【禁闻】专家:中共忧心利比亚成明日之鉴

【新唐人2011年3月22日讯】联合国秘书长潘基文21号表示,国际社会应该“用一个声音说话”,一起致力于贯彻联合国安理会对利比亚的决议,尽早结束利比亚的混乱局势。不过中共对美欧联军袭击利比亚则表示“遗憾”,台湾军事专家表示,中共是担心利比亚会成为自己明日之鉴。

随着联合国通过在利比亚上空设立禁飞区的决议,法、美、英等国对利比亚展开了空袭,轰炸利比亚的防空系统。空袭在联合国安理会决议设定的“禁飞区”范围内进行,军事行动的目地是“采取所有一切必要措施,阻止卡扎菲攻击本国平民”。

联合国秘书长潘基文21号对阿拉伯国家联盟发表讲话,他说,“国际社会用同一声音说话”,一起致力于贯彻联合国安理会对利比亚的决议,是“非常重要”的。

实际上,除了阿拉伯国家联盟考虑利比亚平民安危,而提出犹豫的声音,中共不仅对“禁飞区”投了弃权票,还在20号对联军的行动表示了“遗憾”。外交部发言人姜瑜表示,中方一贯不赞成在国际关系中使用武力。

台湾政治大学军事专家丁树范教授对《美国之音》表示,中共之所以不支持联合国的“禁飞”决议,主要设身处地从自己的角度和担忧出发。中共考虑到万一将来中国与日本或者与台湾之间发生冲突,东亚国家在美国呼吁下,也要求在东亚地区、在中国搞“禁飞区”。只不过鉴于卡扎菲动用武力镇压抗议的做法,触动国际众怒,中共为避免影响自己的国际形象,而无法反对联合国决议的通过。

虽然中共官方极力回避和北非民主革命扯上关系,或被拿来比较,但事实上,茉莉花革命两个影响最大的国家,埃及和利比亚,都把中国89年“六•四事件”作为参照物。只是埃及政府说不会动用军队对付自己的人民,而利比亚领导人卡扎菲则走了中共当时的老路。

目前“茉莉花革命”在中国也产生了涟漪,但官方仍然维持一贯做法,抓捕或骚扰相关人士,封锁网络资讯言论。因此,也难怪目前国际社会对利比亚采取的行动,特别触动中共政府的神经。

China Learning From Libya?

Secretary-General of the UN, Ban Ki-Moon,
declared on March 21, the international community
should “speak with a single voice”
and carry out together the decision about Libya
made by UN Security Council to end Libya’s chaos
as soon as possible. However, the CCP expressed
“regret” for American-European military strikes
in Libya. Some Taiwanese military experts
said that the Chinese Communist Party fears
the Chinese people will learn from Libya.

After the UN authorized the imposition
of a no-fly zone in Libya, countries like France,
US and UK carried out an air strike
on Libya’s air defense system. The air strikes
took place within the no-fly zone designated
by UN Security Council. The aim of the military
strikes is to “take all necessary measures
to stop Gaddafi from attacking his own people”.

Ban Ki-Moon addressed on March 21
the League of Arab States. He said that it is critical
“the international community speaks
with a single voice” and carries out the decision
together on Libya made by UN Security Council..

Except the League of Arab States which expressed
hesitation because of the safety of Libya’s people,
China was the only one that abstained from voting
on the no-fly zone. On March 20,
the Chinese regime even expressed “regret”
for the decision. The spokesman for
Chinese Foreign Affairs, Jiang Yu, said that
China is always against the use of force
in international relations.

A military expert from Taiwan’s National Chengchi
University, Ding Shufan, told the Voice of America,
that the communist party is actually against
UN’s decision on the no-fly zone issue
from its perspective and concerns.
The Chinese regime fears that if it has any conflicts
with Japan or Taiwan in the future, other East Asian
countries will require the same no-fly zone
in East Asia, or even in China at the appeal of US.
But the communist party could not vote
against UN’s resolution because it will hurt
its international image, considering Gaddafi’s
armed repression has aroused international outrage.

China’s authorities try to avoid being linked to
or compared with the democratic revolutions in
North Africa. But in fact, Egypt and Libya,
two countries most strongly influenced
by the Jasmine Revolution, both refer to China’s
June 4 incident in 1989 as an example
of authoritarianism. The only difference is
that Egypt’s government promises not to repress
its own people by force, while Libya’s Gaddafi
follows the Chinese Communist Party’s old way
of bloody repression.

The current Jasmine Revolution also makes
an impact in China. But China’s authorities habitually
take measures like arresting or harassing people,
blocking the internet, information and speech.
Therefore, it is of no surprise that the current
international actions on Libya have touched
Chinese Communist Party’s highly sensitive nerve.
