【禁聞】中共「限歌令」特急祭出有深意?

【新唐人2013年07月30日訊】日前,中共電視「限歌令」細則出爐,除了公布歌唱類選秀節目的最終調控結果外,還宣稱要嚴控引進境外節目模式。受此禁令影響,各省衛視開始調整節目,一些地方的「紅歌」節目甚至被停播。這其中是否有甚麼特別原因?一起來聽聽專家分析。

所謂限歌令,指的是中共當局限制電視歌唱選秀節目的禁令。

7月26號,中共廣電總局召集9家衛視召開內部工作會議,除了對數量、播出時段進行調控外,廣電總局還以「特急」規格下發給所有衛視「關於進一步規範歌唱類選拔節目的通知」,重申各臺今年一律不再投入製作新的歌唱選拔類節目,同時要求評審或導師不得為博眼球煽情作秀。

大陸文化評論人士葉匡政分析,現在中共各個部門的管制方式都是如此,管理機構不斷通過各種禁令體現自己的權力。同時,各地方臺如果選秀節目過多夠紅,可能會影響《央視》的收視率和廣告收入,廣電總局也會因此出手。

葉匡政:「有時(為)保證《央視》和地方衛視能在一個水平下競爭,它(廣電總局)會對地方衛視進行管控。(而)它的直接原因可能想發揮計劃市場的能力,希望各地方衛視能在它的掌控下運作。但實際上這種可能性很小。」

葉匡政指出,當局不斷出臺各種禁令但往往形成一刀切。表面口號是為了節省節目資源或社會資源,但實際上是浪費資源。

葉匡政:「就像電視劇,如果插播廣告多了,觀眾他不看,不看收視率下降,市場自動會調節廣告的投放量。觀眾手裡有遙控器,遙控器說了算。所以我覺得這種禁令帶來的反而是市場的各種混亂。這種禁令反而導致了資源浪費。」

據報導,受「限歌令」影響,江西衛視中國紅歌會將停播﹔江蘇衛視全能星戰將延期至第4季播出﹔收視爆紅的「中國好聲音」則表明將加強導師(評審)的音樂專業性評論。

同時,「限歌令」細則中,特別提到了要嚴控引進境外節目模式。

香港《聯合報》文藝編輯張成覺感慨,這讓人想起八公山上,草木皆兵的成語。

香港《聯合報》文藝編輯張成覺:「現在我看當局也有這麼一種心態。唱唱歌有甚麼了不起呢?就要多方限制。而且唱的是紅歌,紅歌意味著共產黨起家的那些歌吧。 境外它是控制不了了。境外的東西往裡滲透它也很頭痛,所以乾脆不分青紅皂白,一切給你暫停。」

張成覺認為,雖然當局的做法看起來很可笑,自曝其短,但其中肯定有一些外界不了解的內幕,才會讓它如此慌張。

張成覺:「我估計十八屆三中全會以後,薄熙來的案件也審理完了,別的人事變動或大的政策也有一些明確決定,在那種情況下,它認為有些文藝節目可以稍微放寬點,那現在要從嚴掌握。這其實是很可笑的。我認為這種心態是末日心態。當然他們掌握的態勢或面對的一些問題是我們所不知道的。」

網路上也有一些聲音把當局這次特急推出的「限歌令」,與目前提起公訴的薄熙來案聯繫在一起。

微博上,網友:刺兒頭說:倡議紅歌的人倒了,這節目當然要停!而另一網友:折須直,則隱晦的暗示:不能跟唱紅打黑沾邊,過敏期。

更多的看法則嘲諷廣電總局是該管的管不了,管的了的管不住。

就在上個月,6月4號,中共廣電總局剛頒布了22條新規定,集中整治電視劇市場,被外界批評是為配合當局進行新一輪的洗腦。

What is the meaning of the song limitation order?

Recently, the Chinese Communist Party (CCP) released
its “song limitation order" for televisions.
(“Song limitation order" refers to the CCP’s limitation
of song selection for talent shows.)
Besides limiting song selection in talent shows, it also vowed
to strictly control the introduction of foreign programs.
Affected by this ban, provincial televisions have begun
to adjust their TV programs.
Some local stations have cut off their “Red Song" programs.

Is there a particular reason for this to happen?

On July 26, the general administration of broadcast
summoned nine Satellite TV stations for a meeting
regarding regulating quantity and broadcast time.

In addition, distribution of limitation of song selections
was sent by express mail to reconfirm that all songs
in talent shows require approval or mentors.
No songs should be selected for sensationalism.

Cultural commentators Ye Kuangzheng analyzed that this
is the method the CCP uses to control various departments.
Management agencies continue to manifest their power
through a variety of prohibition orders.
When talent shows of local stations become too popular,
they will affect CCTV ratings and advertising revenues.
That is why the general administration had to intervene.

Ye Kuangzheng: “Sometimes in order to ensure CCTV
can compete with local TV, the general administration will also try to control local stations.
It hopes that all local TV can operate under its control,
but in practice this is unlikely."
Ye Kuang pointed out that the constant introduction
of various bans will turn into cuts across the board.
On the surface, it is supposed to save program resources
or social resources, but in reality, it is a waste of resources.

Ye Kuangzheng: “Just like TV shows, when the audience
dislikes too many ads, the ratings will go down.
The market will automatically adjust the amount
of ad delivery.
Audiences all have a remote control, which has the final say.

I think this ban brings a variety of market confusion
and leads to a waste of resources."

According to reports, due to song limitation order,
Jiangxi TV』s “Chinese Red Song" will be off the air;
Jiangsu Satellite TV “All-Star Wars" will be postponed
to the fourth quarter.
The popular “China Good Voice," indicated that it will
strengthen its mentor comments.
Meanwhile, “song limitation order" specifically mentioned
the need to strictly control the introduction of foreign programs.
Zhang Chengjue, the literary editor of Hong Kong’s
United Daily News, lamented, “Now, you are afraid
of everything, even a blade of grass.”

Zhang Chengju: “Authorities think singing red songs
isn’t so great, so they restrain it.
Red songs mean the CCP’s establishment.

It cannot control things overseas and foreign stuff
is a pain in the neck.
Therefore, it is easier just to ban everything.”

Zhang felt that although the administration’s approach
seems ridiculous, exposing its own shortcomings,
there are definitely some stories behind such
a panicky reaction.

Zhang Chengjue: “I guess after the 18th Congress
and the hearing of Bo Xilai’s case, major policies
or personnel changes have been set, they can be
more relaxed about some performing arts programs.
I think it is rather comical.
I see they are having an end-of-the-world state of mind.
Of course, they hold everything in their hands, and we
don’t really know what problems they are facing.”

Some netizens link the “song limitation order" with
the current prosecution of Bo.
One netizen said, “When the initiator of red songs is down,
of course, the program should be eliminated!”
Another netizen commented, “Stay away from singing
red songs and anti-black; this is a sensitive period.”

More sarcastic remarks are about the administration.

Some said, “What should be controlled is beyond control,
and what was under control has also become uncontrollable.”
On June 4, the Administration issued 22 new regulations
regarding collective control of the TV market.
Outsiders call it a new round of brainwashing.
