【新唐人2012年7月28日讯】美中第17轮人权对话刚刚结束，美国国会众议院外交委员会全体委员会随后又举行了听证会，继续调查中国人权受到中共当局威胁的状况。然而，当美国高官指出中国的人权最近十年“朝着错误方向前进”的时候，中共却给予反驳。有关评论人士表示，中共为了应付世界人权进步的趋势，它会做表面的修饰来掩盖，但本质上没有丝毫的改变。
7月25号，美国国会众议院外交委员会全体委员会举行了中国人权听证会，这是全体委员会第二次就人权话题召开的听证，主题是对中共践踏人权、酷刑和失踪来展开取证的。
出席听证会作证的有人权组织“现在就自由”（Freedom Now)的创建人杰瑞德•甘瑟、维吾尔人权领导人热比娅、法轮功学员李海、以及国际声援西藏运动的负责人布琼次仁。
人权组织“现在就自由”（Freedom Now)的创建人杰瑞德•甘瑟向国会介绍了中共制定的“新武器”——“被失踪”。他指出，中国人权不但没有进步，甚至倒退了。三月，中共将“被失踪”合法化，也就是说，被认定为威胁国家安全者可以合法“被失踪”六个月。
在听证会上，法轮功学员李海陈述，他仅仅由于修炼法轮功而受到中共当局的非法迫害，他先后被捕四次，最长一次坐牢7年，并在坐牢期间遭受电棒等酷刑折磨。他在证词中还谈到中共通过所谓“洗脑转化”迫害法轮功学员，以及摘取法轮功学员器官的暴行。
时事评论员蓝述指出，中共把一个活人的器官拿到国际市场上去卖，牟取暴利，这样的事情到目前为止没有得到任何处理，中共反而还在掩盖。
时事评论员 蓝述：“中国人他之所以没有办法享受到宪法所赋予中国人的最基本的权利，就是因为在宪法之上还蹲着一个共产党，所以，只要共产党继续执政，中国的人权就不可能得到改善。”
与会的克里斯•史密斯议员感谢法轮功学员把中共活摘器官的罪行曝光出来，他并认为，活摘器官的话题应该成为美中高层会谈的一个重要话题。
而维吾尔人权领导人热比娅作证时说，自2009年7月新疆发生抗议后，中共对维吾尔人的人权侵犯进一步恶化。她说，中共政府对维族人和穆斯林信仰的高压政策几近于“种族灭绝”。
达赖喇嘛西藏宗教基金会董事长 达瓦才仁：“它（中共）一直把宣传作为是很重要的一个领地，所谓的枪杆子，或者是笔杆子。它对外它要装出是一副面孔，对内它又是另外一副面孔。”
主持中美第十七轮人权对话的美国助理国务卿迈克尔•波斯纳25号总结说，美国认为“北京在人权问题上朝着错误方向前进”。
然而，26号，中共媒体《环球时报》反驳了美方的指责。
大陆民主人士恩广指出，从现在来看，中国的人权真的没有改善。虽然从薄熙来事件，中共政权发生了震动，但从中共维稳这方面来看，还是没有丝毫的改善，从网路上也很能体会到，因为很多东西都被中共当局给封掉了。
大陆民主人士 恩广：“其实本质上它们（中共）没有丝毫的松懈，只是他们做了一些形象，做了一些表面的一些文章。作为人权方面，它们只做了一个表面的修饰，内在的本质没有多大的改变。”
达瓦才仁表示，虽然很高兴，美国和国际社会对中国的人权问题给予了关注和讨论，但是仅仅是口头上的这样一个关注，还不能够促使中共改变中国的人权状况。

U.S. Hearing Exposes Again China’s Human Rights Threat
Just after the 17th annual U.S.-China Human Rights Dialogue,
the whole U.S. House Committee on Foreign Affairs held
a hearing on China’s human rights situation.
But when U.S. high officials pointed out that China
“is moving in the wrong direction” on human rights in the recent decade,
the Chinese Communist Party (CCP) refuted
the criticism.
Commentators say that to cope with the worldwide progress in human rights,
the CCP will decorate its exterior but won’t change its nature.
On July 25, the U.S. House Committee on Foreign Affairs
held a second hearing on China’s human rights situation.
The topic was “Investigating the Chinese Threat, Part Two:
Human Rights Abuses, Torture, and Disappearances.”
People who attended the hearing as witnesses were
Jared Genser, the founder of Freedom Now; Rebiya Kadeer,
a Uyghur human rights leader; Li Hai,
a [lawyer and] Falun Gong practitioner;
and Bhuchung Tsering, Director of
the International Campaign for Tibet.
Jared Genser, the founder of Freedom Now, told the
committee about the CCP’s “new weapon”: having people literally “disappeared.”
He pointed out that instead of making progress,
China’s human rights condition is actually going backwards.
In March, the CCP made it legal to “disappear” people,
which means that anyone considered a threat to
the national security can be “disappeared” for six months.
At the hearing, Li Hai, a Falun Gong practitioner, described
his experience of being persecuted illegally simply because of his belief.
He had been arrested four times,
and the longest imprisonment was for seven years.
He was tortured with brutal methods including electric batons.
He told the committee that the CCP also persecutes Falun Gong
practitioners through “brainwashing” and even organ harvesting.
Lan Shu, current affairs commentator, says that the CCP puts
live people’s organs on the international market to sell for money.
So far, such atrocities haven’t been tackled at all.
Instead, the CCP is still trying to cover it up.
Lan Shu, current affairs commentator: “The reason Chinese
people can’t enjoy the basic rights bestowed by
the Constitution is the Communist Party which sits beyond
the Constitution.
Thus, as long as the CCP is in power,
China’s human rights situation won’t get better.”
Chris Smith, a Congressman who attended the hearing,
appreciated Falun Gong practitioners’ exposing
the CCP’s atrocities of live organ harvesting.
He said that organ harvesting should be an important topic
in the high-level meetings between U.S. and China.
Rebiya Kadeer, a Uyghur human rights leader, told the
committee that after the protest in Xinjiang on July 2009,
the CCP’s violating the human rights of Uyghurs
is getting worse.
The CCP’s suppression of Uyghurs and Muslims is close to
the “crime of genocide.”
Dawa Tsering, Chair of Tibet Religious Foundation of
His Holiness the Dalai Lama: “It [the CCP] considers the propaganda as an important tool, its gun, or its pen.
It wears one face for the outside world and another inside China.”
Assistant Secretary of State Michael Posner, who chaired the
17th annual U.S.-China Human Rights Dialogue, said that
the United States saw “Beijing moving in the wrong direction
on human rights.”
However, on July 26, the CCP’s state-owned media,
the Global Times, refuted America’s criticism.
En Guang, Chinese pro-democracy activist, says that
the current situation indicates that China’s human rights
condition hasn’t improved.
Although the CCP regime was shaken by the Bo Xilai Incident,
its policies focusing on “stabilization” haven’t changed at all.
Also on the Internet, a lot of information is blocked by the CCP.
En Guang, Chinese pro-democracy activist: “Actually, the CCP
doesn’t slack off at all, but only works on improving its image.
On the human rights aspect, they only decorate the exterior
but don’t change the nature.”
Dawa Tsering says that although it’s inspiring that
the U.S. and international society are paying attention
to and talking about the human rights in China,
lip service alone won’t be able to urge China
to improve its human rights condition.
