【禁聞】越反越腐 中國2011年14萬貪官落馬

【新唐人2012年1月9日訊】根據大陸反腐部門最近公布的數據,去年(2011年),中國有14多萬名官員因為貪腐受到查處。最低層的官員動輒侵吞上億元。評論人士指出,大陸腐敗問題「越反越腐」,當局連最基本的官員財產公開也不敢實施,「反腐」只是糊弄百姓。

多年來,中國大陸貪腐盛行,被民眾稱為「無官不貪」。即使根據中共當局公布的數據,近三年來,每年因為貪腐被查處的中共官員數量都超過10萬。而數據底下未被揭發的數字將更為驚人。

北京理工大學經濟學教授胡星斗早些時候曾經指出,按照世界平均腐敗程度推算,中國仍有高達99%的腐敗金額沒有被查出,也就是說,中國貪官的實際查處率只有不到1%。

而根據《國際透明組織》(Transparency International)公布的2011「年度世界各國腐敗指數」排名,中國位居第78名,屬於高度腐敗國家。

「美國喬治梅森大學」教授章天亮博士,向《新唐人》分析了中共官員腐敗越演越烈的原因。

章天亮:「因為它這種腐敗的話,並不是說:某一個官員自己的道德操守的問題,或者說:他躲過了法律的處罰。其實中共的這種腐敗,它是政府鼓勵的一種行為。因為中共需要一批人來維護這個政權,那麼甚麼樣的人能夠維護這個政權呢?它就是一些既得利益集團。」

章天亮強調,官員的腐敗本身就是中共製度造成的,靠中共本身去反腐,根本就不可能。他舉例說,大陸的公務員考試非常火爆,就是因為成為政府官員就意味著很多腐敗的機會。

去年年初,江西省鄱陽縣爆出醜聞,連副科級官員都算不上的縣財政局股長李華波,竟侵吞公款將近億元。

而遼寧撫順科級官員羅亞平,利用手握的黃金地段土地審批權,瘋狂斂財1億多元。

「深圳當代社會觀察研究所」所長劉開明博士:「實際上,大家有非常多的建議,而且國際上有非常多的成熟的辦法。比如最近澳門特區政府就宣佈,所有的官員,特別是高官,必須公布個人財產,除非他死了。所以,是不是真的有決心做,其實非常簡單,就是一個官員財產公布。」

早些時候,中紀委法規室副主任侯覺非曾經辯解說,官員財產申報需要考慮中國的所謂「特殊國情」。

諷刺的是,在去年的落馬高官中,原鐵道部部長劉志軍據傳涉案近百億元。最近,在中共公布的7.23特大動車事故調查報告中,事故前已經被停職近半年的劉志軍被定為主要責任人,而據傳下令停止搜救和掩埋車體的國務院副總理張德江卻未受處罰,這引來各界質疑。

大陸網絡作家荊楚:「就是一條籐上的苦瓜嘛,扯出蘿蔔帶出泥,它可能就不敢往上追究了。追究下去可能就要扯出很多事情,可能連最高層的那些人都要扯出來。」

章天亮博士也指出,中共所謂的反腐只是黨內政治鬥爭的需要,並不是真的在反腐。此前,轟動一時的「廈門遠華案」、北京市委書記「陳希同案」、上海市委書記「陳良宇案」等,都涉及中共的內部權鬥。

140,000 CCP Officials Investigated For Corruption In 2011

China’s latest official data shows that over 140,000 officials

were investigated for corruption in 2011.

Even the lowest-level official embezzled nearly 100 million

RMB. China’s anti-corruption provokes more corruption.

The Chinese Communist Party (CCP) regime dares not

implement the basic official property declaration system.

The so-called “anti-corruption" is just fooling the population.

Official corruption has been rampant over the years in China.

The official data shows that in the last three years, annual

figures of investigated corrupt CCP officials exceed 100,000.

The undiscovered figure is believed to be more alarming.

Hu Xingdou, Professor in Economics at Beijing Institute of

Technology said before that on the basis of world’s average corruption level,

99% of the amount of corruption in China remains untouched.

Meaning China’s actual ratio for corruption investigation is

less than 1%.

Transparency International’s 2011 Annual world corruption

index ranked China 78th.

China falls into the category of highly corrupt countries.

Dr. Zhang Tianliang from George Mason University, reviews

why CCP officials are getting increasingly corrupt.

Zhang Tianliang: “Corruption is not limited to an individual

official’s own moral decay, or escaping legal punishment.

In fact CCP’s corruption is encouraged by the authorities as

the CCP needs a group of people to maintain its regime.

Then what kind of person has such capabilities?

That are some groups with vested interests."

Dr. Zhang stresses that the official corruption is caused

by the CCP institutional system.

It is simply impossible to rely on the CCP to work on an anti-

corruption process.

For example, China’s civil service entrance examination is

very popular; an office position means more corrupt chances.

Early in 2011, an embezzlement scandal was exposed

in Poyang county, Jiangxi province.

A subsection chief of the County Finance Bureau embezzled

nearly 100 million RMB.

A section-level official in Fushun, Liaoning province, pocketed

over RMB 100 million by approving prime lands use permits.

Dr. Liu Kaiming, Director, Institute Contemporary Observation:

“There are lots of suggestions and international practices.

For instance, the Macao SAR Government recently required

that all officials, especially high ranking ones,

must declare their personal properties, unless deceased.

So how to prove your determination to act?

It’s very simple, declare official property."

Earlier on, Hou Juefei, Legal Regulation Office deputy director

of CCP Central Committee for Discipline Inspection

Argued that “the specific national conditions of China” should

be considered for implementing official property declaration.

Ironically, former Railways Minister Liu Zhijun was dismissed

in 2011 for allegedly corruption of nearly 10 billion RMB.

Recently the authorities released a report into the cause of

Wenzhou train crash.

Liu Zhijun, who was removed from office before the accident

was deemed as the leading liable person in the report.

Yet CCP vice Premier, Zhang Dejiang allegedly ordered the

rescue work to stop and for workers to bury the wreckage.

He was not punished. The report incited public doubts

of various sectors.

China’s writer Jing Chu: “That’s because they』re in the same

boat. Pulling up the radish will bring the mud out.

They dare not make further investigation, or else it』ll involve

more hidden things, probably related to the top-level officials."

Dr. Zhang Tianliang adds that CCP’s anti-corruption is merely

for demands of its internal political struggle, not the real one.

Many previous major corruption cases got involved in CCP’s

internal struggle, e.g. the Xiamen Yuanhua Smuggling Case;

Case of Chen Xitong, the former CCP Beijing secretary; and

Case of Chen Liangyu, the former CCP Shanghai secretary.
