【禁闻】金正恩隐身两周 中共如何接球?

【新唐人2013年04月16日讯】朝鲜不断加大威胁力度,造成朝鲜半岛紧张局势升温。但朝鲜领导人金正恩在向国际社会发出威胁言论后,已经两周没有公开露面,他的动向引发外界关注。美国国务卿克里在紧张局势加剧的情况下,访问韩、中、日三国,并敦促中共当局劝说朝鲜放弃核武器计划。作为平壤政府唯一盟友和支持者的中共,如何接过美国抛过来的这颗球?一起来看看。

韩国《联合新闻通信社》报导,身为朝鲜国防委员会第一委员长的金正恩,自本月1号出席最高人民会议之后,到14号已有两周没有在公开场合露面。这引来各种传闻和猜测,是否,朝鲜内部出现军事政变,或是,平壤政权核心人物张成泽被监禁等。不过,韩国情报当局表示,这些也只是毫无根据的揣测,朝鲜方面没有出现异常动静。

报导引述精通朝鲜情势人士的说法,金正恩在积极公开活动后突然又不露面,可能也是一种心理战,想借此引起国际社会关注。

美国《中国事务》杂志主编伍凡:“他出来能讲什么呢?你没有力量、力量又小,又引起人家讨厌,又要发动战争。现在中美两国对你,你打也好,我有打的方法对付你,你不打也好,我也有不打的方法对付你,就这么一个目标:要把你核武全部拿掉,而这是金胖子最不愿意的,所以他现在藏起来,不知道用什么办法来应对中美两国的决策。”

14号,美国国务卿克里同日本外相岸田文雄,就朝鲜半岛核危机展开会谈,克里表示,美国会采取“一切必要手段”,保护日本和韩国的安全。

13号,克里在抵达日本之前,曾到北京进行了紧张的外交斡旋。他对包括中共国家主席习近平在内的中共领导人发出警告说﹕如果朝鲜发射导弹的话,将会导致严重后果。有消息表示,在这一议题上,克里得到了北京政府的重要支持。

而中共国务院总理李克强在中南海紫光阁会见克里时表示,在朝鲜半岛挑事生事,无异于搬石头砸自己的脚。

伍凡:“现在克里已经答应了,如果你把核武拿掉以后,美国就把反导弹系统撤走,他不需要搞那么多反导弹系统。美国希望中国给朝鲜施加压力,让他把核武拿掉,下一步棋就看中共怎么走了,这个球现在踢到了中共!但是他(李克强)已经警告了朝鲜,不要拿石头砸自己的脚。”

中共是平壤政府的唯一盟友和支持者,被普遍视为唯一能对朝鲜施加影响的国家。据美国外交关系学会(Council on Foreign Relations)估计,朝鲜90%的能源供给依赖于中国。

但到目前为止,外界普遍认为,北京方面对朝鲜增加的压力“并不清晰”。美国《纽约时报》的报导提及,与克里同机随行的一名美国国务院高级官员表示,美国希望中共当局遏制通过影子公司和银行转移的非法资金流,因为朝鲜政府正利用这些资金支持核武器计划。

“中国外交学院亚太研究中心”主任苏浩说,中共当局也在做朝鲜的工作,甚至带着批评的语气。但朝鲜的表现,似乎并不太接受和尊重这位中共“老大哥”。

中国外交学院亚太研究中心主任 苏浩教授:“(李克强)这个话没有指说谁,针对谁,这个话可以用各种方式来解读。当然目前朝鲜这种非常突出的行为带来的局势,它是很不负责任的,非常不理性的行为和做法,导致了这种紧张状况更加的升级。所以中国(共)政府对朝鲜应该说是带有批评的味道在里边。”

此外,《韩联社》说,4月15号是朝鲜已故前国家最高领导人金日成的诞辰,推测,金正恩很可能会前往“锦绣山太阳宫”进行参拜。外界预计,平壤政权正在考虑下一步的动作。而韩国政府正密切注意朝鲜有什么动向。

Kim Jong-un Disappears For Two Weeks, How CCP Deal With This ?

The ongoing North Korean threat has resulted in tensions on
the Korean Peninsula.
However, North Korean leader Kim Jong-un has not shown
his face for two weeks, after his threatening remarks to the international community.
His movements are
attracting outside attention.
Due to heightened tensions, the U.S. Secretary of State
John Kerry has just visited Japan, Korea, and China.
Kerry has urged the Chinese Communist Party (CCP) to
persuade N. Korea to abandon its nuclear weapons program.
The CCP is the only ally and
supporter of the Pyongyang regime.
How is the CCP going to deal with this?

Korea Joint Press News Agency reported, as first chairman
of the National Defense Commission, Kim Jong-un has not appeared in public for two weeks since April 1st.
This has led to all kinds of rumors and speculation,
such as that there has been a military coup,
or that central figure of the regime, Jang Sung-taek,
has been imprisoned.
However, South Korean intelligence authorities
have said that this is just groundless speculation.
There have been no unusual movements
on the North Korean side.

The report quoted remarks from experts on the Korean
situation that Kim Jong-un’s sudden disappearance may be
a psychological game, in order to arouse the international
community’s concern.
Wu Fan, editor-in-chief of Chinese Affair in the US:
“What can he say? He is weak, and can’t win a war.
People dislike him, but he wants to start a war.
Now, the US and the CCP are both against him.
I’ll fight against you if you want to fight;
I can deal with you if you don’t fight.
The goal is to remove his nuclear weapons.
That is what Kim is most reluctant to do, so he hides.
He does not know what to do after
the decision of these two countries. “

On April 14th, the U.S. Secretary of State John Kerry had a
discussion with Japanese Foreign Minister.
Kerry said that the US will take “all necessary measures"
to protect the security of Japan and South Korea.
On April 13th, Kerry had a tense
diplomatic talk with Beijing.
He warned the CCP leader Xi Jinping that if North Korea
launched a missile, it would lead to serious consequences.
Sources said that regarding this issue, John Kerry had
obtained important support from the Beijing government.

When Premier Li Keqiang met with Kerry in Zhongnanhai,
he told Kerry that causing troubles in the Korean Peninsula is like throwing stones at one’s own feet.
Wu Fan: “Kerry has promised to remove the anti-missile
systems if North Korea removes the nuclear weapons.
The US does not need so many
anti-missile systems.
The US hopes that China can pressure
North Korea to remove it’s nuclear weapons.
Now, the ball is the CCP’s hands.
What is the CCP’s going to do next?
Li has warned North Korea
not to throw stones at its own feet.”

The CCP is the only ally and supporter
of the Pyongyang regime.
It is generally regarded as the only country that can exert
influence on North Korea.
According to the US Council on Foreign Relations estimates,
North Korea depends on China for 90% of its energy supply.
But so far, observers say it is not clear just how much pressure
the CCP is putting on North Korea.
The New York Times has reported that a high ranking official
accompanying Kerry for the trip has said
that the US hopes the CCP can stop illegal funds from
being transferred through enterprises and banks.
The North Korean government is using these funds to support
the nuclear-weapons program.

Su Hao, director of Asia-Pacific Research Center of China
Foreign Affairs University says that the CCP is working on North Korea, and even criticizing it.
But North Korea does not quite seem to accept and respect
the CCP—it’s big brother.”
Prof. Su Hao: “Li Keqiang’s remarks did not point at anyone
in particular, so you can interpret them in many ways.
Of course, it is obvious that North Korea has caused this
tense situation to upgrade it’s aid prospects .
So, there is clearly a tone of criticism
in what the Chinese regime has said.”

The Korean New Agency said that April 15th, is the birthday
of supreme leader Kim Il Sung of North Korea.
Kim Jong-un is likely to pay homage at the shrine of
the Fairview Mountain Taiyanggong.
The Pyongyang regime is expected to be thinking
of its next move at the moment.
The South Korean government is paying close attention to
where the North Korean regime is heading.
