【新唐人2012年8月10日訊】遼寧省瀋陽市當局以「打假」的名義對商戶進行重罰，引發眾怒，導致瀋陽全城罷市，有關部門連續發消息進行闢謠。批評者質問：謠言傳了快1個月了，政府早幹嘛去了？評論認為，瀋陽罷市風波使中共當局的維穩體制疲態盡顯，也暴露出中共在財政吃緊下，不惜橫徵暴斂。
瀋陽當局為明年全運會的經費補缺口，以「打假」為名，大肆斂財，眾商戶不堪重罰紛紛關門罷市，出現「滿城儘是捲簾門」，「比春節還要冷清」的街景。大陸各大微博、論壇等網路空間紛紛議論著瀋陽市面上的「大蕭條」。
7號，瀋陽市有關部門聲稱，相關部門除正常管理工作外，並未採取集中整治行動，更沒採取高額罰款措施。
瀋陽市委宣傳部在新浪開設的官方微博連發兩條微博，說商戶關門歇業事件是受社會傳言影響。
8號，瀋陽工商局再度「闢謠」，說「打假」是為了迎接明年全運會，公安局牽頭，工商局配合，達到一定額度，「說公安可以拘留人，所以現在就造成這種情況」。
瀋陽相關部門自相矛盾的闢謠方式不但引發了網民的痛批，也讓當地商戶感到憤怒。
在五愛街商鋪打工的小美表示，執法隊7月份就開始罰款抓人，現在說是謠言，早幹嘛去了？如果他們沒有罰款，有可能成千上萬家店舖都嚇得關門罷市嗎？
五愛街商鋪工作人員小美：「前天7號的時候，廣播說，有人煽動造謠，要求儘快恢復營業，不能營業的就說明原因，嚇得大家都開門了，隔壁那個賣五金的外地人，在網上說他被罰了10幾萬的事，然後昨天（8號）就被警察抓走了。」
瀋陽商戶告訴《新唐人》，聯合執法者走到哪兒罰到哪兒，對商戶百般刁難，三證俱全要五證，五證齊了要八證，總之就是罰款，沒錢就抓。
「權利運動」組織負責人胡軍指出：瀋陽當局不顧一切的對商戶進行懲罰性的大規模搶錢，暴露出了當局財政出現了大問題。
「權利運動」負責人胡軍：「以前經濟是靠房地產刺激，政府主導型的一種方式能夠往前運行，現在來說房地產發生問題以後，財政吃緊，他會加強對平民百姓的掠奪，這時矛盾就會被激化出來，就發生老百姓開始說話了。」
實際上除了瀋陽之外，前段時間江蘇省無錫有政府部門發不出工資；山東有政府部門賣公車增加財政收入，還有薄熙來案揭開的重慶幾千億的地方債務，這些都反映了中共當局財政吃緊。
胡軍認為，「維穩費用」的攀升，中共各地官員不斷搜刮民脂民膏做「政績工程」，將導致中共走向解體。
胡軍：「我們看到的罷市話，以後再往下推還會更加劇烈，244我們現在看到的是商戶的，下面看到的肯定是工廠的工人，工廠將會停工，將會更多人的走上街頭，罷工之類的，很快都會發生，為甚麼會出現這個問題？因為中共本身它這個體制就是一種掠奪式的經濟體系。」
北京師範大學MBA導師，經濟專欄作家、經濟學學者段紹譯指出，目前中共的財政問題，瀋陽僅是一個縮影，各地地方都因財政吃緊，在絞盡腦汁盤剝百姓。
經濟專欄作家段紹譯：「縣級財政就是很多地方都是負債纍纍，有一點，地級市財政負擔也很重，主要是因為現在這個政府太大了，它的這個開資龐大，使這個按正常的稅收不能滿足他們財政的需要。」
胡軍指出，以後類似瀋陽全城罷工的事件會更多，現在瀋陽當局是怕影響明年舉辦全運會才暫停搶錢，相信它不會停止對老百姓橫徵暴斂。

Shenyang City Government Grabs Money from Local Businesses Suggests Serious Financial Problems
Shenyang city government in Liaoning province
has recently charged local businesses with heavy fines.
The fines were claimed to be
“cracking down on counterfeit goods”.
This move outraged the public
and led to a strike throughout the city.
Authorities tried to define this news
as rumors by making several announcements.
Critics have questioned why the government has
not done anything until one month after “rumors” spread.
Commentators said that the incident has not only
revealed the tired condition of the Chinese Communist Party “maintaining stability.”
It also shows the fact that the CCP began to extort excessive
money from Chinese citizens to handle financial difficulties.
To raise funds for the National Games in 2013, Shenyang
government has recklessly charged local businesses
in the name of “cracking down on counterfeit goods”.
Being unable to afford these heavy fines,
a lot of shops were forced to close.
Closed roller shutter doors could
be seen everywhere in the city.
The streets looked more desolate
than on Chinese New Year Eve.
This “recession” phenomenon has been widely discussed
on most online forums and microblogging sites in China.
On August 7, Shenyang government claimed that the
authorities only worked regularly during the last month.
They had never taken measures
to give out a lot of excessive fines.
The Shenyang CCP committee propaganda department
consequently wrote two messages on its official microblog.
It claimed that the incident was triggered
by widespread “rumors” in the city.
However, on August 8, the city’s industry and commerce
department said that
it had cooperated with the Public Security Bureau
in the movement of “cracking down counterfeit goods”, in preparation for the National Games.
If the fine exceeded a critical value,” the business owner
could be arrested, which has led to the current situation”.
Contradictive statements between two governmental
agencies have induced heavy criticism from netizens.
It has outraged local businesses as well.
‘Xiaomei’, an employee at Wu Ai market, said that in July,
law enforcement officers started fining and arresting people.
She questioned why the government
only refuted “rumors” once it was too late.
If there were no excessive fines, why
were thousands of shops forced to close?
‘Xiaomei’:”On August 7, it was announced on the radio
that someone spread rumors to instigate the strikes.
All the shops were required to be open, otherwise
the owner needed to explain the reason they were closed.
After this intimidation, most shops opened again.
In addition, non-local owners of a neighborhood
hardware store were arrested on August 8.
This is because he wrote a post online revealing
that he was charged more than a 100,000 Yuan.”
Some business owners told NTD that law-enforcement
officers charged fines wherever they went.
They purposely embarrassed business
owners by making absurd inspections.
In an example, they asked for 5 licenses if you had 3,
and asked for 8 if you had 5.
In one word, they wanted to charge fines by whatever
means, and arrest owners if there was no money to grab.
Hu Jun, Chairman of the Human
Rights Movement commented.
The Shenyang government tried to grab
money from businesses at all costs.
This suggests serious problems
in its financial budget.
Hu Jun: “Years ago, economic development
mainly depended on the real estate industry.
The government could support this model by its power.
After this model fails to work, the government will try
to extort money from civilians to solve financial problems.
The conflict between the CCP and Chinese people will
intensify and the public will speak out against the CCP.”
Aside from Shenyang, the city government of Wuxi,
Jiangsu Province, failed to pay employees some time ago.
Some governmental agencies in Shandong
had to sell cars to make more money.
Investigation into Bo Xilai’s case also revealed local debts
as much as hundreds of billion of Yuan in Chongqing.
All these facts reflect how critical
the CCP’s financial problems are.
Hu Jun believes that increases in “maintaining stability
expenses” and “image projects” supported by money
exploited from civilians by CCP officials will finally
lead to the CCP’s disintegration.
Hu Jun: “Similar strikes will intensify in the future.
This strike came from the business owners.
Next we will see strikes from workers
and the factories will stop working.
More civilians will make street protests.
This will come very soon. Why should all this happen?
It is because the CCP regime determines that it has
to grab money to sustain its economic system.”
Duan Shaoyi, economics journalist and MBA Advisor
at Beijing Normal University commented.
The incident in Shenyang was only
an snapshot of the bigger picture.
In fact, most local governments are exploiting civilians
by all means to deal with their financial difficulties.
Duan Shaoyi: “Many local governments
are in huge debts at the county-level.
The financial burden over city-level governments is also
very heavy because of the magnitude of overstaffing.
Expenses are too large to be supported
by regular income from tax.”
Hu Jun further remarks that more strikes
similar to this one could break out.
Although the Shenyang government temporarily
suspended fines to avoid negative effects
on the forthcoming National Games,
it will never really stop extorting money from civilians.
