【新唐人2014年09月06日訊】中國紅十字會總會日前召開大會，宣佈62歲的趙白鴿不再擔任紅十字會黨組書記，和常務副會長職務。趙白鴿卸任的消息，引發民眾熱烈討論。從2011年「郭美美事件」後就醜聞頻傳的紅會，又一次被推向輿論漩渦。
2號下午，「中國紅十字會」官網發佈消息稱，中國紅十字會總會日前召開幹部大會，會議宣佈，趙白鴿卸任紅十字會黨組書記、常務副會長職務。紅十字會黨組書記改由國家衛生計生委副主任徐科接任，並提名徐科為紅十字會常務副會長人選。
一位知情人士向《第一財經日報》表示，趙白鴿離任是基於綜合性因素做出的決定，但年齡是最重要的原因。
現年62歲的趙白鴿，在2011年9月出任紅會常務副會長。在她上任之前幾個月，著名的「郭美美事件」爆發，使紅會面臨前所未有的公信力危機。據了解，過去3年來趙白鴿試圖挽救紅會的聲譽，她也因此被網友戲稱為「滅火隊長」。
不過，趙白鴿所做的種種努力，在外界看來，成效似乎不明顯，在她的任內除了郭美美事件的餘波仍在發酵外，紅會還爆發了多起醜聞。
去年4月28號，趙白鴿在紅會就「蘆山地震」舉行的例行發佈會上立下「軍令狀」，她承諾，如果2到3年仍扭轉不了「黑十字會」的印象，會自動請求辭職。
然而就在趙白鴿立軍令狀的前一天，100多位藝術家向汶川地震定向捐助的8470萬善款被更改用途的消息曝光。據了解，這還是藝術家追問8000多萬汶川善款去向，紅會做的緊急回應。
自由職業畫家王鵬：「原來的時候都以為紅十字會是一個公道、公正的，是一個對災區、對弱勢群體做一些幫助的。從這段時間還有上次郭美美事件之後，發現紅會是一個貪污、挪用公款，是一個很黑的窩點。認為自己捐的善款，沒有到達需要這些善款的這些人手裡面，使大家想幫助人的這顆心都已經不相信它了，可以說絕望了。」
2011年11月，廣東佛山市南海區紅十字會醫院，發生初生嬰兒被當作死嬰，棄置在洗手間的醫療事件。隨後，南海區紅十字會、佛山市紅十字會，都說事件與自己無關，並立刻提請上級，取消醫院「紅十字會」冠名，廣東省紅十字會批覆同意。
2011年10月，媒體質疑，日方信託給中國紅會的「花岡和平友好基金」去向不明。紅會則回應，已接受國家審計署的審計，不存在扣留2.5億日元的情況。不過，去年6月一北京市民發現，審計署並沒有就這個項目進行過專門審計。
王鵬：「這是中國的體製造成的，因為中國現在的這種體制，這種專制極權，在任何一個集團裡邊，或者單位裡邊，都會出現這種貪污腐化的行為，因為它給這些人留了很多的空子。」
今年8月，有媒體披露，中共當局斥資上億元人民幣興建的救災物資倉庫，被紅十字總會通過兩份「陰陽合同」，並利用「以捐代租」方式，以遠低於每年450萬元市場價的90萬元價格，出租給具「紅色文化基金」背景的企業。
消息曝光後趙白鴿回應說，出租倉庫是「為了解決經費不足，要掙錢養活員工」，但有民眾質疑，倉庫為甚麼低價出租？是否存在利益輸送？
前武漢《中國》雜誌社記者劉逸明：「中國的紅十字會並不獨立，雖然它自稱為非政府組織，實際上紅十字會就是一個官方組織，它的負責人都是由官方任命的，0247沒有公開、沒有透明只能說明一個問題，那就是紅十字會存在嚴重的腐敗情況。」
不少大陸網友對趙白鴿的去職發表評論。不過，大部分評論是負面的。有網友調侃說：「紅會在國民心目中的地位跌到如此地步，與趙阿姨的努力工作是分不開的。」
前武漢《中國》雜誌社記者劉逸明指出，中國的稅賦指數是世上最高的，中共當局有能力對任何天災人禍進行救濟，中國完全不需要紅十字會這樣一個組織。
Head of China’s Red Cross Steps Down,
Causing Widespread Discussion Among Netizens
China’s Red Cross headquarters recently held a meeting
and announced that 62-year-old Zhao Baige no longer serves
as its party secretary and standing vice chairman.
The news has triggered heated discussions among people.
China’s Red Cross has been caught in scandal after scandal
since the “Guo Meimei Incident" in 2011.
Now the organization is is again a topic of public discussion.
In the afternoon of Sept. 2, the official website of
the Red Cross Society of China (RCSC) announced that,
after a recently held meeting, the RCSC’s party secretary
and standing vice chairman Zhao Baige has left his post.
State Family Planning Commission deputy director Xu Ke
will take Zhao’s place as the RCSC’s party secretary and
is a nominated candidate for the standing vice chairman.
A person with inside information told China-based
First Financial Daily that Zhao’s departure is based on
many factors, but age is the most important reason.
Sixty-two-year-old Zhao became the RCSC’s standing
vice chairman in September 2011, a few months after
the famous “Guo Meimei Incident" that caused
an unprecedented credibility crisis for China’s Red Cross.
It is understood that in the past three years,
Zhao has tried to save the reputation of the RCSC, and was
thus given a nick name as the “Fire Fighting Captain."
However, Zhao’s efforts to clear the RCSC’s name
didn’t see much results.
During her tenure, several other scandals took place
in the aftermath of the “Guo Meimei Incident."
On Apr. 28, 2013, Zhao made a vow at a RCSC press
conference for the Lushan Earthquake,
promising that she would resign if she couldn’t improve
the RCSC’s blackened image in two to three years.
However, just one day before her statement,
it was exposed that the donations from more than 100 artists
for the Weichuan Earthquake were used for other purposes.
It’s believed that this was the RCSC’s urgent response to artists
asking where the over 80 million yuan in donations went.
Wang Peng, freelance painter: “We all used to think of RCSC
as a fair, impartial organization that helps disaster victims.
From recent events and the Guo Meimei incident, we found
out the RCSC is a dark den of corruption and embezzlement.
Donations for good deeds end up with these kind of people,
and so many people who wish to help no longer trust it,
and you could say they’ve lost hope."
In November 2011, a medical incident happened in the Nanhai
District Red Cross Hospital of Foshan City, Guangdong,
where a new-born girl was treated as a dead baby
and abandoned in the restroom.
Subsequently, the Red Cross Societies of Nanhai District and
Foshan City both said they had no involvement in this.
They then appealed to their superiors to have the name
“Red Cross" removed from the hospital’s name.
The request was approved by the Guangdong Province
Red Cross Society.
In October 2011, media questioned the whereabouts of
the “Hanaoka Peace and Friendship Fund" from Japan.
The RCSC said that it went through auditing conducted by
the National Audit Commission and that it didn’t withhold
the 250 million Japanese yen ($2.37 million).
However, a Beijing resident found out in June 2013 that
the National Audit Commission didn’t actually organize
any audit specific to this incident.
Wang Peng: “This is caused by China’s political system.
China’s current totalitarian system makes corruption
possible inside any group or work unit.
It gives these people a lot of loopholes."
In August 2014, there were reports that a relief supplies
warehouse worth over 100 million yuan ($16.3 million)
was contracted by the RCSC to businesses affiliated with
the “Red Culture Fund" for 900,000 yuan per year, a price
much lower than the 4.5 million yuan per year market price.
After the news was exposed, Zhao responded that
the warehouse was rented out “to solve the issue of
shortage of funds and earn money to pay staff."
But people questioned why the warehouse was rented out
cheap, and whether there was a transfer of benefits.
Liu Yiming, former China magazine reporter in Wuhan City:
“The RCSC isn’t independent, although it claims NGO status.
The RCSC is in fact a government organization.
People in charge of it are appointed by government officials.
Without transparency, it simply causes serious corruption."
Many Chinese netizens commented on Zhao’s departure.
However, most comments were negative.
Some netizens joked: “The RCSC’s image in China fell to
such an extent due to the hard work of Auntie Zhao."

Liu says that with China’s tax index being the highest
in the world, the Chinese Communist Party (CCP) authorities
have the ability to carry out relief against any natural disaster.
Thus, China doesn’t need an organization such as the RCSC.
