「國際記者聯合會」(IFJ)5月7號發表聲明,批評中共媒體管制,懲罰刊登報導揭露「馬三家」酷刑黑幕的《Lens》雜誌。

聲明說,《Lens》雜誌的出版發行受到影響,股票初始股上市也受到干擾。

據《美國之音》報導,「國際記者聯合會」信息和人權官員厄內斯特•薩加加表示,中共當局對《Lens》雜誌的處理,不明不白,很不光明磊落,是違反新聞自由的行動。如果中共當局認為這份雜誌刊登的報導內容不準確,可以尋求其他途徑解決,例如,要求作者答復質疑,以正視聽。但是,限制雜誌出版,或者收繳證照,則是高壓手段。

《財訊》傳媒集團旗下的雜誌《Lens》已經錯過正常發行期兩天,目前,還不清楚是永久關閉還是推遲出版。

這份雜誌今年4月號刊登的調查報導《走出「馬三家」》,揭露了遼寧省「馬三家勞教所」女性勞教人員被酷刑虐待的問題,引發輿論廣泛關注。《美聯社》報導,這篇文章在中國四大新聞網站上是閱讀人數最多的文章。

中紀委「嚴禁截訪」說 被指空談

中共中央紀律檢查委員會信訪室副主任張少龍5月7號表示,中共的各級紀檢監察機關要堅決杜絕一切「攔卡堵截」上訪群眾的錯誤做法,而且不得「到來訪接待場所和公共場所攔截正常上訪群眾」。他同時還強調,民眾在行使舉報權利時,「要遵守相關的法律法規」,不要「越級舉報」。

對於中紀委官員這個最新表態,很多網友在微博上發表評論。

有人指出,這是典型的空談誤國行為,中紀委一不是立法機關,二不是執法機關,三不是行政機關,僅僅是黨內的紀律機關,在這個問題上能有甚麼作為?如何依法嚴懲攔截上訪者的人和國家機關?

也有人質疑,為何不直接說:嚴禁攔截上訪群眾?這背後是否暗示:非公共場所如家裏、路上可以攔截?何為正常,是否暗示,把上訪人說成非正常,就可以攔截?

還有人說,中紀委強調不要「越級舉報」,可是同級紀檢監督靠譜嗎?弄不好信訪舉報人信息洩密,遭打擊報復。

International Federation Of Journalists Urges China To
Investigate Political Interference With Lens Magazine

On May 7th, International Federation Of Journalists (IFJ)
issued a statement criticizing the Chinese Communist Party
(CCP) control on media.
The statement condemned the CCP punishing Lens magazine,
which exposed dark scenes of torture in Masanjia Labor Camp.

The statement said the publication and distribution of Lens
magazine had been greatly affected.
The stock and shares market has also been disturbed.

Voice of America cited an official of IFJ that
Chinese regime violated press freedom in dealing with Lens;
It was opaque and disgraceful.

If the CCP thought Lens issued inaccurate content,
it could seek other ways to solve it.
For example, by expecting the author to reply to
the question and correct the mistakes.
However, to stop Lens publication and cancel
their publication license, obviously, was autocratic.

Lens magazine, a subsidiary of SEEC Media Group in China,
has postponed two days of normal publications.
Now, it is unclear whether it is closed forever or only
postponing publication.

In April, Lens issued a report titled “Walking Out Of
Masanjia Labor Camp”.
It exposed the abuse and torture cases of female inmates in
Masajia labor camp, Liaoning province, raising wide concern.
Associated Press said that this report was the most widely
read article from the four biggest news websites.

Central Commission For Discipline Inspection Talks
Empty On Petition Issue

On May 7th, Zhang Shaolong, deputy director of petition office
of the Central Commission For Discipline Inspection (CCDI)
said that it is wrong to let discipline inspection and supervision
bodies on all levels prevent normal petitioners.
It must not hold up petitioners in receptions and public areas.

Zhang emphasized that the public should obey the regulations,
going step by step.
One can’t go to appeal by crossing any level of official bodies.

Many netizens commented on the CCDI’s talk.

Someone said that it was a typical empty talking.
The CCD is neither legislature nor law enforcement agency or an administrative body.
It is only an internal discipline organ of the CCP.

What can they do about this issue? How do they
punish offices who hold up the petitioners?

People questioned they why they don’t say it directly:
are they not allowed to stop petitioners?
Did it imply: they would stop petitioners at private places,
such as at home, or on the street?
What do they mean “normal” petitioner? Is it implied that they
will catch any petitioner if they think one is “abnormal”?

It was said that the CCDI emphasized that
one couldn’t report across levels.
However, can they be trusted when the same level of
officials monitor each other?
Maybe the petitioners’ information would be leaked,
then they would experience revenge.
