【禁闻】北京“限购房” 网路热卖户口

【新唐人2011年3月2日讯】北京的“房产限购”政策出台后,北京户口又成了新宠,《淘宝》网上都在热卖北京户口。一些专家分析认为,北京的限购政策不能解决房价飙涨的根本问题,是特权思维的再现,政策也明显违反宪法。

大陆各地政府为了所谓的调控房价,不断出台新政策。不久前的北京,出台了被称为全国最严的“限购”,也就是规定:非北京户籍居民购房必须在当地纳税或缴纳社保5年以上!

不过,上有政策,下有对策。限购令下,《淘宝网》都叫卖起了北京户口;还有人刻意假离婚、假结婚、假社保等,五花八门。

北京市民马先生:“房子问题牵扯国计民生的问题,是个大事,政府不把这个问题解决了,国家就不好办了。”

但《信息时报》报导说,“限购令”只是让一线城市的房地产成交量萎缩了,并没有从根本上影响到房价。一线城市的“限购令”,一定程度上成了周边二、三线城市房价升温的“集结号”,结果加剧了高房价扩散蔓延,高房价给一线城市带来的所有问题,在向二三线城市转移。

北京律师刘巍:“政府想利用限购令的方式来抑制房价,来抑制炒房,没有从根本上解决这个问题。比如说户籍、土地问题没有解决,而且北京的限购令是带有歧视性的,由户籍来限制,已经引起很大的争议了。用五年社会保险作为条件,明显不公平,遭到很多人抵制。”

专注于中国和新兴市场国家问题的经济学者郭凯认为,北京的“限购令”,它主要区别了本地人和外地人,让人想起了“特供年代”,把北京户口变成一个新“特供证”,把北京的住房市场变成“新特供市场”。过去利用户籍制度,限制人口流动,把人拴在户籍所在地。户口本身就是一个“特供证”。这种不公平,现在又被人为的加强了。

而《华尔街日报》则报导说,由于中共政府垄断土地供应,以及开发商和中介机构垄断信息,中国的房地产市场已经不像个“市场”。北京等地推出的“限购令”,更像是“不相信市场”、“不欢迎市场”。从北京相继出台的“限购车”和“限购房”政策,让人不得不怀疑“计划经济”思维在死灰复燃。

中国政法大学公共决策研究中心副主任王振宇律师,向国务院法制办发了审查建议书。王振宇认为:以“户籍”为标准将人群加以区分,分别予以授权和准入,是行政调控的下下之策,且已到了违宪程度,构成了户籍歧视。

before they can purchase a home in Beijing!

As always, there are countermeasures to all policies.
The taobao site is selling Beijing residence permits.
Other tricks include false divorce, fake marriages,
and fake social security.

Beijing resident Mr. Ma:
Housing is directly related to one’s life. It is a big issue.
If the government does not solve the problem,
There will be problems in the country.

The Information Times reports, the restriction order
reduced purchase volume,
but did not fundamentally affect the housing price.
To a certain extent, it increased the house price
in nearby cities,
hence intensified the spread of high prices.
Related problems are moving to the second
and third tier cities.

Beijing Lawyer Liu Wei: “The government wanted to
control housing prices by restriction policy
and curb real estate speculations.
This is no fundamental solution to the problem.”
The issues of household registration and land
are still not resolved.
Beijing’s restriction policy is discriminatory,
limiting home purchase on residence.
It has caused great controversy.
It also uses the imbalanced social insurance
as a condition. It is obviously not fair.
Many people resist it."

Economist Guo Kai thinks Beijing’s restriction order
discriminate locals and outsiders.
It is like the period of “privileged provision."
This time, the Beijing residence permit becomes
the “Privileged Purchase Card.”
The houses become privileged goods.
In the past, the household registration system limited
population mobility.
People had to stay in their hometowns.
The system itself is like a “Privileged Purchase Card,”
which is now being artificially overvalued.

Wall Street Journal reports, China’s real-estate
market is not a real market any more,
due to CCP’s monopoly of land,
and developers and agents’ control of information.
The restriction orders in Beijing and other cities shows
“no trust of the market” or “welcome of the market.”
The restriction orders on cars and houses make one
suspect the resurgence of a planned economy.

Wang Zhenyu, deputy director of Public Policy
Research Center at Univ. of Political Science and Law
sent a review proposal to State Council Legislative
Affairs Office. He thinks, to distinguish and authorize
people based on ‘residence’ is a very bad strategy
for administrative control.
It is discrimination and against the constitution.
