11月9号,中国财政部公布的最新数据显示,10月中国财政收入9188.34亿元,同比去年同月增加1328.03亿元,增长16.9%。

令人惊讶的是,今年1月到10月的财政收入已经超过去年全年的总和﹙8.3万亿元﹚,今年全年财政收入将创下历史新高。其中,个人所得税收入﹙5347.49亿元﹚,提前两个月超额完成2011年全年个税收入的预算目标﹙5200亿元﹚。

根据福布斯2009年一项报告,中国的“税负痛苦指数”在全球排行第二。今年9月福布斯的数据显示,近年1-8月,大陆80%的财政收入来自税收。

中共在经济放缓的情况下提前完成个人所得税收入,令网民极端愤怒。

有网友指出:共产党把个税当成政府敛财的手段,而不是缩小贫富分化的工具。

中共究竟如何在“逆境”中提早“达标”?

近来一篇微博文章指出“某香港单身青年年入17.8万港元,只需缴税729港元的个人所得税”,这条消息得到中共喉舌《人民日报》的确证。相比之下,大陆收入相当于14.5万人民币的个人,全年需要缴付13,954元所得税,换算成17,129港币,相差23倍。

另一方面,香港经济学家郎咸平10月底在沈阳的一个闭门演讲,揭露中国的企业和个人税收是全世界有人类以来的最高。

郎咸平:“各位企业家,你知道你去年交了多少税吗?我们拿到的实际资料显示,去年,你们交的直接税加上间接税占到了中国企业税前利润的70%,你们各人交多少税,直接税加上间接税,包括增值税、消费税全部加在一起,我们政府去年向个人抽的税高达平均所得的51.6%,这两个数字都是政府发布出去的。这两个数字,是全世界自从有人类以来的最高。没有一个国家敢收这么高的税,中华五千年历史也没有一个朝代敢收这么高的税,结果我们这个朝代有。”

去年年底,《南都周刊》文章《中国征税机器如狼似虎,明年日子不好过!》指出,在大陆一个商品在生产和商业流通中的每一步都要分别缴税,消费者只要购买商品,就已经向政府缴纳了商品价格17%或13%的增值税款。文章说,一个人在北京买房,全部购房款中有大约47%是必须交给政府的各种税款。

此外,“耶鲁大学金融学”终身教授陈志武,他在去年﹙2010年﹚一篇专题文章《收入增长与经济增长为何不同步》中写道:过去四五年,(中国)国家财政税收增速是GDP增速的2到3倍,GDP是一个大饼,政府这边越多,必然意味着民间得到的那一份越少。

首都经贸大学财政税务学院教授焦建国说,中共垄断社会资源,拥有庞大的国有企业,税负应该全世界最低才对。他认为,中国目前不光是税负重的问题,还有税制结构不合理的问题。

而郎咸平在演讲中说,中共三大错误政策导致中国经济陷入危机,除了企业资金链断裂和劳动成本上涨太快,第三错误就是税负太高。

in October China’s fiscal revenue reached 919 billion yuan,
an increase of 133 billion yuan (16.9%) up on last year,
however, it is the second consecutive month in decline this year.

tax you had to pay last year? The data we get shows that the
tax paid last year accounts for 70% profit of business pre-tax,
including direct tax, indirect tax, VAT, and consumption tax.

said that in mainland for certain goods you have to pay different taxes during their circulation.
When consumers buy goods, he will be charged 17%

University of Economics and Finance,
said that the CCP controls a monopoly on social resources and
owns large state-owned enterprises.
Therefore, the tax burden should be the lowest in the world.

He believes that there is not only the problem of
heavy tax burden in China, but also the problem of irrational tax structure.

而郎咸平在演讲中说,中共三大错误政策导致中国经济陷入危机,除了企业资金链断裂和劳动成本上涨太快,第三错误就是税负太高。
