【禁闻】中共下封杀令 独立参选人广州覆没

【新唐人2011年9月9日讯】广州市数百万名选民8号进行区、县级人大代表选举,从近9000名候选人中选出5000多人,但这次的候选人全部由各政党或机构提名,自荐参选的“独立参选人”无一进入候选人名单。专家认为,不能代表人民的人民代表大会只是用来愚弄百姓的,全国人民代表大会沦落为中共附属品,是中国的一个悲剧。

6月以来,广州市至少14人公开宣称要自荐参选人大,其中多数受到所在机构或家庭的压力被迫放弃,最终只有5人收集到足够推荐人数进入初选名单,但最终仍未能成为候选人。

据《明报》消息,这次封杀独立参选人的命令,是由全国人大委员长吴邦国亲自下达,要求各地一旦发现,要全力阻止,除在选举程序中层层设卡,还可发动舆论“围剿”。

中国社会民主党中央委员会主持人刘因全认为,这种完全由中共各部门确定的候选人,根本不能代表人民,这种选举没有任何民主意义。

刘因全:“历年来中共的人大代表都是由共产党的部门来提出候选人,都是他们反反复复通过政审、筛选,他们认为是政治可靠的。这本身是一种讽刺,这是强奸民意的做法,愚弄人民的一种做法。”

广州村民代表罗先生也确认,现在基层人大代表都是委任的,不是选举的,所以也没有人对选举真正关心。

罗先生(广州村民代表):“你的观点(跟他)不一致,你选上也没有用,选上了也会推你下来,没有权力说话的。”

近几个月,全国各地先后涌现的数百名独立参选人,纷纷受到当地有关部门的约谈、威胁、软禁、绑架,甚至拘捕,使独立参选活动面临全军覆没。

曾经声称要参选的上海作家夏商,以及成都作家李承鹏最终都在压力下放弃。曾获2005年中国经济改革十大杰出青年称号、同时被中国作协评为当代百位最具影响力的作家曹天,宣布竞选郑州市市长几个月来,遭到河南当局的“深度调查”,还被开出600万的巨额罚单。此外,他所在公司的多名股东被郑州市纪委“双规”。

杭州市下城区市民徐彦,独立参选人大候选人。他认为,作为一个选民和公民,按宪法完全有权利参加选举,有权成为被选举人。徐彦表示,外界的压力,不能改变他参选的信念。

徐彦:“既然他来查我的公司,威胁我的家人、威胁我的个人,那说明他怕我。既然他怕我,我就没有必要怕他啦。所有阻力和困难并不能成为我真正的阻力,因为他不能阻碍我的前进,不能阻碍我继续做下去”

徐彦最大的愿望是真正代表“民意”去做事,杜绝那些因强拆而死、因强拆而被车子轧了或其他悲惨事情的发生。他同时也对广州的独立参选人全军覆没表示不解。

徐彦:“我相信今天广州计票公正的话,肯定会有独立参选人当选的。”

不过,还有人反对独立参选人参加选举。

广东维权人士天理认为,这种不是一人一票的选举就是一种炒作,因为选上、选不上,根本都不能在中共这个独裁体制下起到作用。

天理:“就算你选上,也没用,只不过拿你来做一个假象,为他们贴金而已。你还要为这个独裁政权服务,你不可能有反对声音的,这个政权不会你有反对声音。其实那些人民代表认同的法案都是政府的,他们借着政府的传媒糊弄老百姓的。其实他们是“党指挥枪”。”

刘因全也认为,按照中国的宪法,全国人民代表大会是最高权力机关,现在,它成为共产党的一个附属品,一个橡皮图章,这本身违犯宪法,也是一个悲剧。。

NPC Elections: “A Satire, Rape Of Public Opinion”?

On September 8, millions of voters in Guangzhou voted
for the District and County People’s Congress representatives.
Out of 9,000 candidates, 5,000 people will be elected.
Candidates were nominated by political parties/organizations,
with no independent candidates nominated. Experts believe,
National People’s Congress (NPC) can’t represent the people,
and it is only used to fool people, becoming an appendage
of the Chinese Communist Party (CCP) and tragic for China.

Since June, at least 14 independent candidates
openly declared their wish to participate in the NPC elections.
Most of them had given up under the pressure
of their employers or families.
Eventually only five gathered sufficient numbers to enter
the primary list, but ultimately could not become candidates.
According to Hong Kong’s Ming Pao newspaper,
the order to get rid of independent candidates was issued
by the NPC Chairman Wu Bangguo.
He required all regions to get rid of independent candidates.
Besides layers of blockade in the election process, they can
mobilize public opinion for ‘encirclement and suppression.’
Liu Yinquan, China Social Democratic Party Secretary said
that candidates are determined by the CCP departments;
they could not represent the people at all.
Thus such an election has no democratic nature.
Liu Yinquan (Secretary, China Social Democratic Party):
“NPC candidates were usually nominated by the CCP.
They were screened repeatedly in political checkups,
and were considered reliable to CCP.
This is a satire, rape of public opinion,
and a way to fool the people."
Mr. Luo, a representative of a village in Guangzhou said
grassroots NPC representatives are all appointed, not elected,
so no one really cares about the election.

Mr. Luo (representative of a Guangzhou village):
“If your opinion is inconsistent with it (CCP),
it’s useless even if you are elected.
They will bring you down, and you have no power to speak."
Recently, hundreds of independent candidates emerged
across the country and were interviewed by the authorities.
They were threatened, put under house arrests, kidnapped,
or even arrested, thus independent candidates were eliminated.
Writer Xia Shang in Shanghai and Li Chengpeng in Chengdu,
once claimed to run for the election, gave up under pressure.
Cao Tian, who once won the title ‘2005 Ten Outstanding
Youths in China’s Economic Reform,’
and was awarded as one of the ‘Top 100 Most Influential
Contemporary Writers’ by the Chinese Writers Association, ​​
announced his campaign for mayor of Zhengzhou.
In the past few months, he was investigated thoroughly
by the authorities in Henan and was given a fine
for the amount of RMB6 million.

Xu Yan, a citizen at downtown Hangzhou,
became an independent candidate of NPC.
He believes that as a voter and citizen, he has a full right
to participate in the elections according to the Constitution.
Xu Yan said the external pressure can not affect
his determination to participate in the election.
Xu Yan: “It (CCP) came to check my company, it threatened
my family and myself. This shows it was afraid of me.
So I do not need to be fearful of it Difficulties and resistance
can’t stop me or my progress, can’t hinder my moving on."
Xu Yan’s greatest wish is to truly represent the public and
stop the tragedies of people dying during demolitions.
He did not understand why independent candidates
had given up in Guangzhou.
Xu Yan: “I believe if there is a fair vote count in Guangzhou,
an independent candidate will be elected."
However, there are people who do not believe
in the election of independent candidates.
Guangdong-based justice activist Tianli thinks that voting
is just a speculation if not everyone can vote.
Independent candidates or not, they could not fulfill
their responsibilities in the communist regime’s environment.
Tianli: “Even if you are elected, it is useless.
You are just to create a false impression and gild them.
You have to serve the dictatorship’s regime. You can not
voice opposition, and this regime will not allow you
to have an opposing voice. In fact those representatives
of the people are the government’s window-dressing,
they just use the media to fool the people.
In reality it is still ‘the Party calls the shots.’
Liu also believes that the NPC is the highest authority,
according to China’s Constitution,
but now CCP has turned it to an accessory, a rubber-stamp,
which is actually a violation of the Constitution, and tragic.
