【禁闻】调查:30省距离“良治”远

【新唐人2011年8月6日讯】一项关于“中国省会城市公共治理情况”的调查报告,结果已经出来。全国调查了30个省会城市,只有南京一个城市及格。调查结果表明,中国社会离“良治”仍有很大距离,尤其在“治理方式”上亟待改进。对于这次调查的目地,“天则研究所”理事长茅于轼表示,现在中国最有权势的就是政府,百姓很难监督政府。“天则”开展这方面的调查研究,有点监督的味道。请看报导

这项调查,是由“北京天则经济研究所”负责进行的。涉及中国30个省会城市,内容包括“公共服务”、“公民权利”和“治理方式”等三个方面。

从直接入户调查的6577个样本里发现,“治理方式”的得分明显低于“公共服务”和“公民权利”的分数。

参加调查的“天则所”公共治理专案经理宋厚泽说,有一半受访者反映,他们遇到过乱收费和城管暴力执法的现象。此外,居民意见表达、参政议政途径不通畅。而且多数人更愿意通过网路发表意见,表达不满。

“天则研究所”副所长冯兴元表示,整个中国的治理离“良治”距离非常远。

冯兴元(“天则研究所”副所长):但是老百姓满意度不是特别高。 因为,现在看起来,只有南京一个省会城市它是及格的。 那个也不一定说南京的就比其他城市要好。 那么这样看的话,全国的治理水准,全国各大城市的,大小城市的治理水准,总体上的非常的差。”

大陆资深媒体人马晓明表示,中共宁肯把钱放在所谓的“维稳”上头,也不用在解决实际问题上。

马晓明(资深媒体人):我给你举个最突出的一个例子,就是所谓的征地呀、所谓的城市改造呀、征地呀、拆迁呀这样的问题,激发的这个矛盾,人不反抗、不抗争行不行?所以这种反抗抗争就由理性的变成这个非理性的。”

调查报告还说,外来务工人员不能享受到和当地城市人口相同的公共服务,差异最大的领域为医疗、教育和社会保障。

大陆资深媒体人马晓明:“(中共)宁可去抓访民,去截访民,把访民关起来,拷打,送到当地劳教、判刑,就这样子迫害访民。这就是政府干的事情。在这种情况下,社会怎么能安定呢?老百姓怎么能对它这个良性治理给予好的评价呢?”

马晓明认为,中国现在急迫的问题,是需要制止执政集团的“违法”问题。

马晓明:“就我们中国来讲,现在你看看,爆发最严重的、规模最大的、数量最多的,最频繁发生的事件都是什么引起的?都与政府和执政集团的它这种贪腐呀,对公民的侵害有直接关系。”

“天则研究所”学术委员会委员周业安认为,“治理方式”上得分普遍偏低,还包括一项“政府透明度”,如“动车追尾事件”、“红十字会事件”,都是反映民众对当局治理透明度的不满。

Chinese Provinces Badly Governed

An investigation report on
“Chinese capital cities’ public governance" was published.
Out of the 30 provincial capitals investigated,
only Nanjing was considered satisfactory.
This result shows that the Chinese society
is still far away from good governance.
Mao Yushi, chairman of Unirule Institute of Economics,
said the government has the most power in China.
It is very hard for ordinary people to supervise it.

Unirule’s investigation into this area
is a tiny contribution towards supervising.

The investigation was conducted by
the Beijing-based Unirule Institute of Economics.
It refers to 30 Chinese provincial capitals and judges them on
public service, civil rights and methods of governance.

The investigators visited 6,577 citizens directly.

From this sample, they found the scores on governance
being much lower than those of public service and civil rights.

Public governance project manager Song Houze,
who participated in this investigation, said,
half of respondents claimed that they had encountered
arbitrary charges and violent law-enforcement,
and the majority of them were willing to
express their opinions and dissatisfaction online.

Vice director of Unirule, Feng Xingyuan said that
the governance as a whole in China is far from good.

Feng Xingyuan: people are not that satisfied.
Currently, Nanjing is the only capital that meets requirement.
However, the result does not mean that
Nanjing is better than other cities.
We can only formulate it in the following way.

The level of governance across the whole country,
in every city, big or small, is very poor overall.

Senior media professional Ma Xiaoming said,
the Chinese communist regime (CCP) would rather
spend money on performing the so-called
“maintenance of stability" than solving real problems.

Ma Xiaoming: I can give you the most obvious example.

Regarding the conflict caused by so-called land conscription,
city renewal and house demolition.
Is it possible for people not to fight against it?
So, this kind of resistance turns from rational to irrational.

This report also reveals, migrant workers are not able to
enjoy the same public services as local urban citizens.
The biggest differences are in the
areas of medical care, education and social insurance.

Ma Xiaoming: (CCP) would rather arrest petitioners,

stop them, imprison them, torture them,
send them to local labor camps or sentence them.
This is what the government does to persecute people.

How can the society be stable under such conditions?
How can people give credit to its governance?

Ma believes that the most urgent thing in China is
to stop the ruling group from violating the law.

Ma: Talking about China, you can see,
what caused the most severe and frequent events?
All are related directly to the corruption of the government
and the ruling group, and their violation of citizens.

Zhou Ye’an, a member of Unirule‘s academic committee,

said that the reasons of low scoring in governance
include bad government transparency.
Events like the high-speed train crash and Red Cross scandal
reflect people’s dissatisfaction towards government transparency.
