【禁聞】佔中陷膠著 梁或被「捨卒保車」

【新唐人2014年10月14日訊】香港「佔領中環」行動進入第16天,警方清早突擊出動清理路障,學生質疑是為清場「試水溫」。港府目前仍然擱置與學生對話,行政長官梁振英還在稍早的電視採訪中說,如果對話前提是要推翻人大決定,「機會幾乎等於零」。在香港局勢陷入膠著時,北京卻可能在考慮「捨卒保車」,如果梁振英真有可能面臨被「捨棄」,那麼,在他的棋盤上,他是否打算捨棄誰呢?

13號清晨,香港警方突然出動,以清除路障、疏導交通為由,拆除中區和旺角多條馬路的鐵馬、水馬,部分道路重開。抗議民眾隨即帶起防護裝備,擔心警方清場。

儘管之後警方否認要執行清場,但學民思潮召集人黃之鋒認為,警方這次行動是為「試水溫」,測試集會人士反應,為清場作準備。

民眾和學生對清場的戒心,不僅由於港府目前仍然擱置與學生對話,還因為行政長官梁振英在週日早晨播出的,無綫電視《講清講楚》節目的錄影訪問中,第一次把佔中形容成「失控」的群眾運動。

梁振英還說,如果對話前提是要推翻人大決定,進行公民提名,「機會幾乎等於零」。他並表示,自己一刻也沒有考慮過辭職。

香港局勢陷入膠著,評論認為,目前在考慮梁振英是否該辭職的,也許真的不是他自己,而是另有他人。

《亞洲新聞週刊》總監黃金秋:「梁振英先生可能會下臺。因為最近香港媒體爆出來,梁振英先生非法收受澳洲五千萬港幣的事情。那麼習近平先生現在大力反腐,那麼梁振英呢,毫無疑問的可能就因為這個事件,作為香港反腐的目標,很可能就此下臺。」

香港《蘋果日報》的中國評論員林和立,13號也在文章裡分析,能放出這種絕密而且殺傷性極大的「國家機密級」猛料的,是中共國家安全部與中共組織部,而且,放料人獲得起碼一位掌管香港事務的國家領導級人馬的首肯和指示。

中國社會問題研究人士張健:「北京永遠都是這樣,按照自己的政策的話,有可能會採用一個『捨卒保車』。」

如果的確存在被北京「捨棄」的可能性,梁振英為甚麼不考慮,在香港民眾面前給自己留條退路?

張健:「因為梁振英現在來說的話,他只能選擇一頭。如果堅決的站在香港人民這一邊,他可能會被中共放棄。而且梁振英本身因為自己很多的經濟問題,我相信中共也有他的罪證把柄。所以在他權衡下來的話,他一定是死死的扛住香港的最後的面子。」

不過,有可能被「捨卒保車」的梁振英在同一採訪中,也用了相同的一招。

當被問到是誰決定施放87次催淚彈,激起了更多港人走上街頭時,梁振英回答說,「完全是警方的專業判斷」、「現場指揮官判斷」,自己不應以政府首長身份介入警方行動。但被問到誰決定停止施放催淚彈,梁振英又說「整個形勢我當然會參加」。

泛民議員梁家傑:「我們就不太相信他。因為用這個催淚彈,是比較重要的一個決定,起碼在警察出動以前,一定是定下一個底線的。在定這個底線的時候,我想行政長官一定是有他的話事權的。」

張健:「中共把梁振英拋出來,以此卸罪。那麼梁振英在自己的權力舞臺上,他也可能會把香港的警方拋出來。其實香港人民應該看到,梁振英也好,香港警方也好,他只是中共戰略棋盤上的一枚棋子。應該真正看到,導致這個突發事件產生的所有的一切,其實就是中共這個背後最大的黑手。因為中共取消了一國兩制,不遵守承諾,才會導致今天這個情況發生。」

13號凌晨,佔中團體提出,如果政府在星期二下午5點前同意重開公民廣場,讓佔領人士集會,願意重開金鐘道,但被港府拒絕,局勢進一步膠著。金鐘佔領區的許多學生和市民,都不滿政府希望拖垮運動的策略,表示要堅守,直到政府回應港人真普選的訴求。

The Deadlocked Occupy Central

On the 16th day of Occupy Central, police began to clear
out barricades in the early morning.
The students suspect the police are testing the waters
before clearing the sites.
In an earlier TV interview, the Chief Executive CY Leung
said there was an almost zero chance that the students´
demand to change Beijing´s decision.

Occupy Central is languished and Beijing
could consider sacrificing Leung.
If indeed CY Leung is faced with being abandoned,
what´s on Leung´s mind to save the game?

On Monday morning, the police began dismantling barricades
in Central District and Mong Kok.
It is said to clear major roads of obstacles
and allow the junctions to reopen.
Protesters quickly put on protective gear in case
the police start to clear the area.

The police denied clearing sites, but Scholarism founder
Joshua Wong believed the police are testing the water.
It is to prepare for the clearing by testing the reaction
of the protesters.

Protesters´ wariness of the clearing was due
to the Government holding off dialogue with students
as well as Leung´s earlier talk on Sunday morning
in the TVB program, On the Record, where he called
Occupy Central a “mass movement that has spun
out of control."

Leung also said that if the dialogue is about to overthrow
Beijing´s decision and conduct civic nominations,
“the chance is almost zero."

He said he has never considered resigning.

The situation in Hong Kong languished.

Commentators believe the one considering if Leung should
resign is probably not himself, but indeed someone else.

Asian Newsweek director Huang Jinqiu: “Mr. Leung
Chun-ying may step down due to the recent Hong Kong
media exposure of him illegally accepting
50 million Hong Kong dollars.
The anti-corruption campaign of Mr. Xi Jinping no doubt
target Leung Chun-ying who is thus likely to step down."

Apple Daily commentator Willy Lam analyzed in the article
on 13th that the one who can release such a highly
confidential and destructive “state level secret" would be
the State Security Ministry and the Organization Department
of the regime, as well as approval and instructions from
Central leadership who is in charge of Hong Kong affairs.

Chinese society researcher Zhang Jian: “Beijing is always
this way.
According to its own policy, it is possible to save
the regime by sacrificing the insignificant."

Facing the possibility of being abandoned by Beijing, would
Leung consider saving himself a leeway in Hong Kong?

Zhang Jian: “Leung Chun-ying can only choose one side.

If he stands firmly on the side of the people, he might
be abandoned by the regime.
He is faced with many economic problems of which Beijing
has many pieces of evidence.
His judgment has him decide to hold on to his face
in Hong Kong."

Leung Chun-ying also played the same trick of sacrificing
the insignificance in the interview.

When he was asked who decided to use tear gas on protesters,
CY Leung said that it is entirely professional judgment
of the police, as called by the field commander.

As the head of Government he would not intervene
in police operations.
But when he was asked who decided to stop the tear gas,
Leung responded that of course he was involved
in the general handling of the situation.

Hong Kong Legislative Council Alan Leong:
“We cannot quite trust him.
The use of tear gas is a relatively important decision.

At least before the police were dispatched,
there was a bottom line set up.
I think the Chief Executive must have
his say in setting the bottom line."

Zhang Jian: “The Communist regime abandons CY Leung
in order to unload the blame.
Leung himself could abandon the Hong Kong police
on his own political stage.
The Hong Kong people should see that both CY Leung and
Hong Kong police are just pawns on the regime´s chessboard.
It is clearly that the Communist regime is the biggest
black hand behind the whole incident.
The protest was due to the regime cancelling the one country
two systems and disobeying its commitments to Hong Kong."

On Monday morning, protesters said if the Government
agrees to reopen civic plaza for the assembly before 17:00
on Tuesday, they are willing to reopen the Queensway,
but they were denied and the situation has further stalemated.
Protesters in Admiralty are dissatisfied with the Government’s
strategy to wear down the movement.
They pledged to stay until the Government responds to the
aspirations of Hong Kong people on universal suffrage.
