Chinese Spy-Reporters

A Canadian Member of Parliament and a reporter of Xinhua,
mouthpiece media of the Chinese Communist Party (CCP),
were exposed to have an affair. This triggered espionage
suspicions and set off a notable wave in Canada.
Many Canadian mainstream media directly reported
that Xinhua is a Chinese intelligence agency.
On September 14, the Chinese embassy in Ottawa denied
any intelligence activities, claiming 『ambiguous E-mails』
are personal affairs. However, voices continue to demand
Canadian intelligence agencies launch investigation.

Ambiguous emails arouse concerns in Canada.
A former analyst, of Canadian Security Intelligence Service,
J. Michael Cole told Ottawa Citizen, this 『ambiguous e-mails』
incident is a reminder to the federal government.
Even if relationships with Beijing improve, the CCP was
and will be a threat to the Canadian intelligence security.

Charles Burton, a Professor of Political Science
at Brock University, Canada, was once a diplomat in China.
He disclosed, that a quarter of the reporters
in Xinhua News Agency are spies.

In a Canadian Radio』 interview, he said it was well known
that Xinhua Agency works for the Chinese intelligence
in the name of reporting news. 』About 1/4 of the news staff
are not trained reporters but work for intelligence agencies.』

Zhao Yan, former News Director at China Reform magazine,

said that a quarter of Xinhua News Agency reporters
being spies is an underestimated ratio.

Zhao Yan: “A reporter for espionage,
this is a very easy cover. I am not surprised at all.
For a communist and totalitarian autocratic country,
if it does not send spies to Western democratic society,
it is not a communist country, nor a totalitarian autocracy."

Charles Burton also said Beijing is using the 『pink trap』
to corrupt, win over, or threaten foreign mid-level officials.
As Prime Ministers and ministers have strict protection
protocol, the CCP cannot get close to them,
but mid-level officials are much easier to approach,
and they also have the potential for promotion.

It is said, that the CCP』utilization of reporters
to perform intelligence activities is an open secret.

As early as the 1950s, Chinese intelligence agency
『Central Distribution Department』 has been utilizing
news reporters in two ways. They either find suitable people
among news reporters, train them in intelligence activities,
and send them abroad. Or send intelligence officers
to international departments of Xinhua or People’s Daily
for journalism training (usually one and a half to two years)
and then send them abroad under the identity of reporters.

After the 1980s, intelligence agencies increased
the number of sent or selected reporters.
Not only Xinhua, People’s Daily, CNS and Guangming Daily,
but other levels and departments of news agencies
are involved also, which is well-known
to mainland China media insiders.

The Globe and Mail quoted former Canadian Security
Intelligence Service official Juneau,,that Dechert
(the latest incident』s victim) is not a ruling party leader, but
this does not mean the classified information at his disposal
would be of a lower level. ”China’s intelligence front
is very long term. It probably has planted the seeds today,
but it will harvest in 10 years” he said, urging the Canadian
government』 security officials to investigate the incident.

Analyst Cole of Canadian Security Intelligence Service
said China “has a long history of using spy ware",
but this seem to not be that clear to Ottawa.
He said: “The Canadian Security Intelligence Service
spends almost half of its energy on China."
