【禁聞】火車票實名制元旦開跑 訪民受控

【新唐人2012年1月3日訊】元月1號大陸火車票「實名制」開始實施。民眾購買高鐵和動車的所有鐵路列車車票都必須提供身份證件登記才能購票或領票。購票「實名制」選擇在春運即將到來的時機實行,鐵道部還有許多技術方面需要克服。不過有民眾認為「實名制」根本是衝著訪民來的。

大陸在2003年春運期間曾經在重慶火車站試行,不過6天就夭折了。「購票實名制」不但人工及管理成本大幅提高,鐵道部卻一點利益也撈不到,所以一直不同意實行。經過了8年才又重新實行。

大陸春運期間車票「一票難求」,除了運力不足,更大的問題是「黃牛黨」倒票難禁,「實名制」則著重對購票者的身份和購票數量作了明確規定,但能不能有效抑制「黃牛黨」的搶票行為和改善鐵路資源分配公平化問題,新規效果如何,民眾抱著存疑態度。

北京市一名民眾表示:「上有政策、下有對策,反正這事兒不好說,他肯定有招兒的。」

上海訪民蔡女士認為,火車票購票「實名制」,實際上是針對訪民制訂的一套管控方法。

訪民蔡女士:「其實就是說我們上訪人員,跟一般的普通老百姓的身份證,他們裡面照出來就是兩樣的,就是說我們是特製的那一種,他們那裏一照就知道你是上訪的,在我們國家上訪就像一個壞份子一樣。其實實名制不實名制是針對像我們這種人的。」

北京市民劉先生表示,實行火車票「實名制」並不是打擊票販的好方法,而是另有用意。

劉先生:「我覺得他是多方面考量,他不光是這個僅僅就是打擊票販這一個考慮,他這個二代身份證好像裡邊還埋有很多秘密信息,包括你是不是通緝,你是不是重點人物啊,他可能都有這些隱性信息在裡面,所以我覺得他這個不完全只為這個防止票販。」

劉先生表示,電腦聯網後,中共當局更容易掌控民眾信息,像是對人口的分佈和流動,對異議人士的監控,實行「實名制」可能更有利於這方面信息的彙總。

China’ Real-name Train Ticket System Enforced

On January 1st, real-name train ticket system started in China.

When buying bullet trains’ tickets, people have to show an ID.

Choosing the eve of Chinese New Year to apply the system,

the Railways Ministry faces many technical problems.

However, some people think, the real-name system

is implemented as a measure against the petitioners.

In 2003, China tried the real-name system in Chongqing

during the Chinese New Year period, but it failed after 6 days.

Tickets purchasing with obtaining passengers’ real names

increases substantially the cost of labor and management.

And the Railways Ministry doesn’t get benefits from it,

thus resisting its implementation.

However, after 8 years,

the system is being re-implemented.

It’s hard to buy a train ticket

during the Chinese New Year period.

Besides the lack of transport capacity, a bigger problem

is the speculative ticket reselling by ticket scalpers.

With real-name system, the buyer’s identity

and number of tickets are clearly defined.

But would this be able to restrain scalpers from grabbing tickets

and improve the fairness of railway resources allocation?

And what would be the effectiveness of the new policy?

The public has doubts.

Beijing resident: “Those above have policies, those below –

ways to deal with it. Difficult to say, there are surely ways to it.”

Mrs. Cai, Shanghai petitioner, thinks the real-name system

for train tickets is actually a method for controlling petitioners.

Mrs. Cai (petitioner): “In fact our petitioners have different ID

from other people. After they scan, the result is different.

Namely, ours are kind of special. When such ID is shown,

they will know you are a petitioner when they scan it.

In our country a petitioner seems to be treated as a bad person.

In fact, using the real-name system targets such people as us.”

Beijing resident Mr. Liu said, implementation of such system

is not a good way of combating ticket scalpers. It has other aims.

Mr. Liu: “I think its goal is multi-faceted.

It is not just the consideration of combating ticket scalpers.

It seems the second-generation ID holds secret information too,

including whether you are a wanted person, or a key figure.

It perhaps contains such hidden information inside.

So I think it is not just for preventing ticket scalpers."

Mr. Liu said that after computer networking, the Chinese

Communist Party controls people’s information more easily.

This includes population distribution and movement,

as well as the control of dissidents.

With the implementation of real-name ticketing system,

it will be easier to collect information and monitor citizens.
