【禁闻】德媒:中共越维越不稳

【新唐人2013年10月02日讯】10月1号是中共窃国建政64年的日子,为了安全度过这个小长假,当局几天之前就启动了维稳机制,城管、协警、武警上街巡逻,各地办事处拦截、扣留上访民众,从而保证社会的所谓“稳定”,但是德国媒体发表文章表示,中共的维稳是越维越不稳。下面请看报导。

9月30号,《德国之声》中文网发表了一篇德国“全球与地区研究所(GIGA)”《聚焦亚洲》专刊上的一篇长文,文章对于中共建政64年来,未能解决如何保持“稳定”的问题,进行了分析。这篇文章认为,中共治标不治本,是“稳定”问题始终存在的症结所在。

旅美政论家伍凡:“(中共)提出(维稳)这个口号,是在上个世纪末90年代下半叶,共产党在六四镇压之后,杀声压遍全国。差不多压了10年,之后,老百姓慢慢苏醒了,开始反抗了,个体上访、群体上访,到这个世纪,维权运动越来越普遍,它们就又成立了维稳办公室,维稳小组等等。”

中共“中央维护稳定工作领导小组”,正式成立于上世纪90年代。在中共数十年的统治中,一直高喊“稳定压倒一切”,但是中国社会越来越不稳定。为了维护高压统治,中共从中央到地方,甚至到乡镇街道都设立了“维稳办”等机构。

但是这些机构的成立,并没有吓倒大陆民众,民众的反抗反而越来越厉害。

伍凡:“现在的反抗比任何一个时候都厉害,方兴未艾压不下去了。过去得罪少数人,现在得罪多数人。现在新的一代人起来了,他们的眼光不一样了,他们看到了很多新的事物,所以他们反抗的很厉害。”

近年来,大陆群体事件频发,根据中共社会科学院去年发布的2013年《社会蓝皮书》指称,中国每年因为各种社会矛盾引发的群体事件,多达数万起,甚至十多万宗。中共国务院参事牛文元更表示,中国平均每天发生500起群体事件。

与此同时,中共自2011年起,维稳费用预算连续3年超过军费。据预算报告预期,今年中国的国防支出预算为人民币7406.22亿元,维稳费为 7690.8亿元,而去年的维稳费为7017.63亿元,今年再增加了600多亿。

中国“权利运动”组织负责人胡军:“中共这个体制就是人整人,首恶抓住权力以后然后去争夺利益,然后用利益去维护权力,它的维稳费用不断攀升,没有财政的支持,维稳就做不下去。”

然而近年来,退伍、复原军人上访事件也在不断增加。据资料显示,1999年退伍军人上访达到73,000多人次,其中冲击中共政府机关73次,流血事件27次。2006年,在大陆被称为“非法”的退伍军人组织,据说有104个。

胡军:“部队是它最坚定的一个维稳力量,军人复原后,复原费无法支付,军人心里已经开始动了。大量的协管、协警,欠他们的维稳费没给他们发,他们心里非常怨言。它每动一个维稳人员都需要经济支持。”

德国之声》的报导中还提到,由于当局向警察支付大量经费,地方政府便通过大幅提高使用费、许可费和罚款来改善财政状况。中共财政政策又刺激了地方官员腐败和非法的行为。

伍凡:“现在共产党的贪官希望越维稳越不稳好,因为他们可以拿到钱,下面的官员就靠这个发财,靠这个吃饭。维稳变成一个贪污的手段了,很怪的一个现象出来。所以这个维稳怎么能压下去呢?压不下去的。”

旅美政论家伍凡表示,因为老百姓维权抗暴的根源,来自共产党体制和贪官污吏系统,不从根源解决老百姓的问题,中国老百姓依旧生活艰苦。

German Media: The CCP’s Stability Maintenance
Creates More Instability

October 1 is the 64th anniversary of the
Chinese Communist Party’s (CCP) takeover of China.
In order to get by this holiday week, CCP authorities rolled out
their stability maintenance mechanisms a few days before,
including urban management officers (Chengguan), police
and military police patrols to intercept and detain petitioners
from different places to ensure so-called “stability."

A German media entity published an article indicating
that the more the CCP carries out stability maintenance,
the more instability there is.

On September 30, Deutsche Welle’s Chinese language website
published a long article from the Focus on Asia special issue
of the German Global and Regional Institute (GIGA).

The article analyses the CCP’s failure to maintain “stability"
after taking power for the past 64 years.
It believes the CCP’s effort to fix only the surface is the
root cause of the issue.

U.S. based political commentator Wu Fan:
“The CCP raised the slogan of’stability maintenance’
in 1990s after the Tiananmen Square crackdown of June 4th,
when it threatened people all over the country.
About 10 years late, people are slowly awakening and revolting.
There are more and more individual petitions and group petitions.
In this century, the civil rights movement became more common.

So the CCP sets up stability maintenance offices, groups, etc."

The Central Leading Group for the Maintenance of Stability
was formally established in the 1990s.
During the CCP’s decades of rule,
it has been shouting “Stability Overrides Everything."
However, the Chinese society is becoming more unstable.

In order to maintain its oppressive rule, the CCP has set up
institutions from local to the central government.
Maintenance of Stability Offices are even set up
at the neighborhood level.

The set up of these organizations did not scare people away,
and people’s protests have become stronger.

Wu Fan:"The protests nowadays are more serious than ever.
They are booming and cannot be suppressed.
The CCP has offended most people.
The new generation started with a whole new perspective.
They see many new things and they protest fiercely."

In recent years many “mass incidents" have occurred in China.
According to the 2013 Social Blue Book released by
the CCP’s Academy of Social Sciences last year,
as many as tens of thousands or over hundreds thousands of
mass incidents due to various social conflicts
happen in China each year.
CCP State Council counselor Niu Wenyuan says
an average of 500 mass incidents occur in China every day.

Meanwhile, since 2011 the CCP’s expenditure on
stability maintenance has surpassed military spending.
2013’s national defense budget is 740.6 billion yuan ($121 billion),
while the stability maintenance budget is 769.08 billion yuan
($125.6 billion), surpassing last year’s budget by 60 billion yuan.

Hu Jun, China Human Rights Movement organization chair:
“The CCP’s regime works by persecuting people.
The most vicious gets the power and uses it to maintain power.

It needs more and more money to do this.

Maintenance of stability can’t go on without financial support."

In recent years there has been an increase of
veteran soldiers petitioning for their rights.
Statistics show that there were over 73,000 veterans petitioning
in 1999, this includes 73 attacks on government compounds,
and 27 incidents with bloodshed.

In 2006, it is said there were 104 “illegal"
veteran organizations in China.

Hu Jun: “The military is most steadfast force
of stability maintenance, and yet once these soldiers become
veterans their retirement compensation fees aren’t paid.
Soldiers have changed their mindset.
A large number of stability maintenance personnel
began to complain as they are owed compensation.
Each person in stability maintenance needs financial support."

Deutsche Welle’s report also mentioned that since
the authorities pay a lot of money to the police,
local governments improve their fiscal position through
substantial increase of usage fees, license fees and fines.
CCP’s fiscal policy also stimulated the corruption
and illegal behavior of local officials.

Wu Fan: “Corrupt CCP officials hope for instability,
so that they can get more money.
Officials rely on this to get rich.

Maintenance of stability has become a means of corruption.
This is very strange.
How can there be stability? It cannot be maintained."

U.S. based political commentator Wu Fan says
the CCP’s system and its corruption
is the root cause of people’s protests.

Without these issues being addressed at the root
Chinese people remain living arduous lives.
