【禁闻】习近平重政治规矩 分析:对决将至

【新唐人2015年01月15日讯】中共总书记习近平日前在中纪委第十八届五中全会上发表讲话,他指出,反腐败形势依然严峻复杂,反腐还没有取得“压倒性胜利”,并反复强调“守纪律讲规矩”的重要性。分析指出,这番表述,释放习近平和前党魁江泽民的生死对决,可能即将到来的信号。

据中共党媒报导,13号上午,中共总书记习近平在十八届中纪委第五次全体会议上,发表讲话。他直接点名周永康、徐才厚、令计划、苏荣等人严重违纪违法。习近平直言,从这两年查处的案件,和巡视发现的问题来看,反腐败斗争形势,依然严峻复杂,而在实现“不敢腐、不能腐、不想腐”上,还没有取得“压倒性胜利”。

习近平在讲话中反复强调,“政治规矩”的重要性。他说,一些没有明文列入纪律的规矩,是自我约束的纪律。讲规矩是对党员忠诚度的重要检验。

习近平还说,必须维护中央权威,重大问题该请示的请示,该汇报的汇报,不允许超越权限办事。

时事评论员邢天行:“他其实围绕了一个中心,就是说必须维护党中央的权威,他是在强调,现在中共组织上下的人,应该知道现在是习近平在当政,应该是听他现在这个中央的统一指挥了,如果这里边还有拉山头的,还有跟着江家帮跑的这些人,那就是非常危险的了,因为他这个等于是已经拔到政治高度来看这个问题。”

香港《明报》14号发表署名评论文章指出,自去年下半年以来,“政治规矩”和“守规矩”之说,就出现在习近平的讲话和官方媒体评论中,但日前如此频繁的强调,让人隐约感觉到,反腐肃贪不仅是抓贪官这么简单,当局的反贪腐运动,正转向一个更讲政治的方向,这是一个值得注意的动向。

邢天行:“习近平这次讲话,等于是在提醒,他这个反腐是向政治方向转,他实际上是要清除那些没有守规矩的,还在跟现在的政权政策对着干的这些人,或者自行其是的这些人。你就是在腐败这个问题上,不是最严重的,但是你在政治问题上站不稳的话,他也是要把你拿下去的。”

时事评论员邢天行指出,习近平这次讲话,和《新华网》1月11号发表的习近平反腐“上不封顶”讲话,都表明了,习近平已经把矛头直接指向中共前党魁江泽民。

邢天行:“他释放的信号就是,反腐要进一步的升级,而且像他之前说的上不封顶,也就是说,在深度跟广度上,他仍然要下大力气去打,打的是谁,大家解读就是江泽民,当然还有曾庆红,他家族的势力在海外的那些财产早就被曝光了,这个是一个对决的信号了。”

中国问题专家李善鉴也指出,从江泽民新年期间到海南东山岭旅游,所引发的包括他儿子江绵恒被撤职等一连串事件,可以看到习江对决即将到来。

中国问题专家李善鉴:“江绵恒被解职,这已经是非常明确的一个信号了,其他的信号明确提到江泽民的秘书贾庆安,而且快速处理南京的季建业,包括对江放出来的所谓‘东山再起’这个消息的快速的封锁,和对海南陪同的这两个官员的快速的处理,几乎是一种挑明了决战的开始。”

据了解,南京市委原副书记、原市长季建业受贿一案,1月16号将在山东省烟台市中级法院开审。季建业是江泽民的心腹马仔,在江泽民的老家扬州任职长达8年,被称为江泽民在扬州的“大管家”。

李善鉴认为,习近平清除江泽民势力是不可避免的,原因有二。

李善鉴:“江为了对他自己以前犯的罪行,为了维持自己不被惩罚,所以他一直在狠命的抓住所有的权力,实际上就限制了新的领导人去做任何事情,胡锦涛就是一个很明确的例子,习近平很显然不想再重蹈胡锦涛的覆辙,所以他明确要把江的势力清理掉。除了要解除这个限制之外,还有一个更重要的是,习近平不想背负江泽民所犯罪恶的包袱。”

1999年7月,江泽民一手发动对法轮功的迫害运动,独立调查结果显示,截至2008年,至少有6万5千名法轮功学员因被强摘器官而死亡。据《国际追查》网站资料,江泽民已在海外15个国家和地区,被以“群体灭绝罪”、“反人类罪”等罪名起诉。

最新一期《凤凰周刊》封面报导,披露中共前政治局常委周永康,曾与重庆市前市委书记薄熙来密谈,要“大干一场”。

时政评论员夏小强向媒体表示,这条新闻在凤凰网出现后,迅速被大陆门户网站转载,说明这篇文章是中共高层有意释放。他认为,这条新闻的信息量巨大,是政局重大升级的信号。

李善鉴则指出,作为江泽民集团的主要骨干,薄周的政变阴谋,能在中国的媒体上公开讲,从中可以看出,习江两大集团,你死我活的权力争斗。

Xi Stressed “Discipline" in latest Talks, Signal of Final Battle
Against Jiang Zemin?

Recently, Chinese Communist Party (CCP) leader Xi Jinping
spoke at the 5th Plenary Session of the 18th Central Committee
for Discipline Inspection.

Xi said the anti-corruption campaign is still in a harsh and
complicated situation, without winning a landslide victory.

Xi also stressed the importance of “discipline" many times.

Analysts said, Xi’s speech is a signal that the decisive battle
between Xi and Jiang may come soon.

According to party media, Xi Jinping directly named Zhou
Yongkang, Xu Caihou, Ling Jihua and Su Rong for their serious
violation of party discipline and law at the 5th Plenary Session
of the 18th Central Committee for Discipline Inspection.

Xi admitted the anti-graft campaign still had harsh problems
as suggested by investigations in the past several years.

The campaign had not achieved the goal of “unwilling to
corrupt, unable to corrupt, not daring to corrupt" for officials.

In his talk, Xi stressed many times the importance
of “political discipline".

Some disciplines were not express provisions and work as
self-constraints;

Self-discipline is a key test for any party member’s loyalty,
said Xi.

Xi also mentioned that the authority of the
central committee must be established.

Major issues should be reported to higher-ups
and handled following instructions;

Nobody can overstep his authority of office, said Xi.

speech is that the Central Committee’s authority must be
defended; so far most party members should know that Xi
has the absolute power.

They have to follow commands from Xi’s leader group.

If anyone still tries to band together or fall back on Jiang
Zemin’s faction, they will be in great danger.

Xi was talking about the situation at a political level."

Ming Pao published a signed review article on Jan.14.

The author observed that “political discipline" appeared in
Xi Jinping’s speeches and official statements since mid 2014.

Recently, the term has been much more frequently used.

This suggests that the anti-corruption campaign is not simply
directed against corrupt officials, said the article.

“The noticeable trend is that Xi’s anti-graft campaign
has involved more political factors."

Xing Tianxing, “Xi’s speech is reminding people that his anti-
graft moves are gradually becoming a political campaign.

His real goal is to eliminate unruly officials, and those still
opposing the current leader group or going their own way.

Even your corruption issue is not the worst compared to
others, you may still be dismissed if your political stand is
not in line with right and firm."

Xing Tianxing commented that, Xi’s speech accorded with
another talk saying “no ceiling for anti-corruption campaign"
reported by Xinhua on Jan.11. Both talks suggest that Xi is
now directly aiming at Jiang Zemin.

Xing Tianxing, “Xi is releasing a signal that anti-corruption
moves will be further escalated.

As Xi said, there is no ceiling, suggesting he will spare no
efforts in extending depth and breadth of the battle.

Who is his ultimate target? Most believe the answer
is Jiang Zemin, as well as Zeng Qinghong.

Overseas assets of Zeng’s family were exposed long ago.
So we see the signal of the final battle between them."

Li Shanjian, a China affairs scholar, agreed with Xing.

Li pointed out that Jiang’s visit to Hainan during New Year
holiday and the dismissal of Jiang Mianheng are similar
signals that the final battle will come soon.

Other signs include official reports mentioning Jiang’s
secretary Jia Qing’an, quick investigation of former
Nanjing mayor Ji Jianye and quick block of reports
about Jiang’s visit to Dongshan Mountain in Hainan.

Both officials accompanying Jiang in Hainan were also
disposed of soon afterwards.

The showdown is almost open to the public."

Former Nanjing mayor and deputy party secretary Ji Jianye’s
corruption case will come to trial at Yantai Intermediate
Court on Jan.16. Ji Jianye is a trusted follower of Jiang Zemin
as he worked in Yangzhou, Jiang’s hometown, for 8 years.

Ji is widely called “Jiang’s Housekeeper" in Yangzhou.

Li Shanjian said, there were two key factors forcing
Xi Jinping to eliminate Jiang Zemin’s faction.

Li Shanjian, “To escape punishment against his crimes, Jiang
Zemin never stops seizing power even after retirement.

This unavoidably becomes a constraint for any new CCP
leader to do what they want.

Hu Jintao is a clear example of this. Xi doesn’t want to
follow and so decided to root out Jiang and his followers.

Another and more important reason is, Xi Jinping does not
want to carry those heinous crimes committed by Jiang."

A latest cover story of Phoenix Weekly uncovered that Zhou
Yongkang and Bo Xilai had planned to “pursue ambitions"
by recovering Mao’s Culture Revolution route in a secret talk.

Political commentator Xia Xiaoqiang told Epoch Times the,
news was quickly forwarded by Chinese portal websites,
suggesting the source of Phoenix Weekly’s story could be
the CCP leader group.

Xia said, the report contained huge amounts of information
and could be a key signal of escalation of political battle.

Li Shanjian further commented that, Bo and Zhou were
key members of Jiang Zemin’s faction.

Their coup plot was not openly reported in Chinese media.

This clearly indicates Xi’s and Jiang’s factions are in a
life-or-death power struggle right now, said Li.
