【禁闻】《新纪元》:薄案预料下半年开审

【新唐人2013年03月19日讯】据美国《大纪元》新闻集团旗下的《新纪元》杂志,获得的最新独家消息,前重庆市委书记薄熙来一案,调查已告一段落,但由于涉及众多中共在位高官,很有可能拖到下半年才开审。而对薄案“拖而不决”的其中一个重要原因,是因为中共新领导人习近平目前的地位还没有稳固,因此,薄案成为习近平手中的王牌,在内部权力斗争中,可以争取主动地位。

第316期的《新纪元》引述了一名北京消息人士的话透露,二中全会内部传达了薄案进展,显示北京对薄熙来案件已经升级,有可能从原来贪污腐化和违规违法,变成更严重的政治问题。北京某最高领导人在一个内部讲话中,还使用了路线斗争的用语。

报导引用接近中共中央办公厅的一位消息人士的话说,薄案查出的一些问题令胡、温和习、李极为震惊。消息说,中央已经掌握了大量证据,显示薄熙来确实有夺取中共最高领导权力的图谋。这些证据不仅涉及一些中共高层人物,也有军队和公安部内部人物,并且牵涉了大批商界、和新闻界人士。

但消息透露,高层对如何处理薄案仍有顾虑,可能还要拖一段时间。因为一旦全部揭发薄熙来问题,很可能重蹈以前四人帮的“你死我活”做法,而且对党员的向心力有很大冲击。另外还有一个重要原因是,习近平目前地位尚未稳固,因此对薄案已经定性,但是拖而不决。

时事评论员邢天行认为,从这个消息来看,说明习近平需要继续稳固权力,以便在内部的权力斗争中,利用薄案做为砝码,取得主动的地位。由于江派势力在中共内部的权力斗争中,在各层都有所布局,所以习近平在努力夺取权力地位时,可能需要花更多的时间,因而拖延了对薄案的审理。

时事评论员邢天行:“有助于习近平去寻找最佳的平衡点,攫取他在党内的最大的这种权力,同时又能够在处理薄熙来这个案子当中减少中共内部震荡。薄熙来案还有一个特点,它涉及到中共江泽民等高层后台势力以及它军队、公安宣传等领域,方方面面大批人士,是自四人帮以来,涉及到中共自身它认定这个党心存亡,这方面最棘手的案件。”

旅居美国的政论家伍凡分析,在处理薄案之前,习近平首先需要整顿军队和武警部队,使得大部分的力量倾向自己这边。

伍凡:“我觉得现在关键的就是他能不能掌握军队?不能说全部,大体上你要掌握住。第二能不能控制住武警?武警一百多万,这两个加起来三百多万。第二个,你这两会开过以后,你各个省的人员调动,江派、周派、薄熙来的人下去,是不是全部下去啦?我觉得这才是处理薄熙来之前首先要考虑的问题。”

消息人士还透露,目前最可能审理薄案的时间,在今年下半年,甚至可能在10月以后才开审。因为“拖一段时间对习近平非常有利”。他还指出,外界传言薄熙来绝食等并不真实。目前调查组以薄瓜瓜作为条件,换取了薄熙来的配合,进展比较顺利,估计整个调查过程将在3、4月正式结束。

不过,邢天行认为,从前期的中共权力内斗可以看到,事情的发展往往存在一些意外。

邢天行:“但是往往从前期发展的情况来看,很多事情或突发事件的发生,也未必就是符合中共某一个人的意愿,所以也不排除薄熙来这个案件,有可能没有按照预计的下半年开审,都是有可能的。”

较早前有澳洲媒体报导说,中共当局已经从薄熙来北京的家中搜到2270万元人民币,而且得到薄熙来的金主徐明的供词,惯耍花招的薄熙来在事实面前很难抵赖。那些所谓薄熙来绝食、要与习近平对峙等传言,都只是为了给薄熙来下面的党羽制造大树还没有倒的假象。

Bo Xilai’s Trial Delayed to Later This Year

The New Era magazine of the Epoch Times in the U.S.

has obtained the latest exclusive news regarding the trial
of former Chongqing Party Secretary Bo Xilai.
The investigation has ended, but the trial will be delayed
to later this year due to the involvement of many incumbent
senior officials of the Chinese Communist Party (CCP).
Another reason for delay is that, the status of
the new leader Xi Jinping is not yet solid.
Bo’s case becomes Xi’s trump card in an internal
power struggle for gaining an authoritative position.

The New Era magazine quoted a source in Beijing, saying

that a progress report regarding Bo’s case was spread
during the two sessions.
It showed that Bo’s case had been upgraded
from corruption and irregularities against the law,
to a more serious political issue.
A high ranking official from Beijing even used the term
“direction struggle” in his internal speech.

A source from the CCP Central Committee General Office
said that Hu Jintao, Wen Jiabao, Xi Jinping and Li Keqiang
were shocked over some discoveries from Bo’s investigation.
Evidence showed that Bo had attempted
to take over the party leadership.
Yet, many were involved including senior officials, the army,
the Ministry of Public Security, businessmen and journalists.

Insider sources reveal why the CCP’s higher levels
are still concerned over how to deal with Bo’s case.
One of the reasons is that a total disclosure of Bo’s problems
would repeat the mistake of the “Gang of Four”—a group during the Cultural Revolution;
Mao’s wife and three cronies—
which would seriously impact party members.
Another important reason is that Xi Jinping’s
current status is not strong enough.
Therefore, Bo’s case has been confirmed,
but has not been trialed.

Xing Tianxing, a political commentator, believes that

judging from these messages, Xi Jinping needs to
solidify his power in order to obtain a position of authority.
Bo’s case will be a trump card for Xi
during the power struggle.
Since Jiang’s faction is everywhere within the CCP,

it will take Xi a little longer to strengthen his position
—thus, prolonging Bo’s case hearing.

[Xing Tianxing]: “That can help Xi Jinping find the
best balance point, gain power in the party,
and at the same time,
reduce the impact with the CCP.
Bo Xilai’s case involves Jiang’s faction, the military,
the Public Security, and many other areas.
It affects the existence of the CCP and is the most
tricky case since the Gang of Four.”

Wu Fan, Political Commentator, U.S. thinks that
before handle Bo’s case,
Xi needs to straighten out the military and armed
police forces in order to get their support.

[Wu Fan]: “I think that Xi first needs to straighten out
the military and armed police forces—
gathering most of the power—
then, deal with Bo’s case.
The key is whether he can master the military
and have control over the majority of it.
Numbers of soldiers and armed police officers put together,
totaling over three-million—can Xi control these forces?
After the two sessions, have all members of Jiang and Zhou’s
factions, and Bo’s group been removed in all provinces?
I believe that is the problem which needs resolving first
before dealing with Bo."

Sources also reveal that it’s most likely Bo’s hearing
will take place later his year,
possibly even being after October—dragging this case
on will be very favorable for Xi Jinping.
Sources also point out that news on Bo Xilai’s hunger strike
and other rumors are not true.
The investigation team obtained Bo’s cooperation
and made progress because they cited Bo Guagua, Bo’s son, as a condition.
It’s estimated that the investigation will officially end
in March or April.

Yet, Xing Tianxing believes that previous power struggles
within the CCP show that unexpected events may happen.

[Xing Tianxing]: “During the early development of this case,
many unexpected events occurred, which were beyond the wishes of some within the CCP.
Therefore, I can’t rule out the possibility that Bo Xilai’s case
may not be carried out in the next six months."

Australian media reported that the Communist authorities
had found 22.7 million yuan in Bo Xilai’s home in Beijing.
A confession from Xu, Bo Xilai’s financial master,
also confirms Bo’s wrongdoings.
Rumors of Bo Xilai going on a hunger strike and other news
were only means to create a false illusion for Bo’s followers.
