【禁闻】中央综治委更名 换汤不换药

【新唐人2011年10月15日讯】“中共中央社会治安综合治理委员会”9月份改名为“中共中央社会管理综合治理委员会”,由“社会治安”改为“社会管理”,但简称都是“中央综治委”,令中国民众摸不着头脑。中央综治委维稳涉及所有的领域,而由“社会治安”改为“社会管理”,这一词之差,又代表什么呢?

中央综治委在原有的40个成员单位的基础上,增加了11个部门为成员单位,下设办公室和若干专项组。实际新增哪些部门,相关单位并未对此说明。

原河北人民广播电台编辑朱欣欣:“在中国这个行政权力,包括这个党权,这个是没有限制的,无边的,想扩大就扩大,他完全不像民主国家那样依法行政,所以他那个机构为什么要这样设置,毫无法律的依据,另外,他们这样做,完全是跟整个社会进步相违背的,长期以来,中共的思维方式,就是一个权力的思维,认为一切只要靠权力、靠人令、靠行政命令,都能进行解决。”

朱欣欣表示,如果不解决一党专政的问题,无论“综治委”改成什么样的机构,什么样的名称,资源分配不公所造成的社会矛盾问题依然存在。监狱式的集中管理方法,只能窒息社会的活力,不可能让社会正常起来。

原河北人民广播电台编辑朱欣欣:“他们对于社会的管理,只是考虑到用权力来管理,根本就不可能真正维系社会的稳定,因为维系社会的稳定,是要靠方方面面的力量,靠民众的力量是主要的,他现在越搞政府力量越大。影响中国稳定最大的根子,就是在共产党本身,他应该是改革自身。”

9月16号,中共政法委书记周永康,在北京主持召开更名后的“综治委”第一次全体会议并讲话。他说,“加强和创新社会管理,是当前维护社会和谐稳定的紧迫任务,也是巩固党的执政地位、、、全面推进中国特色社会主义事业的战略任务。”

北京学者彭定鼎:“这个综治委就有点像盖世太保,他是为了维护统治,综治委是警察之外的一个机构,他可以不用顾及法律,现在越来越多的事情,是交给这个综合治理,也就是说脱离这个法院,就是司法系统,是在司法系统之外的,很像纳粹德国时代。”

学者认为,长期以来综治委就不顾及法律了,他们为了维护共产政权,可以采取他们认为的必要措施。中央综治委改名后的权力范围更大,如果只考虑管理与控制,短期内或许会得到效果,但是从长远来看,可能会因此付出更大的代价。

改名后的“中央综治委”由政治局常委兼中央政法委书记周永康充当主任,还有三位政治局委员级别的副主任:王乐泉、副总理回良玉和中宣部长刘云山。“政法委”与“中治委”可以调动的主要是公安部、检察院与法院的人马,但“中央综治委”可以动用整个国家机器来强化所谓的“社会管理”。

The Central Committee Changed Its Name

The Chinese Communist Party’s (CCP) Central Committee
for Comprehensive Management of Social Order
was renamed the Central Committee
for Comprehensive Management of Social Management.
The term ‘social order’ was changed to ‘social management,’
but it is still referred to as
the Central Committee for Comprehensive Management.
This has confused the Chinese people.
The Central Committee for Comprehensive Management
is in charge of enforcing stability in all areas of society.
However, what’s the difference between ‘social order’
and ‘social management’?

The Central Committee for Comprehensive Management
originally had 40 branch offices, but now it has 51.
It has offices and includes a number of special groups.
But what function do these these new branches serve?
They did not explain for it.

Zhu Xinxin, former editor of Hebei People’s Radio:
“In China, the executive branch of the CCP,
including the privileges it enjoys, has no limits
and can be arbitrarily expanded at will.
It (the CCP) is nothing like a democracy
which acts according to certain rules and laws.
So how can this political entity exist without any legal basis?

In addition, what the CCP does is entirely contrary to
the benefit of the whole community.
Since the CCP has come into existence,
it has always focused on power,
thinking that everything can be solved by flexing its power,
ordering people around and issuing executive orders."

Zhu Xinxin said, “If the problem of a one-party dictatorship
is not solved, whatever the Comprehensive Management Committee
changes its name to, will not solve the social contradictions
that still exist due to the inequitable distribution of resources.
Prison-based central management can only stifle the vitality of
the community, and thus cannot make the community normal.”

Zhu Xinxin: “The community management style of the CCP
only relies on power to manage things, which will never bring
true social stability.
To maintain social stability is to rely on all aspects of power,
including the strength of the people.
However, the CCP focuses more on larger government forces.
What affects the stability of China most is the CCP itself,
therefore, it should reform itself."

On September 16, secretary Zhou Yongkang
of the CCP Politics and Law Committee
hosted a first plenary meeting on the renaming
of the Comprehensive Management of Social Order.
He said, “The urgent task before us is to enhance
the innovation of the public administration,
in order to maintain social harmony and stability,
and to consolidate the party’s ruling status
to comprehensively promote the cause of socialism,
with Chinese characteristics.”

Beijing scholar Peng Dingding: “This committee is a bit like
the Gestapo.
It (the CCP) puts itself in charge of safeguarding this rule.
It operates entirely outside of the police bureau.
It can do anything it wants to do, ignoring any law it wants to.
More and more issues are brought before this committee.
It exists outside of all courts and judicial systems,
just like during the Nazi Germany era."

Scholars believe that the committee has operated outside
the law for a long time.
In order to support the communist regime,
it takes any measures it deems necessary.
After the renaming took place,
the Central Committee for Comprehensive Management
now has more power.
Its new management and control powers will be seen shortly,
but in the long run, people will surely suffer.

After the renaming, Zhou Yongkang took over
as the new committee director,
the secretary of the Political Bureau Standing Committee,
and secretary of the Central Political and Law Committee.
The three Politburo level members include deputy director
Wang Lequan, vice-premier Hui Liangyu,
and Central Propaganda Department director, Liu Yunshan.
The Political Committee and the Central Committee
for Comprehensive Management,
have authority over the Ministry of Public Security,
as well as the Procuratorate and the court system.
The Central Committee for Comprehensive Management
can use all aspects of the nations’ resources, without limit,
in order to enforce its idea of so-called social management.
