【新唐人2013年03月14日訊】中共解放軍總政治部3月11號發出通知指出，身兼中央軍委主席的中共總書記習近平，在12屆人大會議解放軍代表團會議上強調：「胡錦濤國防和軍建思想」。這是中共首次出現的說法。那麼，為甚麼在胡錦濤即將卸任的前夕才被提出來？下面請和我們一起來看看專家的說法。
日前，解放軍總政治部發出，習近平在全國人大解放軍團發表講話的通知。通知指稱，習近平高度評價這些年來，前中共總書記胡錦濤在國防和軍隊建設的成就，並提出胡錦濤在國防和軍隊建設思想的意義和指導作用。
報導指出，有關通知並沒有進一步解釋所謂「胡錦濤國防和軍隊建設思想」的詳細內容。
香港《明報》引用《中央人民廣播電臺》「中國之聲」頻道節目的說法，這是軍方首次使用「胡錦濤國防和軍隊建設思想」這個詞。
時事評論專家文昭表示，習近平提出的這個詞，並沒有具體內容。
時事評論家文昭：「只能做一個大致的猜測，從表面上看他（習近平）的一個直接目地，是要把習近平當前的治軍思路、治軍思想，和他的前任建立起一種聯繫。就是說，以他為首的這一屆中央軍委在治軍方面所要貫徹的思路，並不是從他們自己這裡開始的發明創造，而是從他的前任延續下來的。」
文昭指出，這個詞的背後，可以看出，習近平把胡錦濤的地位抬高，有為胡錦濤「樹碑立傳」的用意存在。
文昭：「但實際上，胡錦濤在位十年，除了他最後一年，對軍隊關注比較多外，他前面大部分時間，他其實對軍方的事物，相對來說：他是不那麼關心的。胡錦濤嚴格來講，他並沒有甚麼很明確的治軍思想，甚麼國防建設思想軍事戰略思想。」
文昭還分析說，現在中共軍隊裡的派系複雜，習近平對於軍隊的掌握、和他個人地位的鞏固，不一定有那麼充分的信心。
文昭：「他（習近平）今後所執行的觀點和路線，跟前任建立起一個聯繫，一個意思就是說，為前任樹碑立傳，也同時讓前任為今後所發生的一些事情，承擔一部分責任，這就是一個直接目地。」
去年11月，胡錦濤在中共「十八大」發表報告時曾經提出：「國防和軍隊現代化建設，必須以毛澤東軍事思想、鄧小平新時期軍隊建設思想、江澤民國防和軍隊建設思想、黨關於新形勢下國防和軍隊建設思想為指導。」
《明報》的報導還說，日前中共喉舌《新華社》在報導習近平的講話中，不但沒有提到所謂的「胡錦濤國防和軍建思想」，甚至連胡錦濤的名字都沒有談及。
原「紐約州立大學」教授則謝選駿認為，從這個新聞可以看出，中共內部意見分裂，不統一。
原紐約州立大學教授謝選駿：「《中國之聲》報導了，但是《新華社》沒有報導，顯示中國（共）政府內部，對這個問題有分歧，對提胡錦濤國防和軍隊建設思想這個事情有分歧，他們內部，所以有的報，有的不報。凸顯中國（共）政府內部的分裂。」
《新華社》的報導宣稱：習近平要求軍隊「鑄牢聽黨指揮這個強軍之魂；堅持黨對軍隊絕對領導的根本原則，和人民軍隊的根本宗旨不動搖；確保部隊絕對忠誠、絕對純潔、絕對可靠，一切行動聽從黨中央和中央軍委指揮。」
有分析表示，習近平艱難面對中國方方面面的問題，如果習近平能從中共獨裁體制中掙脫出來，既救了他自己，也救了全中國人民。

Xi Jinping Anxiously Pushes Hu Jintao’s Ideas
On 11th March, China’s General Political Department
issued a notice.
Xi Jinping, General Secretary and also Chairman of the Central
Military Commission, emphasized Hu Jintao’s
“national defense and military construction."
Why was Hu’s ideas being brought up during the 12th congress?
The Chinese Communist Party (CCP) brought it up on the eve of
Hu’s stepping down. What was the reason?
A few days ago, the People’s Liberation Army (PLA) General
Political Department issued a notice on Xi Jinping’s speech.
Xi spoke highly of Hu Jintao’s achievements in
national defense and military building.
Xi also mentioned the meanings and guiding role
of Hu Jintao’s ideas.
The report pointed out that the notice did not further explain
the details of Hu Jintao’s ideas in national defense and army building.
Hong Kong’s Ming Pao Daily commented that
this was the first time for the military to bring up Hu’s national defense and army building.
Wen Zhao, political commentator commented that Xi Jinping
mentioned this phrase without specific content.
Wen Zhao:"One can only guess from the surface
that Xi has a direct purpose in saying that.
He wants to associate himself with his predecessor. He likes
to run the military by implementing Hu Jintao’s ideas.
He did not create his own ideology,
but inherited it from his predecessor."
Wen Zhao pointed out that, behind the word, Xi Jinping wanted
to elevate Hu Jintao’s status as if he wanted to glorify Hu Jintao.
Wen Zhao:"In fact, Hu Jintao, during his10 years rule,
did not pay much attention to the military except his last year in power.
Strictly speaking, Hu Jintao did not have any clearing
thoughts of running the military, or building national defense and military strategies."
Wen Zhao said that Xi Jinping might not have full confidence
in grasping the complexity of the various Chinese military
factions and consolidating his personal statue.
Wen Zhao:"That’s Xi’s viewpoint in implementing
Hu’s ideology.
His purpose is to establish a contact with his predecessor,
to glorify Hu Jintao first and at the same time, let Hu share
some of the responsibility for future events."
In November 2012, during the 18th Congress,
Hu Jintao proposed: the modernization of national defense and
the armed forces must follow Mao Zedong’s military thinking,
Deng Xiaoping’s army-building ideas, and Jiang Zemin’s
thinking on national defense, army building and the party under a new situation as guidance.
The Ming Pao report also said that Xinhua News Agency,
the CCP’s mouthpiece, neither reported Xi Jinping’s speech
nor Hu Jintao’s national defense and military building,
and simply skipped the name of Hu Jintao altogether.
Xie Xian Chun, former Professor of New York State University,
believes that one can see the views from the internal side of
the CCP are not uniform by reading these news reports.
Professor Xie Xuanjun: ‘Voice of China reported it,
but the Xinhua News Agency did not.
It shows an internal split. Perhaps, it is regarding the issue
of ‘national defense and military building.’
That was why some media reported it and some did not.’
Xinhua News Agency report declared that Xi Jinping asked
the armed forces to firmly adhere to the Party’s guidance,
follow the Party’s fundamental principles, be absolutely
loyal to the Party, and remain pure and reliable.
All actions follow the Central Committee and
the Central Military Command.
Some analysts said that it is difficult for Xi Jinping to face
all the problems in China.
If Xi Jinping can extricate himself from the CCP, he can save
not only himself, but also all of the Chinese people.
