【新唐人2012年1月17日訊】去年，引起國際媒體關注的廣東烏坎，近期召開中共黨員大會，改組村黨支部，由林祖戀擔任黨書記。大會還決定成立「烏坎村民委員會重新選舉籌備小組」。關注中國權利運動的人士認為，中共當局一時的退讓，可能是為進一步的鎮壓做緩衝，民眾應當認清中共慣用的手段。
烏坎村黨員大會正式任命，在抗議事件中扮演領導者角色的林祖戀（原名林祖鑾）為烏坎村黨總支部書記，並兼任村委會重選籌備小組組長。
廣東省政府去年12月28號已正式宣佈「烏坎村委換屆選舉結果無效，將重新選舉。」
廣東省烏坎問題專項組12月19號成立，併進駐陸豐。12月30號通報，認為村民的訴求合理，涉及的土地流轉問題也存在官員收受賄賂、侵佔村集體資產等。但當局答應歸還村代表薛錦波的遺體卻石沉大海。
烏坎村民:「沒有，沒有解決，還在調查，我們就在等待它處理的怎麼樣，等待它的公布，它上一次第一階段的公布了，我們也沒有辦法，只有等待他們處理，等待消息！」
中國「權利運動博客」負責人胡軍:「現在就是說，像薛錦波的遺體問題現在還沒有得到解決，並且還沒有給一個定論，他們只一再的拖，這可以看到中共現在虛弱了，到關鍵時候，他們會做一些緩衝，等到稍為緩解以後，他們又反過來對老百姓進行清算，中共這個體系，從來都不會講信用，從來只搞欺騙，搞謊言，全國老百姓都可以從烏坎中，看到中共的醜惡嘴臉，都可以看清它。」
去年9月至11月中旬，廣東省汕尾陸豐市烏坎村村民幾次集體上訪，抗議地方政府非法侵佔土地和腐敗行為。
汕尾市政府把烏坎村民的申訴定性為「與境外勢力、媒體有關」，村民代表薛錦波等五人被當局刑事拘留，其中薛錦波在被關押了三天後死亡，激化村民情緒，村民把共產黨官員趕出村外，公安包圍烏坎村，與村民對峙。
12月9號起，上萬村民每天集會示威。大型示威場面連續多天，震驚國際社會，許多國際媒體潛入烏坎村，向外報導烏坎村的情況。
另外，發生在去年12月下旬的汕頭市潮陽區「海門事件」，也有上萬名村民走出家門抗議當地政府增建煤電廠。村民們進入鎮政府大樓，佔據整幢大樓，導致政府人員全部撤離。
同時，海門村民佔據高速公路與警方發生衝突，警方動用催淚彈，有多位村民被打傷。汕頭當局隨即宣佈，暫停華能電廠興建計劃。
汕頭市市長鄭人豪1月16號在人大會議上，回應記者有關「海門事件」問題時說，電廠項目是否繼續興建，目前仍沒有定論。
鄭人豪透露，事件中，部分鬧事情節較輕的群眾目前已經得以釋放，他說，事件中有少數人受境外媒體影響，用心叵測，鄭人豪語氣堅定的強調：「這些人是非抓不可！」
中國「權利運動」博客負責人胡軍：「這政府領導人他憑甚麼說要抓人，抓人不抓人是由他來決定的嗎？抓人不抓人，法院、檢察院的事情，他做為一個政府官員，他怎麼可以張口閉口抓這個、抓那個，連最基本的法律常識都不懂。」
胡軍認為，中國百姓希望中共改變是不現實的，因為一方面中共不可能放棄既得利益，一方面害怕過去幾十年犯下的罪行會被清算，所以它可能退一步進三步，在將來，恐怕還會對烏坎村進行打壓，這是中共一貫使用的手段。

CCP Wukan Village Branch Reshuffled
The 2011 Wukan village mass protests in Guangdong
have drawn global media attention.
Recently, the village held a Chinese Communist Party (CCP)
member assembly, reshuffling the CCP village branch.
Lin Zulian was named as the branch’s CCP secretary.
The assembly resolution set up a preparatory group for
re-election of the Wukan village committee.
Rights activities warn that the CCP’s fill-in concession may
be a buffer for further repression, a common technique.
The Wukan village’s CCP assembly formally appointed
Lin Zulian as Secretary of CCP Wukan village branch.
Lin was also named as head of the preparatory group
for re-election of the village committee.
Lin Zulian, formerly known as Lin Zuluan, was a leader
in the Wukan village mass protests that broke out in 2011.
28 December 2011, CCP Guangdong authorities officially
annulled Wukan village election results, forcing re-election.
A special task force was set up to address Wukan issues,
and entered Lufeng city on December 19.
The official announcement dated Dec 30 admitted villagers’
appeals reasonable.
The sale of farmland was found to involve official bribery
and illegal occupation of collective assets in the village.
However, the official promise to return the body of village
representative Xue Jinbo, has fell into utter science.
Wukan villager: “No, the issue hasn’t been resolved yet,
and is still under investigation.
We’re just waiting to see its result. It made the result of
the first phase public.
We have no other choice but to wait for its announcement;
the latest progress!”
Hu Jun, (Chief, Human Rights Campaign in China):
“The issue of Xue Jinbo’s body hasn’t been addressed.
They haven’t given a conclusion, just repeatedly delayed.
This manifests the CCP’s weakness.
They’ll make some buffers at the crucial moment.
After getting to a little remission, they’ll turn back to
make reprisals towards the masses.
The CCP regime is never creditable, but specifically
committing fraud and speaking lies.
All Chinese people should realize its ugly features clearly
from the Wukan village event."
Between September and mid-November 2011, the Wukan
villagers in Lufeng, Shanwei city petitioned several times.
The CCP local authorities were accused of illegal
occupation of farmland and of being corrupt.
CCP Shanwei authorities labeled Wukan villlagers’ petitions
as “related to overseas forces and the medias.”
Five village representatives including Xue Jinbo were
detained.
Xue died in official custody three days later, flaring up
the villagers’ anger.
All the CCP officials were expelled from Wukan village,
the police besieged the village, and a standoff ensued.
Since December 9, over 10,000 villagers have staged mass
demonstrations daily.
The large scale of the scene shocked the international
community.
Many international media reporters infiltrated the village,
releasing the latest reports on Wukan’s situation.
Another over-10,000-villager protest occurred in late
December 2011, in Haimen town, Shantou city.
The villagers protested local authorities’ building another
coal-fired power plant.
The town hall was occupied by the protesters, leading to
the evacuation of all work staff.
Clashes ensued on a highway between local villagers and
the police.
The police used tear gas and many villagers were beaten
and injured.
CCP Shantou authorities immediately announced the
suspension of Huaneng power plant construction project.
On January 16, Shantou Mayor Zheng Renhao responded
to a reporter’s question on protest in Haimen.
Zheng said that whether the power plant construction
continues remains unknown.
Zheng said some villagers with non-serious offences have
been released.
A few, however, were affected by the overseas media.
Zheng stressed that these few people have ulterior motives.
“These people will definitely be arrested!"
Hu Jun, (Chief, Human Rights Campaign in China):
“On what basis can this official arrest people?
Is an arrest based on his words?
Shouldn’t that be decided by the courts and Procurators?
As a government official, how can he so casually talk about
arresting someone, even without knowing the law ABCs."
Hu Jun viewed it as unrealistic that the Chinese people wish
the CCP to make a change.
It is because the CCP will not give up the vested interests,
meanwhile, it fears being put on trial for decades of crimes.
Thus, the regime might take three steps back for one step
forward.
Hu Jun predicts that in the future, the regime will make
another crackdown on the Wukan village.
It is the CCP’s usual technique.
