【禁聞】維護誰的利益? 駱家輝任駐華大使

【新唐人2011年3月11日訊】美國商務部長駱家輝出任駐華大使,成為第一位離開歐巴馬內閣,轉任駐華大使的部長。作為美籍華人的駱家輝,出任駐華大使,引起中美兩國輿論的討論。在中美經貿關係上,駱家輝究竟該維護誰的利益?同樣成為外界關注的焦點。請看報導。

3月9號,美國總統奧巴馬正式宣佈,商務部長駱家輝接替洪博培出任美國駐華大使。奧巴馬讚揚駱家輝的能力和貢獻,並期望他在大使位置上做出更大的成就。

奧巴馬表示,鑒於當前中美關係的敏感性和複雜程度,「美國駐華大使」這個職務無疑十分關鍵。

對於駱家輝的任職,外圍和大陸各界普遍反應積極,反響不一。英國《金融時報》評論認為,奧巴馬政府任命駱家輝出任美國駐華大使,是以取悅商界。

《金融時報》還以北京準備歡迎「遊子賦歸」來形容駱家輝的任命。不過,文章中還指出,中共對待海外華人的心態頗為矛盾。中國(共)政府或許還會將駱家輝的任命視為一個信號,表明奧巴馬政府將更為關注經貿事務。

而BBC中文網報導說,對於駱家輝能贏得奧巴馬的親睞,出任駐華大使,應歸功於駱家輝在美國政界的成長史。

61歲的駱家輝,祖父十幾歲就從廣東移民美國,父親駱榮碩,二戰時曾在美軍服役,並曾參與諾曼地戰役,母親來自香港。在美國出生長大的駱家輝,並不會講普通話,他只會講廣東臺山話。 1975年,駱家輝在波士頓大學深造獲得法學學位。

1982年,駱家輝當選為華盛頓州眾議員,1996年,他贏得州長選舉,成為美國歷史上第一位華裔州長,四年後獲得連任;2005年1月,駱家輝離開政壇,在西雅圖一家國際律師事務所工作;2009年,奧巴馬政府提名駱家輝出任商務部長。

駱家輝在出任商務部長期間,曾多次前往中國訪問。去年,他曾率領數十位美國公司高層,前往中國,了解日益增長的清潔能源的商機。

不過,大陸《環球網》第一話題是,駱家輝的華裔身份廣受關注,這位首位華裔大使對中國(共)是利還是弊?將維護誰的利益呢?

很多評論人士說,儘管駱家輝有中國血統,但是他將維護美國利益。

《法新社》3月8號報導,駱家輝是美國政壇「力壓」中國開放市場、讓人民幣升值的政客之一。去年6月23號,他在美國參議院財政委員會相關聽證會上的發言,也證明了這點。

駱家輝當時表示,美國將“盡一切手段敲掉中國(共)的貿易壁壘,擴大美國對華出口”,他強調自己是“百分百的美國人”,“隨時準備在對話失敗的情況下將中國(共)訴諸WTO”。

多位研究中美關係的專家也認為,無論駱家輝有怎樣的血脈淵源,只要出任駐華大使,必然會代表美國的利益。

Whose Interests Will Ambassador Locke Protect?

U.S. Secretary of Commerce Gary Locke was
appointed as US Ambassador to China, becoming
the first minister to leave the Obama cabinet.
As a Chinese American to be a US Ambassador
to China, Gary Locke has become a focus of
public opinion. In dealing with Sino-US economic and
trade relations, whose interests should Locke stand for?

On March 9, President Obama officially announced
Commerce Secretary Gary Locke to take over
Jon Huntsman as U.S. Ambassador to China.
Obama praised Locke’s ability and contribution,
and hopes that he』ll make greater achievements
in the new position as Ambassador.

Obama said, in view of the sensitivity and complexity
in the current Sino-US relations, the position of
U.S. Ambassador to China is undoubtedly crucial.

For Locke’s new appointment, responses are mixed,
and strong from both the mainland and abroad.
FT commented, Obama』s appointment of Locke
is to please the business community.

FT used “a wandering son back home” to describe
Beijing』s welcome for Locke』s appointment.
Yet, FT pointed out the contradictory attitude of
the Chinese government towards overseas Chinese.
It may take this as a signal that Obama would be
more concerned about Sino-US economic and
trade affairs.

The BBC Chinese network reported, Locke won
Obama』s approval as ambassador to China due to
Locke』s performance in the U.S. political arena

Locke is now 61. His grandfather emigrated to the U.S.
in the teens from Guangdong.
His father Luo Rongshuo served in the U.S. military
during the World War II
and participated in the Battle of Normandy.
His mother was from Hong Kong.
Born and raised in the U.S., Locke speaks only Canton』s
Taishan dialet, not Mandarin. In 1975, Locke studied
at Boston University and earned a law degree.

In 1982, Locke was elected state representative of
Washington. In 1996, he won the gubernatorial
elections, becoming the 1st governor in the Chinese
American history. He was reelected four years later.
In January 2005, Locke left the political arena,
set up an international law firm in Seattle.
In 2009, Obama nominated Locke
as Secretary of Commerce.

During his tenure as Minister of Commerce,
Locke visited China several times.
Last year, he led dozens of top U.S. CEOs to China
to understand the growing business opportunities
of clean energy.

However, the mainland Global Network』s first topic
is Locke’s Chinese ethnic identity is of broad interest.
Is the 1st Chinese-born ambassador benefit or
disadvantage? Whose interests will he stand for?

Many commentators said,
despite his Chinese descent,
Locke will protect American interests.

Agence France-Presse reported on March 8,
Locke is among the U.S. politicians who “push" China
to open up the market, and appreciate the yuan.
His speech on Jun. 23 last year at the U.S. Senate
Finance Committee hearing also proved this point.

Locke said then, the U.S. would “take all means
to knock off China』s trade barriers and expand
U.S. exports to China." He stressed that he is
“a 100% American, " “ready to resort to WTO
in case of failure in the dialogue with China."

Experts on Sino-US relations believe, no matter what
blood origin Locke has, as long as he is ambassador
to China, he will certainly represent the U.S. interests.
