【禁聞】憂心!川震豆腐渣危樓的背後

【新唐人2013年04月25日訊】五年前,中國大陸汶川地震後,由香港資助3,000多萬人民幣重建的一所學校,在這次雅安地震之後再次被列為危樓,而這所重建校舍的牆壁被發現是由發泡膠和空心磚撐起來的。如今,港澳特區政府又急急撥款援助災區,港澳民眾擔心,援建工程將再次變成新的「豆腐渣工程」。下面請看本臺記者的報導。

汶川地震之後的重建建築,規定都應按照「8級抗震、9度設防」的要求設計施工,然而,這次雅安地震,震級為7級、震中烈度在9度左右,結果,不屬於震中的寶興縣,據縣長介紹,全縣水、電、氣中斷,房屋幾乎全部受損。

另外,蘆山縣初級中學,2008年汶川大地震時損毀,被列為危樓。當時香港政府撥款3,137萬元重建,前年年底才建成啟用。但香港《蘋果日報》記者23號到學校發現,教室牆壁已經破損,瓦礫到處都是,不少震裂的牆壁露出發泡膠及空心磚;校園部分地面下陷,個別牆身移位。

雖然教育當局要求災區學校儘快復校,但一名楊姓英語老師聲稱,復校沒有期限。

另外,澳門斥資3,041萬元重建的靈關縣「靈關中學」,與其他援建項目一樣,外表光鮮、裡面如同廢墟。當地消防局處長魏捍東指稱,「靈關中學」有倒塌的危險。

據大陸一名從事工程監理的劉姓專業人士指出,在中國,建築工程項目都有質量問題。

大陸工程監理專業人士劉先生:「在基礎上面,就是沒有按著設計要求來進行施工的,肯定有偷工減料的情況。還有,在混凝土或者磚這些建築材料上,這些方面很多也是沒有按要求來施工,這樣它減少了工時也減少了材料。」

時政評論家伍凡表示,大陸的「豆腐渣工程」已經變成了普遍狀態,不是豆腐渣工程的,一定是官員住的高樓大廈。

時政評論家伍凡:「共產黨沒有改變,它還是貪官污吏,它卻拿你的錢,就像香港制定的我要蓋多少校舍,按多少標準,它還是偷工減料。並且改過以後,這事情過去了,以為沒事了,結果地震一來了,豆腐渣工程又出來了。」

而大陸工程監理專業人士劉先生還透露,他在工程監理驗收的時候,確實發現許多腐敗現象。

劉先生:「我在驗收的時候就發現很大問題,就不同意,就發生爭吵,有時候領導說『別太認真』。甚至建設方實際就是業主、管理人員,經常施工方不合格,包括送些禮物,還有質檢辦,他們也經常受到施工方,這些承包商這些個體老闆他們的宴請,包括主要還是給他們送紅包,這種情況實際上大家都清楚,依然存在。」

雅安地震過後,港澳特區政府要撥款援助災區,但香港和澳門的民眾卻沒有信心捐款,擔心款項被中共的貪官侵吞,而援建工程日後變成害人的「豆腐渣工程」。

伍凡表示,因為中共的歷史記錄太壞,香港老百姓提出質疑也是正常。

伍凡:「所有捐款現在進度非常慢,再一個你把錢交給地方政府就是『肉包子打狗』,它根本不告訴你怎麼用。現在中共的地方政府缺錢,你來的錢正好,就送給它,它不會善款善用的,過去的例子太多了。」

伍凡指出,有很多事情外界根本不清楚,因為中共把媒體控制的非常嚴,沒有經過批准的任何組織、團體、包括個人都不准進去,比5年前汶川地震控制還嚴。

雅安地震後不久,「六四天網」創始人黃琦與另外三名維權人士,自己駕車前往雅安災區準備參與救援,卻遭到30多名雅安警察、國保和不明身份人士的攔截。

黃琦對《新唐人》表示,官方不希望他們和災民有更深的聯繫,最主要的原因是不希望他們揭露「4.20雅安地震」災害發生後,出現的諸多問題。

Untold Story behind Shoddy Constructions in Sichuan Earthquake

Five years ago, after the Wenchuan earthquake in

Mainland China, Hong Kong spent more than 30 million yuan to rebuild a school.

This school has been declared a dangerous building again

after the Ya’an earthquake.

The walls of this school building were found to consist of

styrofoam and hollow bricks.

Now, Hong Kong and the Macao Special Administrative

Region are trying to quickly appropriate funds to help.

People from Hong Kong and Macao are worried that

whatever they help to build today will once again become dangerous buildings tomorrow.

After the Wenchuan earthquake, provisions for the rebuilding

in architecture and design should meet the requirements of “withstanding a magnitude 8 earthquake."

However, the Ya’an earthquake reached a magnitude of 7,

the intensity of the epicenter reached 9.

According to the magistrate, even though Baoxing County

is located outside of the epicenter, water, electricity, and gas

were cut off and the majority of houses were damaged.

In addition, the Lushan County Junior High School was

listed as a dangerous building after the Wenchuan earthquake in 2008.

Hong Kong Government donated more than 31 million yuan

t rebuild the school, finished two years ago.

On 23rd April, reporters from Hong Kong’s Apple Daily

found that the classroom walls had been damaged and rubble lay everywhere.

Behind cracked walls, styrofoam and

hollow bricks were left exposed.

Part of the campus ground had subsided

and individual walls had shifted.

Although the education department asked schools in the

disaster areas to reopen as soon as possible,

one English teacher claimed that it has no time limit.

Macao also donated more than 31 million yuan to rebuild

Ling Guan Middle School.

It looks just like other reconstructions, pretty

from the outside, but rubble on the inside.

Mr. Wei Gandong, director of the local fire department,

points out that the Ling Guan Middle School is in danger of collapsing.

Mr. Liu, a mainland engineering supervisor: “Basically,

these reconstructions were not built according to designs.

Corner cutting was bound to happen.

In addition, there are quality problem in construction

materials, like concrete and bricks.

If you don’t follow the designs and requirements,

you can cut both work hours and materials."

Wu Fan, political commentator, said that China’s “shoddy

constructions" have become universal, with the exception of officials’ high-rise living quarters.

Wu Fan: “The Chinese Communist Party (CCP)

hasn’t changed, and corrupt officials are everywhere.

It takes your money and cuts corners in constructions and

disregards the rules and regulations.

They thought that after the event was over,

everything would be fine.

When the earthquake came, the shoddy constructions

were once again exposed."

Engineering Supervisor Mr. Liu also revealed that he finds

plenty of corruption during project supervisions.

For example, when I inspect buildings,

there were big problems.

Sometimes, we had disagreements and even quarreled.

But the leader said,’Don’t be too serious.’

At times, the builders and managers often failed to meet

construction requirements and quality control.

Sending gifts and dinners were often seen, but

the main form was bribe money.

We all know these things still exist.

After the Ya’an earthquake, Hong Kong and the Macao

Special Administrative Region Governments want to appropriate funds to help disaster areas.

However, the people of Hong Kong and Macau

have no confidence in their donations.

They are worried about money being embezzled by corrupt

officials.

In addition, the reconstruction will become

the new “shoddy constructions."

Wu Fan said, the CCP has such a poor record that it is

normal for the people of Hong Kong to be doubtful.

Wu Fan: “Now, donations are moving very slowly.

Giving the government your money is like throwing

a hamburger to a dog.

They will not tell you how they use the money.

All the local governments in the mainland need money.

Here comes your donation.

What a blessing and it comes at the right time!

Examples like that are far too many to count."

Wu Fan points out that outsiders simply are not clear about

many things due to the tight control of the CCP media.

Without official approval, organizations, groups, and

individuals are not allowed to enter into disaster areas.

It is stricter than the Wenchuan earthquake

five years ago.

Shortly after the Ya’an earthquake, Huang Qi, founder of

“6.4 Skynet", and three human rights activists drove to Ya’an.

They were ready to participate in the rescue, but they were

intercepted by more than 30 people.

They are police, security guards and other

unidentified persons.

Huang Qi told NTD that officials didn’t want them to have

a deeper connection with the victims.

The main reason is that many problems associated with the

Ya’an earthquake may be exposed.
