【禁闻】记者被拘 港记协:一国进两制退

【新唐人2011年7月5日讯】今年的香港七一大游行,本台香港记者站的一名记者在现场进行采访时,被香港警方无理拘捕。香港记者协会发表年报批评指出,中共“一国”凌驾“两制”的迹象日趋明显,香港政府越来越迁就中共意愿,港警近年来也成为打压言论自由的黑手,香港的言论自由已经到了岌岌可危的地步。

7月1号晚上11点后,《新唐人》的实习女摄影记者蔡小姐,在前往中环示威现场采访期间,遭到警方强行拘捕。

虽然警方的说辞是“记者没带记者证”,才误将记者当成示威者拘捕。但是《新唐人》香港记者站在按照警方要求,传真蔡小姐的身份证明文件后,警方仍不放人。

有5百多名会员的香港记协,对警方的这一说法表示不能接受。

香港记者协会主席麦燕庭:“尤其是当初如果你说她没有证明文件的时候,其后她的公司已经发出了一些证明文件,我相信在这情况之下,应该已经足够去证明这个记者的身份。”

她认为,警方根本就不应该采取拘捕行动。

香港资深媒体人蔡咏梅批评,港警明知道是记者还要抓人,很明显是对新闻自由的打压,背后是受到中共的压力。

香港《开放》杂志执行编辑蔡咏梅:“这个已经是超越了香港的一个底线了,现在我估计是北京给他们的压力,中联办给他们的压力越来越大,包括之前解放军搞反恐演习,我看都是对香港表达自由、示威自由的人权的打压。”

蔡小姐在被拘留近10小时,自签担保后才被释放。而这次的游行,港府也进行武力清场,抓捕228人。

对于这次事件,《新唐人》香港记者站认为,不排除香港当局针对《新唐人》进行选择性执法。

朱长民(《新唐人》香港记者站发言人):“我们严正要求警方能改正错误,无条件的撤销对本台记者的案件,并作出公开道歉。”

7月3号,香港记协发布标题为“一国进、两制退?香港表达自由岌岌可危” 的2011年言论自由报告。

报告指出,北京当局越来越深的介入香港事务,一国凌驾两制愈加明显,严重危害着香港的自治以及言论和新闻自由;而港府迁就北京,拒绝异议人士入境,警方对示威者、特别是中联办门外的示威者,也表现得越来越粗暴和不能忍耐。

前赵紫阳秘书鲍彤:“这个很不好,可能这样搞下去吗,再搞下去,不就是一国一制了吗?”

此外,麦燕庭还担心,近年来香港政府以“吹风会”形式发布消息,而不举行正式记者会,是想借此操控传媒,只邀请“听话的传媒”到场采访。她还质疑当局的做法,是想逃避追问和有关言论被公开记录。

香港在中共接管主权后,一直被外界认为新闻自由度下降。对于香港在新闻自由方面,逐渐从“一国两制”沦为“一国一制” 的忧郁,也从未停止过。

早在2006年,中共注资《亚视》后,香港立法会民主党议员刘慧卿认为,《亚视》已被中共渗透,报导方式与内容越来越倾向中共,得罪中共的根本不报。她认为以后还会有更多的中共因素注入香港传媒界,如果这样香港很快就会一国一制了。

2009年,在美国人权组织“自由之家”的调查报告中,香港的新闻自由度从“自由”下降为“部分自由”。在今年的报告中,香港在全球新闻自由度中排名70,属于有部分新闻自由地区。

此外,香港大学今年4月的民调显示,54%市民认为香港传媒“有自我审查”,公信力则跌到6.03分的新低。

麦燕庭担心,香港人表达自由的权力已到了岌岌可危的地步,再倒退下去,将会从“部分自由”变成“不自由”。

HK Reporter Detained

A NTD reporter was arrested by Hong Kong police during the July 1st protest march.Hong Kong Journalists Association (HKJA) criticized Chinese Communist Party (CCP) for trying to override the policy of “one country, two systems".
The HK government is increasingly submissive to CCP.The HK police are now used to suppress the media.The freedom of speech in HK is in great jeopardy.

NTD reporter Ms Cai was illegally detained by police on her way to the demonstration site in Central District to conduct interviews after 11p.m. on July 1.

The police said that she was mistaken for a protestor as she wasn’t carrying a press card.As per instructions, NTD faxed her ID to the police.However, she was still kept in detention.

With over 500 members, HKJA says the police’s explanation is unacceptable.

Yin-Ting Mak (Head of HKJA): When asked for proof,her company sent out documents as proof.I believe, under these circumstances, it was enough to prove her identity.

She doesn’t think the arrest should have taken place.

HK senior reporter Cai Yongmei criticizes the police for cracking down on the freedom of speech,as they detained a reporter, who was already identified.The police may have been pressured by the CCP.

Cai Yongmei (Executive editor of Open magazine):This incident has exceeded a bottom line of HK.I believe that Beijing was pressuring the police. The Liaison office and the army’s anti-terrorist military exercises are seen as an oppression of HK’s human rights and freedom of expression.

Ms Cai was detained for nearly 10 hours.The HK government dispatched troops
to arrest 228 demonstrators this year.

NTD in Hong Kong believes it is possible that the HK police have selectively enforced the law.

Zhu Changmin (NTD spokesman in Hong Kong):We solemnly demand the police to correct the mistake,unconditionally withdraw the case against our reporter
and issue a public apology to her.

HKJA published a report on speech freedom on July 3.

The report says that Beijing is increasingly involved in handling Hong Kong’s affairs and is threatening Hong Kong’s autonomy and freedom of speech.
The HK government yields to Beijing and prohibits dissidents from entering Hong Kong.The police’s attitude towards protestors is becoming increasingly rude and insufferable

Bao Tong (ex-secretary of ex-Chairman Zhao Ziyang):This is no good. If this is allowed to continue,Hong Kong will become ‘one country; one system’.

Yin-Ting Mak is also concerned about the fact that in recent years, the HK government provides info on briefing sessions, instead of press conferences.
It controls the media by inviting ‘the obedient ones’. She also suspects the Hong Kong authorities are avoiding public scrutiny in this way.

The media freedom is considered in decline after Hong Kong was taken over by China in 1997.Regarding press freedom, there has always been a concern of “one country, one system".

When CCP invested in the ATV in 2006,HK legislative council member Emily Lau Wai-hing believed that ATV was infiltrated by the CCP.ATV started to become increasingly pro-CCP.Lau believes that more CCP elements will be injected
into HK media to make it ‘one country, one system’.

In a 2009 report by the U.S. human rights organization Freedom House, Hong Kong’s Press Freedom rating declined to the 70th place globally.

A poll by Hong Kong University in April suggests that 54% believe that the HK media self-censors.The media’s credibility is at an all time low.

Yin-Ting Mak worries that if it continues like this,there will be no press freedom in Hong Kong.
