賀國強，在一次會議上發表講話，大談反腐新政，賀國強的講話透露了甚麼信息？，下面，一起和本臺記者去了解。
據大陸媒體報導，8月21號，中紀委書記賀國強出席一項所謂「預防腐敗體系」的工作成果交流會，併發表了講話。他強調：「黨的『十八大』將對當前和今後一個時期，黨和國家事業發展作出全面部署，也將對以完善懲治和預防腐敗體系為重點的反腐倡廉建設，作出新的部署。」
賀國強作為中紀委書記，談「反腐」本來並不是甚麼新奇的事，但是，在「十八大」召開之前的敏感時期，意義尤為不同，那麼，這裡面暗藏了甚麼玄機呢？
美國「喬治梅森大學」教授、時事評論員章天亮分析說，18大前賀國強大談「反腐新政」，這個講話透露了兩層含義，一個是：「十八大」前，胡錦濤要處理薄熙來的決心已定，另外一個是，薄熙來一案，有可能按經濟問題來處理。
美「喬治梅森大學」教授 章天亮：「賀國強是中紀委的書記，一直他是處理薄熙來的一個主要的推手，他跟薄熙來之間也有很大矛盾的，當時薄熙來到重慶做市委書記的時候，『做了』賀國強很多以前的朋友，而且收集了很多賀國強的黑材料，所以賀國強也要報這一箭之仇。」
早前，薄熙來妻子谷開來被宣判死緩後，很多媒體和分析人士都猜測，十八大前，當局會處理薄熙來一案。
章天亮：「胡錦濤處理薄熙來，應該也是下了決心的，所以如果他們兩個不在這個書記和總理位置上，再去處理薄熙來的問題，他們兩個就很難能夠做一個甚麼具體的部署，因為不在其位不謀其政嘛，所以我想他們應該趁著自己在『十八大』之前有一個交代。從習近平和李克強這個角度來講，他們兩個也希望胡溫來處理。」
原歷史學教授劉因全則認為，賀國強的「反腐新政」透露了賀國強與汪洋的理念不謀而合。
5月9號，在廣東第11屆黨代會報告裡，汪洋提出，要切實加強對黨員領導幹部尤其是「一把手」的監督，進行領導幹部個人財產申報試點。13號，汪洋在連任省委書記後，發表談話時表示，「始終堅持廉政為民；以權謀私，千夫所指，我們手中的權力是人民賦予的，只能用來為人民謀利」。
原歷史學教授 劉因全：「在這種時候，如果賀國強高調的來強調反腐的話，肯定對汪洋入常，接任紀律檢查委員會書記是有利的，也說明，汪洋和賀國強他們在這個方面是一致的，也可以說賀國強比較認同，汪洋擔任他的接班人這個問題。」
《路透社》曾在報導中引述香港政治評論家林和立的話說，人們認為汪洋會是下一個溫家寶，他是中共中央政治局常委中的開明派人物。
而賀國強這個講話，劉因全認為，是為他自己在「十八大」後的卸任，留下一個「漂亮」的交代。
不過，香港《明報》發表評論文章指出，賀國強的調子拔得再高，也掩蓋不了中共腐敗愈演愈烈的事實。評論還強調，這些大話、套話，叫人聽了何其生厭。
時事評論員史達也表示，貪腐已經成為官網運作的一個方式，真正廉潔的官，會因為不被信任而下臺，這就是中共的獨裁體制。
時事評論員 史達：「中共的貪官，現在可以說是遍地，貪官是中共的社會基礎，貪官才會為中共真正的賣命。所以現在貪腐，是越反越貪。」
史達認為，中共反貪只是演給老百姓看的一場戲，讓老百姓覺得中共還有希望，但是，這個希望其實是虛構的，並不存在。

He Guoqiang Delivers Message for Forthcoming 18th National Congress by Announcing Anti-Corruption Policy.
He Guoqiang is a member of the Chinese Communist
Party (CCP) Politburo Standing Committee.
He is also secretary of CCP Central Discipline Commission.
A few days ago, he talked about new
anti-corruption policies during a meeting.
What were the details of this meeting? Let’s see the report.
According to Chinese state media, He Guoqiang participated
in a so-called 『anti-corruption system achievement meeting』,
in which he gave a speech.
He Guoqiang emphasized that the “CCP will
make arrangements for the present and future during the CCP 18th National Congress.
It will also deploy tasks to perfect the construction
of an anti-corruption system, which is focusing on punishment and prevention of corruption.”
As secretary of the CCP Central Discipline Commission,
it’s not special that He Guoqiang spoke about anti-corruption.
But now is a sensitive period
before the 18th National Congress.
His speech has special meaning, but
what is the special meaning then?
Zhang Tianliang, current affairs commentator,
and professor from U.S. George Mason University,
analyzed that He Guoqiang’s anti-corruption speech
before the 18th National Congress has two meanings.
One is that Hu Jintao has decided to deal with Bo Xilai.
The other is that the Bo Xilai case may
be handled as an economic case.
Zhang Tianliang: “He Guoqiang is the secretary
of CCP Central Discipline Commission.
It is He Guoqiang who has been dealing with the
Bo Xilai’s case. He has a large conflict with Bo Xilai.
When Bo Xilai took the position of CCP Chongqing
secretary, Bo deposed of many of He Guoqiang’s friends.
Bo collected a lot of black material on He Guoqiang,
so He Quoqiang wants to revenge."
A few days before, when Gu Kailai was given a suspended
death sentence, a lot of media and analysts estimated
that the CCP authorities will handle the case
of Bo Xilai before 18th National Congress.
Zhang Tianliang: “Hu Jintao should have
been determined to deal with Bo Xilai.
If Hu Jintao and Wen Jiabao are not in the positions
of general secretary or prime minister,
it will be very difficult for them to take action with
the Bo Xilai case.
So, I think they need to have a result
before the 18th National Congress.
From the point view of Xi Jinping and Li Keqiang, they also
want Hu Jintao and Wen Jiabao to deal with Bo’s case.”
Liu Yinquan, former professor of history thinks that
He Guoqiang’s new anti-corruption policy shows he has the same opinion as Wang Yang.
On May 9, during the CCP 11th Congress of Guangdong
Province, Wang Yang, CCP secretary in Guangdong,
urged to strengthen monitoring of CCP leaders,
especially of secretaries.
He also asked for the leaders to claim their personal assets.
On May 13, Wang Yang gave a speech after
he was pointed for another term as secretary.
Wang stated to, “Always act with integrity
for the people, and condemn abuse of power.
Our power is given by the people, and
can only be used to benefit the people.”
Liu Yinquan: “At this point, He Guoqiang speaking
in high-profile about anti-corruption is good.
It is also good for Wang Yang to enter the Politburo
Standing Committee, as well as take the position of secretary of the CCP Central Discipline Commission.
It shows that Wang Yang and He Guoqiang
are on the same page for this issue.
We can say that He Guoqiang has agreed
that Wang Yang can take this position.”
Reuters quoted that Lin Heli,
a Hong Kong political commentator.
People believe that Wang Yang will be the next Wen Jiabao,
because he is a liberal figure within the CCP Politburo.
Liu Yinquan also thinks that He Guoqiang’s
speech is a direction that he has given during the 18th National Congress, before leaving.
However, Hong Kong’s Ming Pao commented that,
no matter how high He Guoqiang aspires in his speech,
it cannot hide the fact that corruption in the CCP
is getting worse and worse.
The commentary also emphasized that big words
and cliches are too much for people to listen to.
Shi Da, a current affair’s commentator, also said that
corruption is already a working model for CCP officials.
A real non-corrupt official will not stay in his position
because the others will not trust his integrity. This is the CCP』s dictatorship.
Shi Da: “CCP corrupt officials are everywhere in China.
We can say corrupt officials are the basis of the CCP.
Only corrupt officials can sacrifice their lives for the CCP.
So, there’s more corruption, there’s worse corruption.”
Shi Da thinks that anti-corruption
for the CCP is just a show to fool people.
It made people feel that there is hope with the CCP,
but this hope is not a real one. It is an illusion.
