【禁闻】习整风军队新招 清退军职领导秘书

【新唐人2013年11月11日讯】自今年6月中旬,中共开展了新的整风运动,这股风也吹到了军队。继“军十条”、撤换军队号牌整治豪车、和房地产资源普查等工作后,中共军队日前开始了纠治所谓“四风”的运动,其中包括:军职军官秘书全部清退,查处不合理住房、车辆等。请看报导。

11月6号,大陆媒体纷纷转载《军职领导干部的秘书一律清退》的报导。文章说,中共军队和武警部队的各大单位党委,近期相继召开了专题民主生活会,集中查摆纠治问题、开展批评与自我批评。

报导还说,在召开专题民主生活会之前,军队各大单位采取“说清楚”、“交明白账”的办法,对超占的住房都作出腾退承诺,对军职领导干部实际使用的秘书全部清退,并向军委提交自查自纠情况报告。

报导还说,党委班子聚焦“四风”突出问题,制定整改的任务书、路线图﹔书记、副书记带头揭短﹔敢喊“向我开炮”,开出整风味道。

北京时政观察人士华颇:“清退军职领导这些秘书,是他(习近平)进一步在军队树立权威的一种手段,跟以前他让军队干部下连队当兵,清理公车、宴会不上白酒的举措是一脉相传的。”

北京时政观察人士华颇表示,中共总书记习近平各种动作,就是在观察哪些是“听话的干部”。

美国中文杂志《中国事务》总编辑伍凡:“(中共前总书记)胡锦涛抓不住军队,他做不成大事。现在习近平上来,他就要抓军队。他这个动作就说明他在军队还没有控制住。不抓军队,这个政权不会多久完蛋了。”

11月7号,曾在军队中呆了20多年、曾任主治军医、法官等职的律师刘昌松,在他的《搜狐》博客中揭示,军职领导在编制上一般不配秘书,这些秘书一般都是以“借调”的名义工作。

刘昌松还透露,在军队中被领导看中做秘书是美差,以后调职、调级就不用自己操心,首长要离任或调任时,一定会对秘书作出好的安排。而且当军队团以上领导位置一有空缺,首长最先想到的是自己的秘书。

另外,秘书会替首长办一些不方便办的事情,特别是首长夫人需要办事,通过秘书,轻松就给办了。

刘昌松在博客中还提到,清退住房、军车非常困难。因为基层干部甚至中层干部住上一套本级标准的住房不容易,拥有多套住房的是相当高层的军官,而他们的儿子、孙子还都可能使用上军牌车。

最近,一部充斥着美国阴谋论及冷战思维的影片《较量无声》,在大陆网络上迅速窜红,然后又迅速“消失”,引发外界的猜测。华颇表示,《较量无声》现象,反映了高层的内斗。

华颇:“习上台以后必须要清除江派的势力。因为胡锦涛这10年就是因为江派势力处处掣肘,所以一事无成。胡锦涛在临退位的时候,把权力一股脑的给了习近平。”

华颇认为,习近平要进行改革的话,革命的对像就是以江泽民为代表的既得利益集团。

媒体还报导,中共军队的整风已初见成效,最近各大单位共清退了住房8100多套、车辆25000多台。

伍凡:“军队你要控制,你要收买军队,你要拉拢军队,又要依靠军队。依靠军队你给我什么好处呢?你要拉拢军队。那么,他只能一部分清理,不可能全部。”

美国中文杂志《中国事务》总编辑伍凡指出,习近平的动作只是一种姿态。因为军队太腐败,所以要管理,但又不能跟军队真正作对,还需要拉拢他们。所以,除非把整个党改变了,整个政府改变了,军队才能彻底改变。

Xi Jinping’s New Military Discipline Removes Military Cadres Secretaries

The Chinese Communist Party (CCP) began to
intiate a disciplinary campaign in June this year.
The Chinese military recently recieved
new orders to improve it’s conduct.
The ‘ten provisions for the Central Military Commission
(CMC)’, included reducing usage of false military license
plates and luxury foreign cars, as well as surveying assets.

The Chinese military has now initiated a
movement to ‘correct four bureaucratic styles’.
This includes removing military officers assistants
(secretaries), as well as to investigate and punish
unreasonably excessive houses and vehicles.

On November 6, Chinese state media reported that the
military will remove all secretaries for military cadres.
Major military and armed police committees have
reportedly held special off-base disciplinary meetings.
This is to investigate and take corrective measures
through centralized governance, critique and self-criticism.

It was also reported that prior to these meetings, the
military requests all units to conduct ‘self-explanations’.
This is by vacating extra housing, removing
all secretaries, and submitting reports about
self-examination and self-correction to the CMC.

The report also said that the CMC will
focus on the ‘four bureaucratic styles’.
This is by issuing new mission statements and roadmaps.

It will ask the Secretary and Deputy Secretary of the
CCP to take the lead in discovering short-comings.
It is encouraging everyone who is willing
to make self sacrifices to lead this.

Hua Po, political commentator: “Removing
the secretaries of military cadre is how
Xi Jinping will further his authority in the army.

This new campaign is in line with his previous orders,
such as that cadres must be soldiers first, must use public
transportation, and have no alcohol in military events.”

Hua Po believes Xi Jinping is checking
on which cadres will ‘obey’ his orders.

Chris Wu, Editor-in-Chief, ‘China Affairs’:
“Hu Jintao could not control the army.
Therefore, he became a weak leader.
Xi Jinping wants to control the army.
These actions suggest that the army is not
under his control, that he lack the army’s
support, and that his authority does not go far.”

On November 7, attorney Liu Changsong explained
in his blog that in the military employee quotas,
cadres do not share an assistant or secretary.

They have existed in the name of ‘borrowing.’

Attorney Liu had a career in the military for more
than 20 years as an attending medic and a judge.

Liu Changsong also revealed
‘military secretary’ is a fancy title.
It means that they no longer
need to worry about job transfers.
When cadres are leaving or are transferred,
they will receive preferential treatment.
This is especially when any position
is available at the level of regiment.
These cadres would always recommend
their secretaries in the first instance.

These secretaries also assist some
businesses not related to their work.
This is especially the case with the wives
of the cadres’, whose requests are always
quickly taken care of by these assistants.

Liu Changsong also commented in the blog that it
won’t be easy to vacate extra housings and vehicles.
It is very difficult for the middle-level cadres to
occupy a house equivalent to his military level.
Those who occupy more than one house
are typically high-level military officers.
Their children and grandchildren are
also likely to use military license vehicles.

‘Silent Contest’ is a film made by the CCP military
university, and became very popular recently.
The film was filled with narratives
of U.S. conspiracies and cold war.
However, this new film soon disappeared from the Internet.

Hua Po believes that this phenomenon
is a reflection of the high-level infighting.

Hua Po: “Xi Jinping has to clean up
Jiang Zemin’s faction within the regime.
For the past 10 years, Jiang’s faction had caused
tremendous constraints for Hu Jintao’s leadership.
Prior to his retirement, Hu gave
all his power to Xi Jinping.”

Hua Po believes Jiang Zemin and his vested
interest group should be Xi Jinping’s reform target.

Chinese state media reported the
efficiency of the military correction act.
More than 8,100 housing units, and 25,000
military vehicles have been returned to the CMC.

Chris Wu: “To control the army, they must be won.

In order for Xi to rely on the army, the
army must see the advantage of supporting.
Therefore, the correction of the army can only go so far.”

Chris Wu, indicates that these are just Xi Jinping’s gesture.

The army has been so corrupt that the
management has to avoid offending them.
Therefore, the army will not change unless the whole
CCP is changed, and the whole government is changed.
