【禁闻】中共“维稳”西藏干部临阵退缩免职

【新唐人2012年2月8日讯】中共在整个藏区实行以所谓维稳为主的政策,受到很多藏人干部的抵制和反抗,在政策无法得到有效落实的情况下,当局在藏历新年前夕发出紧急通知,强调加强维稳监督检查,严惩失职渎职干部,一旦领导擅离职守临阵退缩者,一律先免职再处分。有学者认为,中共当局除了严厉镇压藏人的抗议,以行政处罚一些抵制中共政策的干部之外,已经没有其他有效的措施了。

中共在整个藏区实行以所谓维稳为主的政策,受到很多藏人干部的抵制和反抗,在政策无法得到有效落实的情况下,当局在藏历新年前夕发出紧急通知,强调加强维稳监督检查,严惩失职渎职干部,一旦领导擅离职守临阵退缩者,一律先免职再处分。有学者认为,中共当局除了严厉镇压藏人的抗议,以行政处罚一些抵制中共政策的干部之外,已经没有其他有效的措施了。

中共西藏自治区纪委、监察厅最近发出紧急通知,要求加强对辖区维稳工作的监督检查,强调对维稳作出严格要求,如果擅离职守、临阵退缩的干部,一律就地免职,再视情节依纪律处分。

对此,美国“纽约城市大学”政治学教授夏明表示,中共在过去将近60年的治理西藏过程中,想要培育一批能够靠得住的藏人干部,也就是所谓的“维稳集团”。但是中共低估一点,就是藏族人的内心世界,和他的传统文化、宗教有着不可分割的联系,中共当局不断的加强对藏人的镇压和迫害,显然会引起藏族干部很多的情绪,关键时刻恐怕是无法掌握。

美国“纽约城市大学”政治学教授夏明:“他们在承受大量的让人不可想像的暴力镇压的时候,我觉得这个道义的力量,和对自己的文化和宗教的坚守,恐怕也会感染一些汉人,包括军人和武警,所以我觉得北京有理由担心,恐怕他们的政策,最后会遭到这么一群人的抵制。”

夏明认为,从1959年到现在,中共当局整个治理西藏的政策,都是用军事镇压的方式,用军政府的方式在统治西藏,这就是对西藏宗教、文化和传统的践踏和不尊重,这也是目前藏人反抗的最主要原因。

美国“纽约城市大学”政治学教授夏明:“这种冲突跟中国共产党的无神论、唯物主义,我觉得是水火不相容的冲突,基本上来说的话,我觉得做为西藏人的反抗,我觉得他们早已看到这个本质。从长期的角度来看,我觉得西藏的问题,它本身就是过去将近60年中共治藏政策的结果,那么我觉得中共治藏的失败不是短期的。”

另外,“哥伦比亚大学”政治学博士王军涛也担心,自从达赖喇嘛引退之后,藏人这种维护自由的抗争事件越演越烈,如果中共继续采取暴力镇压方式,他估计在未来几年藏人抗暴的力度会越来越强。

“哥伦比亚大学”政治学博士王军涛:“我觉得不排除在西藏一些地方,过去他们也有勇武的传统,比如藏族的勇士们,用这个暴力的方式来维护抗暴,维护自己的权益,出现这样的情况,当然对于那些饱食终日只会腐败的,和欺压老百姓的这种干部,对他们来说是一个很大的威胁。”

《西藏之声》报导,3号在四川甘孜州色达县,又有三位藏人自焚,一人死亡。最近已发生七起自焚事件,自焚藏人达廿人,报导说,自焚者是为抗议中共镇压。然而,面对接连发生的自焚抗议,中共当局一如既往将责任归咎于所谓“海外分裂势力”的教唆和煽动。

Tibetan Cadres Must “Maintain Stability” or be Dismissed

The Chinese Communist Party (CCP) carries the so-called
“maintaining stability” policy in Tibetan zone.
However, this policy is resisted by many Tibetan cadres, and
cannot be effectively implemented.
The CCP sent an urgent message before Chinese New Year to
strengthen “maintaining stability” supervision.
This aims to punish cadres who stand against the orders,
and to remove cadres posts.
Scholars believe the CCP has no effective method except
suppressing Tibetan protests and punishing cadres who resist.

Tibetan Autonomous Region Discipline Committee and
Inspection Department issued an urgent notice.
This aims to reinforce the control of the autonomous zone,
and emphasised that “maintaining stability” must be strict.
For any cadres who don’t follow orders, they will be
immediately removed from their post.
They will also be punished according to the circumstances.

Xia Ming, Political Science Prof. at the City University of
New York, spoke about the 60 years of CCP control in Tibet.
The CCP has planned to train some reliable Tibetan cadres as
a so-called “maintaining stability” group.
However, the CCP under-estimates that Tibetans can never be
divided from their traditional culture and religion.
The CCP has strengthened the suppression and persecution
of Tibetans continuously.
Obviously, Tibetan cadres have their own thoughts,
and the CCP finds it hard to control them at this critical time.

Xia Ming: “When Tibetans face the unbearable brutal
suppression, I think the
power of morality and firmness towards their culture and religion,
would influence Han people, including soldiers and police.
Thus I think Beijing has a reason to be worried.
They are worried the policy will eventually be rejected.”

Xia Ming said, since 1959, the CCP’s policies in Tibet had
been carried out with the methods of suppression.
They send military to control Tibet, trample on Tibetan
religion and culture.
They also hold irreverence to Tibetan traditions.
These are the main reasons why Tibetans protest.

Xia Ming: “The Tibet-CCP conflict relates to the CCP’s
atheism and materialism.
Like fire and water, it can never be melted into each other.
Basically, I think Tibetans have already understood this point.
From the long-term perspective, I think Tibet’s unrest
is the result of the CCP’s Tibetan policies.
Thus, I think the CCP failing to rule Tibet is not a short-term
problem.”

Wang Juntao, Ph.D. in Political Science at Columbia
University commented.
Since the Dalai Lama resigned, Tibetan protests for freedom
have worsened.
If the CCP continues to brutally suppress, Wang estimates that
in the next few years, Tibetan protests will get stronger.

Wang Juntao: “I think in some areas of Tibet, they have
chivalrous tradition, such as Men of the Tibetans.
Using violent ways to maintain the protest, maintaining
their basic interests.
For the CCP regime, especially for corrupt officials who
bullying civilians, this is a big threat.

On Feb.3, The Voice of Tibet reported that in Seda County of
Ganze Tibetan Prefecture in Sichuan, three Tibetans set themselves on fire, and one died.
Recently there have been seven self-immolation incidents,
involving 20 Tibetans.
Reports said that they protested against the CCP’s suppression.

However, dealing with the series of self-immolation incidents,
the CCP didn’t take responsibility. It blamed so-called “overseas separatist forces.”
