【禁闻】“加薪潮”维稳?

【新唐人2011年3月4日讯】在中共两会前夕,大陆各地掀起了企业最低工资和部队官兵的全面“加薪潮”。那么当局此时出台连串“加薪”措施,是纾解民生积怨还是维稳?请看报导。

在全国“两会”开幕的同时,各地也掀起了提高企业最低工资的“加薪潮”,长三角、珠三角加薪幅度达到10%到19.7%。广州的最低工资由1100元加到1300元,是全国企业中最高。江苏省由960元增加到1140元﹔重庆则由680元增加到870元。北京、上海也宣布提高最低工资。

深圳独立学者朱建国表示,“两会”前出台连串加薪措施,当局是想加快推出富民措施来纾缓压力。

分析人士认为,这可能与目前形势及民众抗议有关,不过利民纾困的措施应该向社会底层普及,才可能“维稳”。

济南市民:“我靠拾垃圾呀!快三年了,一直拾垃圾度日。我们就是说全家一分钱固定收入没有。我们靠捡垃圾,我还要供孩子上大学,那个学校的学费我都是欠着呢?没办法。但是,我看人家当官的七、八套房子;十来套房子,开着的是有名的轿车。可是我们没办法,老百姓懂得什么啊?就要求一个安居乐业,还让人家把房子给我炸飞了,弄得我两年多了无家可归。”

大陆军方消息人士透露,解放军也将全面加薪,调薪幅度从5%到40%不等,士官一律加薪4成,军官则平均加薪1000元。而最高级别的正兵团职将官则由现时的约21000元调整到22000元左右。不同兵种同级别军官的工资也有不同,陆军最低,然后是海军和空军,二炮的则最高。今后将逐步形成“两年一加”的薪资制度。

国防大学退休学者辛子陵认为,军方此时大幅加薪与目前局势及维稳需要有关。

为免社会动荡各国出台民生政策,有推特网友进行比较:叙利亚拨款2.5亿美元帮助低收入家庭;约旦将投5亿美元提高居民生活;科威特将花费40亿美元降低物价;摩洛哥承诺将进行深层改革;伊拉克提议通过立法降低高级官员工资。网友表示,目前看来,中共政府的对策是:解放军全面大幅加薪。

就在中共官方对现役军人大幅加薪的同时,3月2日,被视为不稳定因素的“军转”维权人士和退伍军人却收到警告。

西安的军转干部李志强:“下午我们单位找我了,刚刚谈完,叫我不要参加转业干部的维权行动。”

辛子陵认为,当局会出台一些解决民生的措施,因为这些事情关系到共产党能否执政下去的问题,它必须要改善。

Salary Raises to Maintain Stability?

Shortly before CCP’s “two meetings”, across China,
the minimum wage and the army’s pay were increased.
Analysts believe the measure of wage increase
is to appease people or to maintain stability.

There is a recent “wave of wage increase” in China.
Pay increases in Yangtze River and Pearl River
deltas range from 10% to 19.7%.
The minimum wage in Guangzhou increased by 18%,
to 1,300 yuan, the highest in the country.
Minimum wage in Jiangsu increased to 1,140 yuan.
Minimum wage in Chongqing increased to 870 yuan.
Beijing and Shanghai also announced pay raises.

Shenzhen-based scholar Zhu Jianguo said,
the series of pay increase before “the two meetings”
is to increase people’s income to ease the pressure.

Analysts believe, it is related to the current protests.
The relief should reach the bottom of society
to really “maintain stability”.

It has been 3 years. My family has no fixed income.
I need to pay for my kid’s college education.
I still owe the tuition fee. There is no way out.
I see that some officials have 7 or 8 houses.
Some have a dozen houses and luxury cars.

According to Chinese military sources,
the military will have a pay increase from 5% to 40%.
For non-commissioned officers, the increase is 40%.
On average, officers will get 1000 yuan increase.
Different corpses will receive different wage increase.
The army receives the minimum increase;
the Navy and Air Force have larger increases;
Second Artillery Corps receives the largest increase.
There will be an increase every two years in the future.

National Defense University’s retired scholar Xin Ziling
believes that the substantial pay increase at this time
is due to the current situation and the stability needs.

Some Twitter users compared anti-unrest measures.
Syria spent USD 250 million on low-income families.
Jordan will invest 500 million to improve living standards.
Kuwait will spend USD 4 billion to reduce prices.
Morocco has promised in-depth reforms.
Iraq is proposing legislation to reduce officials’ wages.
China’s government responded by increasing
military forces’ pay.

While the troops receive salary increase, on March 2,
the “demobilized" military veterans, who are
considered as factors of instability, received warnings.

Xi’an-based demobilized cadre Li Zhiqiang:
This afternoon, my work unit told me not to
participate in veterans rights protection activities.

Xin Ziling believes, the authorities will introduce
some measures to improve people’s livelihood,
for it’s critical to whether the CCP can continue
with its rule.
