【新唐人2013年05月18日訊】前中紀委書記吳官正最近出版了新書，書中談及他的為官之道，和對生活的感想、經歷。隨著吳官正的亮相，網路上又把他那份《離職報告》翻了出來，其中的內幕令人怵目驚心。接下來請看報導。
這份目前流傳於很多中文網路的「吳官正離職報告」，其中揭露，在2007年10月29號的中紀委工作交接班歡送會上，吳官正說：「五年前當選中紀委書記時表態：決不辜負人民的期待，立志要在若干人民強烈反響的問題上，要有突破。」
但是，五年消逝了，他的心情很沉重。他說：單有決心戰勝不了現實。他和紀委同志、和中央政治局常委同志，作過努力和必要的鬥爭，還是失敗了。
吳官正直言「三大憾事」，包括：幹部財產收入申報公開機制未能實施；改革現行紀委、監察部組織架構和隸屬關係未能成功；以及，官員以公款或接受免費到高級娛樂場所消費，屢禁不止。
他還表示：黨內對財產申報制抗拒、反對，抵制的勢力相當頑固。而且指揮失控，使幹部和幹部家屬處處和人民處於對立局面，造成政局混亂等。
吳官正披露：在2003年的上海、廣東財產申報制的試點，發生兩大問題，其中：黨政幹部強烈抗拒，以消極怠工、政局癱瘓來對待；而高、中級幹部在內部申報時，上海市、廣東省的省、廳級幹部，百分之九十擁有1000萬以上的資金或資產，如公開，勢必會被社會各界追擊。他說，2000年，在天津、江西的省級黨政班子搞試點，也都是因難以推行而中止。
吳官正歷時30分鐘的離職報告，曾被香港《動向》雜誌在2007年的12月號上披露。報導說，吳官正多次因心情沉重而停頓，也因坦言「憾事」引來掌聲而熱淚盈眶。
同時《多維》月刊也披露，吳官正講完話後，起身離席，沒有和新任中紀委書記賀國強打招呼，弄得賀國強十分尷尬。
在此之前的9月，吳官正在總結中紀委工作時，給自己打了59分，不及格分數。
不過，紐約「民主大學」校長唐柏橋質疑吳官正的報告。
紐約民主大學校長唐柏橋：「感覺好像吳官正這個人特別正派，這麼正派一個人的話，中國的腐敗怎麼會越來越加劇？不過，現在很多人講習近平也不錯、胡耀邦、胡錦濤不錯，溫家寶也不錯，李克強也不錯，那全中國領導人都不錯，怎麼可能這個國家人權越來越倒退，這個國家越來越腐敗，然後老百姓越來越憤怒。這到底是誰在領導這個國家？」
據了解，吳官正一手提拔的前中共青島市委書記杜世成，因受賄罪被判處無期徒刑。而，吳的兒子——青島天逸置業公司董事長吳祖華，就是利用杜世成的關係，未經任何公開招標手續，以幾千萬的地價，徵得青島沿海的黃金地段土地3000畝。僅僅1 年時間，吳祖華從中淨賺21億7千萬元。
時政評論員林子旭：「在中共體制內想要真正反腐無異於與虎謀皮，如果能稍微跳出中共的體制，一切都會變得非常容易了。就比如說真正反腐，先可以開放媒體言論對吧，真正讓老百姓監督官員，這樣的話，這些官員還敢肆意妄為嗎？網路上爆出一個表哥，不是就有很多官員不敢帶手錶了嗎？」
之前，還有媒體報導吳官正家族位列太子家族的第九位，資產約在50億左右。更有媒體指出，2009年出任河北省省長助理的江波，就是吳官正兒子吳漢華的化名！

Wu Guanzheng “Resignation Report” Reveals Anti-Corruption Failures Despite Efforts
Wu Guanzheng, former Secretary of the Central
Commission for Discipline Inspection published
a new book recently which talks about his official
method, opinions and experiences in life.
After he was exposed in public recently, his “resignation
report” was exposed online, with shocking content.
Let’s see the report.
Wu Guanzheng’s Resignation report is a
very hot topic on many Chinese websites.
It was exposed that in a transferal and farewell meeting
on October 29, 2007, Wu Guanzheng commented.
“I vowed that I won’t disappoint people. I would have
breakthroughs on the issue that people react strongly
when I was selected to be Secretary of the Central
Commission for Discipline Inspection five years ago.”
However, his heart was very heavy five years later. He said
that even with determination, you can’t beat world realities.
He, his colleagues, and the comrades from
the Standing Committee of the Politburo had
undergone necessary efforts, but they failed.
Wu Guanzheng said he had three regrets. Public
declaration of officials properties hadn’t been realized.
The reform and restructuring of Commission for Discipline
Inspection and Ministry of Supervision hadn’t been achieved.
Officials using public funds, or accepting free
entertainment services had not yet been stopped.
Wu also said forces are very strong inside
the Chinese Communist Party (CCP) which
resist and oppose the property declarations.
However, the leaders are out of control, which made the
officials and their relatives stand on the opposite side
of the people, and made a political chaos in the society.
Wu Guanzheng unveiled that the property declaration pilot
in Shanghai and Guangdong in 2003 has two big issues.
The party officials and military officials are
strongly against the pilot and approached it,
by working in a negative and slack attitude.
The political system was in paralysis.
Senior and middle level officials underwent
internal declarations of their properties.
90% of the provincial departmental-level officials
have more than 10 Million in funds or assets.
If this was publicized, they will be attacked
by different groups of the society.
He also said that in 2000, they launched a pilot in
Tianjin and Jiangxi with provincial level’s officials.
This was suspended because
it was too difficult to implement.
Wu Guangzheng spoke for 30 minutes
during his resignation report.
He was reported on by Hong Kong
Dongxiang magazine in December 2007.
The report said that during the speech, Wu Guanzheng
stopped multiple times because his heart was so heavy.
Also he won applause because of his frank speech,
and he had tears in his eyes because of the applause.
At the same time, Duowei monthly magazine unveiled
that after Wu finished his speech, he left without
saying goodbye to the newly appointed Secretary
He Guoqiang, which was a large embarrassment.
In September 2007, Wu Guanzheng gave himself a
score of 59 in summarizing his work, which was fail score.
However, Tang Boqiao, President of Democracy
University of New York, questioned Wu Guanzheng.
Tang Boqiao: “It appears that Wu Guanzheng
is a very decent person, but if this is true, how
can China’s corruption get worse and worse?
Also many people said that Xi Jinping is not a bad person,
that Hu Yaobang and Hu Jintao aren’t bad people,
and that Wen Jiabao or Li Keqiang aren’t bad either.
Then it looks like all the CCP leaders are
good, but then how can the human rights’
status of this country get worse and worse?
How can the corruption in this
country become worse and worse?
How can people get more and more angry?
Who is really governing this country?
It is understood that Du Shicheng, former CCP Secretary
of Qingdao City, was promoted by Wu Guanzheng.
He was sentenced to life imprisonment
with a crime of accepting bribes.
Furthermore, Wu Zuhua, Chairman of Qingdao Tianyi
Real Estate company, is the son of Wu Guanzheng.
Wu Zuhua’s company received 3000 acres of coastal land
in prime locations in Qingdao without any public bidding.
This was arranged by Du Shicheng. In just one
year, Wu Zuhua earned 2.17 Billion RMB from it.
Lin Zixu, politic commentator: “Launching anti-corruption
inside the CCP system is like asking for fur from a tiger.
If the people can jump out of the
system, everything will be easy.
For example, with real anti-corruption, if it can end the
ban on media, and really give rights to the people to
monitor officials, how can officials dare to act recklessly?
A real example is many officials don’t dare to wear luxury
watches after the Biaoge (Brother Watch) was exposed.”
In the past, there was a report that said Wu Guanzheng’s
family is ranked ninth in China’s princeling’s families.
The family has assets totaling 5 billion assets.
Media pointed out that Jiang Bo, was promoted to be
the assistant of the governor of Hebei Province in 2009.
Jiang Bo is the pseudonym of
Wu Hanhua, son of Wu Guanzheng.
