【禁聞】主張放棄朝鮮 中共智囊被停職

【新唐人2013年04月03日訊】今年2月,朝鮮進行了第三次地下核試爆,震驚世界。身為中共智囊之一的「中央黨校」理論刊物《學習時報》副編審鄧聿文,在英國《金融時報》上公開撰文《中國應該拋棄朝鮮》。美國《紐約時報》4月1號報導,鄧聿文已經遭到中共當局無限期停職。

《紐約時報》報導說,由於鄧聿文的地位,他所撰寫的《中國應該拋棄朝鮮》這篇文章,吸引了美國政府和歐洲的注意,並被一些人視為可能改變中共領導人習近平支持朝鮮的跡象。

鄧聿文的文章指出,朝鮮第三次核試是中國(共)重估這一盟友關係的好時機,中國(共)政府應該拋棄朝鮮,並推動朝鮮半島重新統一。

鄧聿文表示,中國(共)視朝鮮為有用的地緣政治盟友,基於這一點來構建戰略安全的做法已經過時,朝鮮今天是否仍對中國(共)有用值得懷疑,朝鮮與中國也有分歧,政權也不穩定。鄧聿文說,中國沒有必要與一個遲早面臨垮臺的政權和國家保持關係。

鄧聿文在接受韓國《朝鮮日報》電話採訪時表示,他因為這篇文章已經遭到無限期停職。鄧聿文說,外交部受到「刺激」,打電話到「中央黨校」投訴。

「復旦大學」國際問題研究學院「韓國朝鮮研究中心」副主任蔡建表示, 鄧聿文的文章,在學界也引起一些反響。

復旦大學韓國朝鮮研究中心副主任蔡建:「我覺得身為一個中央黨校的研究人員,這個是比較讓人感到吃驚的,因為我們覺得中央黨校的很多方面,應該可能反映政府的很多立場吧,可能外界也猜測,中國(共)對朝政策是否要有所改變。」

蔡建表示,朝鮮第三次核爆後,中共對朝鮮的政策並沒有改變。

蔡建:「我們仍然認為朝鮮對中國來講,安全、整個的戰略來講,都具有非常大的重要意義,中國(共)的政策仍然是要維持朝鮮的穩定和朝鮮的存在,來維持半島地區的一個戰略平衡。」

時事評論員林子旭表示,鄧聿文的文章說明,中共黨內有一部分人對朝鮮已經極其反感。

時事評論員林子旭:「這短短的一兩年,中共的這些狐朋狗友死的死、亡的亡,危機四伏的中共目前顯得是空前的孤立,如果朝鮮這個政權也垮掉了,中共就變成倒數第一了,它的醜陋就會更加清晰的暴露出來,出於心理上的極度恐懼,中共是一定要想辦法保住朝鮮的。」

雖然中共表示支持聯合國對朝鮮新一輪的制裁。但問題是,和往常的制裁行動一樣,中共會多大程度的嚴肅執行決議﹖因為中共也強調,制裁不是解決朝鮮問題的辦法。

那麼,鄧聿文是否因為此事而被停職呢?鄧聿文向《新唐人》表示,現在是非常時期,暫不接受採訪。但他說,《紐約時報》已經說明瞭。

蔡建:「這種可能性我覺得不能完全排除,目前朝鮮的問題在我們中國是一個很敏感的話題,不太容許報紙和雜誌上出現跟政府相左的一些觀點。」

而中共「中央黨校」黨建教研部教授蔡霞披露,鄧聿文並非「中央黨校」的正式職工。

中共中央黨校黨建教研部教授蔡霞:「鄧聿文他不是我們學校的正式的職工,是屬於聘用員工,聘用員工就是屬於那種靈活用工的,就是你也可以解除我的合同、我也可以解除你的合同的那種。」

在中國,因為批評朝鮮而被處罰的不只鄧聿文一人。據了解,2004年9月,大陸《戰略與管理》雜誌發表文章,批評朝鮮當局不努力發展經濟,提高人民生活水平,而且還片面發展核武器,令人民生活苦不堪言,置本國人民生死於不顧。《戰略與管理》因此被勒令停刊。

One CCP think-tank is suspended by advocating abandoning North Korea

In February, North Korea carried out the third underground
nuclear test explosions and shocked the world.
Deng Yuwen, the deputy editor in chief of “Study Times”
(the Central Party School publication) and also one of the CCP
think-tanks published an article on Financial Times:
China should abandon North Korea. According to the
New York Times’ report on April 1,
Deng Yumin has been indefinitely suspended
from duty by CCP.

New York Times reported that the article
“China should abandon North Korea”
attracted the attentions from U.S. and European
governments due to the Deng Yuwen’s status.
It was seen as a changing sign on the supporting policy
from the CCP new leader Xi Jinping.

Deng’s article pointed out that North Korea’s
third nuclear test provided an opportunity for China to revaluate of the alliance.
China should abandon North Korea and promote
the reunification of the Korean Peninsula.

Deng Yuwen said that China regarded
North Korea as an useful geopolitical ally.
However, this approach and its related
security strategy are outdated.
It is doubtful that North Korea is still useful for China today.

The North Korea regime is not stable and
it also has differences with China.
Deng Yuwen said, there is no need to maintain a relationship
with one regime which will collapse sooner or later.

Deng Yuwen said in a telephone interview with the Chosun
Ilbo that he has been indefinitely suspended from duty due to this article.
Deng Yuwen said that Ministry of Foreign Affairs
treated this article as a “stimulus” and complained to the Central Party School by telephone.

Cai Jian, the deputy director of the “Research Center
on South Korea and North Korea” at the Institute of
International Studies, Fudan University said that
Deng Yuwen’s article also caused some repercussions
in academia.

Cai Jian: “As a Central Party School researcher,
Deng’s article is surprising.
We feel that the Central Party School should
reflect the government stance.
Outside world may also guess if China wants to change
the policy toward North Korea.”

Cai Jian said that CCP did not change the policy toward
North Korea after the third underground nuclear test.

Cai Jian: “We still think that North Korea has played a very
significant role in the security issues and the whole strategy for China.
China’s policy is to maintain the stability and
existence of North Korea.”

Political commentator Lin Zixu said that Deng’s article
indicated the extreme antipathy on North Korea from some people within CCP.

Lin Zixu: “Just a couple of years, the gang of friends of
CCP has disappeared one by one.
The perilous CCP appears to be unprecedented isolated.

If the North Korean regime collapsed,
then CCP will become the last one.
Its dirty will be more clearly revealed.
CCP must find ways to keep North Korea
due to the extreme psychological fear.”

CCP expressed the support for the
new round United Nations sanction on North Korea.
However, according to the past sanctions,
will CCP carry out the UN resolution seriously?

Is Deng Yumin suspended from duty due to this issue?

Deng said to NTDTV that he wills not an interviewee
in such an unusual time.
However, he mentioned that the New York
Times has been described everything.

Cai Jian: “I think this possibility can not be completely ruled
out. North Korea problem in China is a very sensitive topic.
Newspapers and magazines are not allowed to report the
different views with the government.”

Cai Xia, a professor of the Teaching and Research
Department at CCP Central Party School disclosure that
Deng Yuwen is not an official employee of
the Central Party School.

Cai Xia: “Deng Yuwen is not an official employee of
our school. He is a contractor.
Contractors are quite flexible – you can terminate
the contract, I can also terminate the contract.”

Deng Yuwen is not the only person who
gets punished by criticizing North Korea.
In September 2004, “Strategy and Management”
published an article and criticized that
North Korean authorities just developed nuclear weapons,
instead of developing the economy and the standard of people’s living.
The article also mentioned that North Korean authorities
made people’s lives miserable and disregarded the life and death of its people.
The magazine was ordered to cease publication in the end.
