【新唐人2011年3月24日訊】今年，山西省地方各級將進行換屆，山西各市、縣紀委書記，和組織部長的熱線電話與電子郵箱被公布了出來，說是為了拓寬群眾舉報的新渠道。不過，手機接通率僅有四成多。網民認為這是一場集體秀，而媒體也批評當局喜歡搞這類形象工程、形式主義。請看報導。
22號，是山西省公開260名紀委書記和組織部長手機號及郵箱的第一天。據官方公開的信息說，從當天下午5點40分到晚上8點40分，3個小時內，在公開的260人名單中隨機抽樣33人，3人手機處於關機狀態，沒有關機的30人中，16人無人應答，4人正在通話。
而《中國經濟網》23號報導，山西公布260個官員電話，竟然有145個打不通！接通率僅四成多。網民對這種做法能否起到作用發出強烈質疑。
《現代快報》指出，當前一些地方確實存在著喜歡搞形式主義、形象工程的施政毛病。如果不解決好便民熱線的「保暢通、保回覆、保處理」的監督落實機制，任何名目的「政府熱線」最終都有可能「剃頭挑子一頭熱」。
網民陳國琴也認為：既然向社會公布了號碼，那麼這些號碼就必須要隨時保持暢通狀態。公布電話卻接不通，顯然是在「作秀」，不僅無法有效解決換屆過程中的歪風邪氣，而且會在一定程度上損害機關形象。
記者採訪了陽泉市紀委書記，問他有沒有收到民眾的投訴電話？
陽泉市紀委書記王民：「涉及到我們要公布的換屆方面的情況，到目前一個還沒收到。多數都是有賣書的、有搞講座的、推銷產品的。」
就在官方公開手機熱線之前，20號下午4點30多分，山西省衛生廳大門前人山人海。幾名「問題疫苗」患兒的家長到衛生廳舉牌上訪，一名上訪家長被人毆打，倒在地上，引起圍觀市民憤怒。
記者：「那你們有沒有對這個疫苗作出處理和調查？」
陽泉市紀委書記王民：「因為我是在陽城工作，這方面主要是涉及到，應當是衛生系統的情況，是他們去受理。」
國家行政學院教授王偉向媒體表示，公開紀委書記、組織部長聯繫方式的措施，「關鍵在於，是否有科學的規劃、縝密的部署、細化的措施，形成長效機制，讓好的動機變成好的結果，保證落到實處。」
有網民認為，這就是一場集體秀，解決不了任何實質問題。網民希望從制度入手，建立長效機制，確保官員把群眾的呼聲和反映的問題落實解決、

were publicized. On that day, a random poll indicated
that 33 out of the 260 officials called
between 5:40-8:40 p.m. 3 cell phones were turned off,
16 were on but did not answer, and 4 were busy.
China Economic Net reported on March 23, that 145
cell numbers of the 260 on the list did not go through,
meaning just over 40% connection rate.
Netizens questioned the effectiveness of this method.
Modern Express pointed out, formalism and image
projects are popular in many places in China.
If there is no monitoring system in place for these
“hot lines”, any so-called government hotlines
would just be wishful thinking.
Netizen Chen Guoqin commented, any numbers
released to the public should be kept open.
If the public numbers can』t get through,
it』s obviously just a political show that can』t prevent
the misconducts during the transition of officials,
but will damage the government』s image.
In a phone interview, a Yang Quan County Party
official was asked if he received public phone calls.
Wang Min, the official, said: “No phone calls yet on
the reassignment of officials. Most phone calls were
to sell books, promote lectures and sell products.”
On March 20, at 4:30 p.m., a huge crowd gathered
in front of Shanxi provincial Health Department.
Parents of several children who took fake vaccines
conducted their petitions by holding signs there.
One parent was beaten to the ground by security.
This angered many onlookers on the site.

Secretary Wang: “Because I work at the county seat,
this issue is handled by the Health Department.”
