【新唐人2012年7月30日訊】中共十八大召開在即，政局的變化成為海內外輿論的焦點，入常熱門人選之一的廣東省委書記汪洋再度被關注。美國《華爾街日報》指稱，如果汪洋能成功入常，或許會推動中國加速走向市場改革道路。評論指出，汪洋開明的思想值得讚賞和鼓勵，但是只有突破中共的體制進行政改，才不會無功而返。
《華爾街日報》28號的報導指出，高舉開明改革旗號的廣東省委書記汪洋，和依靠「唱紅打黑」崛起的前重慶市委書記薄熙來，長期以來都被各界拿來相互比較。但是從兩人現在的一起一落來看，汪洋似乎才是走對路的人。
報導認爲，汪洋一向積極推動改革開放，他如果能夠成功出任中共中央政治局常委，意味著新一代領導人可能會加速走向「資本市場」改革道路。
勞工階級出身的汪洋在去年廣東省委十屆八次全會上，第一次提出了「幸福廣東」的訴求，他宣示要「讓民眾幸福更給力、更持久」。
日前，廣東剛剛歷經了一場颱風，汪洋冒著風雨，前往惠州考察，再度提倡「幸福廣東」的主旋律。他指稱，建設幸福廣東，應放手讓民眾探索自己的幸福道路，切實讓老百姓感到「幸福來敲門」。
時事評論員 林子旭：「他（汪洋）做事是比較傾向於和平理性的，比如他去年對烏坎村事件的處理方式，就是比較理性的。但是像薄熙來和周永康這些血債派官員，他們做事都是崇尚暴力的，他們是希望把中國帶入一個更加專制、極權的狀態當中去。」
近期，汪洋還在廣東掀起了反腐風暴，數百名官員被雙規。他也率先在廣東呼籲「解放思想」，嚐試進行大膽的行政體制改革，甚至在廣東省黨代會上提出「人民的幸福不是黨和政府的恩賜」，「追求幸福是人民的權利」。種種舉動，為他贏得了民間的聲譽。
原歷史學教授劉因全認爲，中共現在的官僚體制非常僵化，如果開明派官員步子邁的快一點，遠一點，可能就會遭來保守勢力，像「血債派」人馬的限制和打擊。
原歷史學教授劉因全：「在中國必須對這個體制進行改革，而且要進行大刀闊斧的改革，才能給像汪洋這樣的開明派的官員施展的空間。如果不進行政治體制改革，這些開明派不但沒有施展空間，還有可能被他們（血債派）打擊，最後成爲犧牲品。」
時事評論員林子旭也表示，汪洋的做法值得鼓勵，不過他在中共體制內可以發揮的空間有限。因爲如果他真的想把實質的利益分給民衆，必然觸及體制內既得利益官員的反對。
林子旭：「他能在中共體制內部有一些開明的舉動，或者有一些比較大膽的言論，這個當然作爲每個人來講都是歡迎的。但是事實上如果他的這種做法、基點還是要站在維護中共統治基礎之上，那是沒有任何作用的。」
台灣《中國時報》評論把汪洋形容為中共黨內一顆無法被忽略的政治明星。有分析指出，一般「入常」的熱門候選人都會在塵埃落定之前盡量保持穩健低調，以避免節外生枝。汪洋連續破格高調試水的表現不尋常，可能背後有胡溫的默許或者支持。

Wall Street Journal: China Market-Orientated Changes Accelerated If Wang Yang Gets on Standing Committee.
The Chinese Communist Party’s (CCP)
18th National Congress is approaching.
The change of in the political situation of the CCP
has become the focus of China and the world.
Wang Yang is CCP Secretary in Guangdong province and
He is one of the competitive candidates for the CCP’s Standing Committee. He has received a lot of attention recently.
The Wall Street Journal recently reported that it might
be able to accelerate market-orientated changes in China if Wang gets a position on the Standing Committee.
Some commentators think that Wang’s liberal ideology
is worth being encouraged and promoted.
However, Wang’s effort could only take effect if there
is a breakthrough change in the CCP’s political system.
The Wall Street Journal reported on July 28 that
Wang Yang, a leader for reform, has been always
compared to Bo Xilai, former CCP Secretary of Chongqing.
However, from the rise of Wang and the fall of Bo,
Wang is the one who has chosen the right political path.
Wang Yang has been actively promoting reform.
The report says that “should Wang Yang get a slot
on the Standing Committee,
it could be a signal that the new leadership will seek
to accelerate market-oriented changes.”
Wang Yang, son of a laborer, was first to propose “Happy
Guangdong” at the 18th Congress in Guangdong province.
He pledged a lasting and profound happiness to people.
Recently, Guangdong has experience a typhoon. Despite this,
Wang Yang made it to Huizhou to perform an investigation.
There he proposed “Happy Guangdong” again.
He claimed that people should be allowed to explore their own
way to happiness in order to construct a “Happy Guangdong”.
He said we should make people have the feeling
that happiness is knocking at their door.
Commentator Li Zixu: ”The ideology of Wang Yang
is very close to the universal value of human beings.
Wang promotes peacefulness and rationality. For example,
the way he dealt with 『Wukan Event』 is very rational.
Bo Xilai and Zhou Yongkang in the
blood-debt faction, advocate violence.
They are trying hard to turn China into a more
authoritarian, totalitarian situation.”
Recently, Wang has lifted anti-corruption in Guangdong.
Hundreds of officials in Guangdong were regulated.
In Guangdong, he has also promoted “emancipating the mind”.
He even tried to undertake very bold reform in administrative system.
In the CCP Congress of Guangdong, he even proposed
the idea that the happiness of people is not the gift from the Party or the government.
It is the right of people to go after their own happiness.
He gained people’s support because of his political moves.
Liu Yinquan was a history professor.
Liu said CCP bureaucracy is very rigid.
If “liberal” officials like Wang can progress
faster and further, they will be limited.
They will be attacked by the
“conservative” (blood-debt) faction.
Liu Yinquan: “In China, not only should political reform
be performed, it has to also be reformed on a large scale.
Only in this way can political space be given
to 『liberal』 officials like Wang Yang to make real changes.
If there is no political reform, there won’t be enough
space for 『liberal』 officials to make any move.
In addition, the 『liberal』 officials might be attacked
by the blood-debt faction, and be sacrificed.”
Commentator Li Zixu also thinks that the political moves
made by Wang Yang should be encouraged.
However, in the current CCP political system,
the space for Wang Yang to act in is very limited.
If Wang really wants to pass benefits to the ordinary
people, it’s bound to touch the interest of some officials.
It will be correspondingly opposed.
Lin Zixu: “It is good that Wang can move some
『liberal』 political moves in the CCP system.
It’s also good for him to make some bold comments.
People like what he has done. However, if what he has done
is to maintain the CCP ruling foundation, it’s not as effective.”
Taiwanese “China Times” describes Wang Yang
as a political star for the CCP.
Some analysts think that the “top” candidates for the CCP
Standing Committee usually keep a low profile in order to keep anything unexpected out of the door.
It’s very unusual that Wang Yang was shown in such high profile.
It’s possible that Wang has gained the support from Hu & Wen behind the scenes.
