【禁聞】官媒再炒中醫 熱評:政策改變前奏

【新唐人2012年6月5日訊】近來,甘肅省衛生廳網站關於「打通任督二脈」的消息引發外界熱烈討論,中共官方除了肯定回應外,主要官媒《新華網》和《人民網》6月4號再次重點轉載了相關報導。有評論認為,這可能是中共高層對「法輪功政策」將有所轉變,所做的鋪墊。

上個世紀80年代初,中國出現了氣功高潮,同時也出現了各種特異功能現象。其中流傳盛廣的就是法輪功,也稱為法輪大法。但是,中共黨魁江澤民自從99年7.20以來,將消滅法輪功作為頭等大事,其他氣功也被一併封鎖。13年來,氣功在中國成為禁區。

不過,5月下旬,大陸卻罕見的出現了「打通任督二脈」事件,外界認為這是中共高層中,有人突破禁區再度宣傳氣功。

事件繼續發酵。6月4號,《新京報》發表了「甘肅衛生廳推廣中醫調查:吃中藥可100%報銷」的報導。報導中提到在門診吃中藥、使用針灸、拔火罐等療法,可以100%報銷。

而當天,中共嚴格掌控的兩大主要官媒《新華網》和《人民網》,分別在顯要位置全文轉載了《新京報》的這篇報導。

同一天,《齊魯晚報》也發表了「甘肅衛生廳長:中醫藥太弱勢只有強力推廣」的文章。新浪網、新民網等其他大陸網站也進行了轉載。

原《河北人民廣播電臺》編輯朱欣欣認為,中共當局對氣功和中醫的態度有所鬆動,顯示背後有中共高層的力量在推動。

朱欣欣:「每次在要做甚麼事情的時候,它首先要造輿論讓社會有一定的準備,為它做進一步的行動做好鋪墊,一貫如此。這也說明瞭高層肯定是有一部份人,對這個事情還是支持的態度,所以說,他要高調的要出面來報導這個事情,就說明肯定是有高層的某些人在這方面給予肯定。」

美國「南加州大學」公共政策博士葉科認為,只要一提起氣功,人們就會想到法輪功,因為法輪功在被鎮壓之前吸引了七千萬到一億的煉功人。而在中共這麼多年的迫害和禁閉下,如果當局直接改變政策可能會有一定難度。

葉科:「如果社會上突然對這個氣功、對這些修鍊都認為是非常負面的看法的話,他突然這樣轉變一個政策,對他們來說就會有一定的難度,或者說特別的突兀。」

因此,葉科認為,現在中共當局如此罕見的進行高調報導,可能是一個改變法輪功政策的風向標。

葉科:「現在其實在官方媒體上就等於為氣功和這種傳統文化,進行了某種程度上的一個證明。那麼這麼一個證明的話,我自己理解它很可能為以後對法輪功這樣一個政策的改變做某種鋪墊 中共高層的某些人可能在進行一定程度上的一個放風,對社會輿論進行一個觀測。這是我認為的這樣一種非常可能的做法。」

在此之前北京有消息指稱,中共總理溫家寶等人不願意為江迫害法輪功所造成的大量血債揹黑鍋,想切割和血債派的關係,因此周永康問題解決之後,下一步就是為蒙冤的法輪功正名。

有評論說,中宣部不會不清楚「任督二脈」這個詞的敏感程度,但是媒體相關文章非但沒有被和諧掉,反而被廣泛轉載,衛生部又出來力挺此事,這就不能不讓人們浮想聯翩了。

在任督二脈事件後,5月25號甘肅省衛生廳長劉維忠在微博中聲稱,願意犧牲自己的政治前途,換來甘肅中醫的發展。

A Prelude to Change? Authorities Advocate Chinese Medicine

Recently, Gansu Provincial Health Department introduced on
website its efforts to promote qigong exercise among its workers.
This report triggered heated discussion.

Chinese authorities openly recognized this activity,
with detailed reports on Xinhua News and People website.
Some critics believe that CCP leaders will change its policy
against Falun Gong. This event is a prelude.

Qigong exercise prevailed in China from 1980s, the most
popular of which was Falun Gong, also known as Falun Dafa.
However, since July 20, 1999, Chinese former Chairman Jiang Zemin
initiated a nation-wide persecution of Falun Gong.
In past 13 years, persecuting Falun Gong has become the most
important task of the CCP, other qigong practices are also banned.

In late May, however, Mainland China saw reports on qigong
exercise in Gansu.
Many believe that some CCP leaders are trying to break the
taboos against qigong.

Reports on Gansu qigong exercise have continued.
June 4, Beijing News published an article titled,
“Gansu Health Department Promotes Chinese Medicine
by Providing 100% Reimbursement.”
The report says that traditional Chinese medicine,
acupuncture, cupping and other therapies have been included in health insurance.

The two CCP’s major official media Xinhua and Renmin,
had reproduced this report in a prominent position on that day.

Same day, Qilu Evening Post published an article titled “Gansu Health Minister Advocates Chinese Medicine to Stop Ageing,” which was widely cited online.

Zhu Xinxin, former editor at People’s Radio Station of Hebei
believes that Chinese authorities have directed the current promotion of Qigong.

Zhu Xinxin: “Whenever they (CCP) issue new policies,
they will first promote public awareness for preparation.
There must be some CCP leaders who support qigong practice,
as indicated by the open reports on Gansu qigong exercise.”

Ye Ke, Dr. of public policy at Southern California University
says, mentioning qigong, people will automatically think of Falun Gong,
which quickly attracted 70-100 million practitioners
before the CCP’s national suppression.
CCP faces difficulties in changing its
decade-long policy of persecution.

Ye Ke: “CCP has been propagating a negative image of
qigong among Chinese society.
If it suddenly changes its attitude,
the CCP will face difficulty.”

Ye Ke believes that Chinese authorities’ high-profile
advocating of qigong might indicate changes in the policy against Falun gong.

Ye Ke: “Chinese official media have now openly
recognized qigong and other traditional culture.
I take it to be a prelude to CCP’s changes in its policy
against Falun gong.
This might be a test by some CCP leaders to see the response
of public opinion. I believe this is quite probable.”

Previous news said that Chinese prime minister Wen Jiabao
and other officials refuse to shoulder the responsibility of persecuting Falun Gong,
which was carried out by the Jiang faction.

To vindicate themselves of the crime, Wen and other officials
will deal with the persecution of Falun Gong immediately after they get rid of Zhou Yongkang.

Some critics said the Central Department of Propaganda
must be fully aware of the connotations of Gansu’s promotion of qigong.
However, reports on these activities have been
widely circulated instead of deleted.
Now officials in the Ministry of Health have openly supported it,
giving rise to widespread speculation about the CCP’s policies.

May 25, right after Gansu’s reports on qigong exercise,
Gansu Provincial Health Minister said on his twitters that
he is willing to sacrifice his political career for
the development of Chinese medicine.
