【禁闻】新浪遇“牌照门” 再陷“关闭门”

【新唐人2011年9月23日讯】本周一,一则“新浪微博未获牌照”的传言在网上流传,致使新浪股价在21号重挫,跌幅高达16.96%。21号早上,新浪官方通过微博辟谣,声称这种说法纯属谣言。不过,身陷“牌照门”的新浪微博前景如何,是否会被关闭,受到各方的关注。

本周,新浪等中国互联网公司股价遭遇了“黑色星期二”。 9月21号,美股开盘后,新浪盘中跳水,收盘重挫15.17%,一夜之间缩水超过10亿美元。

不过,当天“新浪”并非孤例。“搜狐”(SOHU.NASDAQ)下跌5.6%,“百度”(BIDU.NASDAQ)股价下跌3.9%。而以微博业务为主要增长点的“新浪”带头下跌,还是引起各方猜疑。

《第一财经日报》透露,9月21号零点,英国《路透社》摄影记者宋扬发微博说:“微博要完了,一共四个微博牌照,两个政府的,“人民”和“新华”,两个商用牌照,且必须实名制。据说“新浪”不在此列,要被做空。诸位珍重!”

新浪马上在21号进行了辟谣、否定。

9月初,中共北京市委书记刘淇视察了“新浪公司”,声称要杜绝所谓的“虚假有害信息”,要求积极传播社会主义核心价值体系和先进文化。

据报导,“新浪”已经成立了10人“微博辟谣小组”, 针对所谓的虚假信息进行监控,查证和辟谣工作。

谢文(前雅虎中国总经理):“第一个我不觉得一个公共平台有责任去鉴别什么是谣言、什么是真话,那是大家说话的地方,谁说话,自己负责就是了。谁要有危害社会造成的损失,可以通过法律起诉嘛。你实际上让一个民营公司去鉴别,什么叫谣言,怎么弄,这实际是不可能的。不可能完成任务,非常有可能就是把微博的生命力给损伤了。”

《央视》早前在新闻节目中质问:“微博的底线在哪里?”,当时就有网友认为,《央视》在释放某种审查的信息和预告。

中国互联网中目前存在的牌照有新闻牌照、视频牌照、ICP牌照、ISP牌照等等。但并没有法律规定微博运营要发放牌照。

“互联网实验室”创始人之一、《博客网》总编辑王俊秀认为,新浪不可能被关闭,但是当局会加强管理。

而曾任“雅虎中国”总经理、《和讯网》CEO,以及“互联网实验室”总经理的谢文认为,尽管当局对微博的监管一直很严格,但微博使百姓有了表达意见的管道,对社会的前进是有推动作用的。

谢文:“指出问题啊,发发牢骚啊,你也知道老百姓究竟对什么意见大,你也可以改变嘛。我觉得总体上肯定是好处大于坏处。是不是有造谣的,是不是有谋取商业利益的,肯定有,但你现实社会不也一样嘛,也有啊,并不是有了微博产生什么新问题,只是把社会里面原来存在的问题搬到了互联网而已。”

《金融投资报》引述分析人士的看法认为,新浪股价狂跌,已经体现了市场对于“新浪微博”未来的最大担忧,恐怕将会遭遇当局政策的严厉监管,而丧失大批用户。

Sina Has No License?

On Monday, a rumor circulated online that
Sina micro blog did not have a license,
resulting in Sina shares tumbling on September 21,
declining up 16.96%. In the morning of September 21,
Sina officials clarified on the micro blog, claiming this
statement to be just a rumor.
What’s the future of Sina micro blog?
Will it be closed down?

Sina and other Chinese internet companies’ stocks suffered
a “Black Tuesday.”
On September 21, Sina stocks dived, closing at 15.17%
declination, shrinking over $1 billion overnight.

Sina was not an isolated case. Sohu (SOHU.NASDAQ)
fell 5.6%. Baidu (BIDU.NASDAQ) fell 3.9%.
Sina’s main growth is in the micro blog,
its stock fell all because of people’s suspicion.

First Financial Daily revealed at 12:00 am on September 21,
that Reuters photographer Song Yangfa
wrote on his micro blog: “Micro blogs are about to finish.
There will only be four micro blog licenses,
two government ones, ‘People’ and ‘Xinhua,’ and two
commercial ones, but now one must register with a real name.
It is said that Sina will not be listed, and will be closed."

Sina quickly responded that same day,
claiming it was just a rumor.

Early September, the Chinese Communist Party (CCP)
Secretary in Beijing, Liu Qi, inspected the Sina company,
stating his aim to eliminate “false and harmful information,”
and claiming to be actively spreading the ‘socialist core
value system’ and ‘advanced culture.’

Sina has established a ten-people group to monitor
for false information, verifying and clarifying.

Xie Wen (former Yahoo China General Manager):
“I do not think a public platform has the responsibilities
to verify rumors from truth. It’s a place where everyone
can speak. Speakers should be responsible for their words.
If anyone endangered society and caused losses,
you can sue him/her.
You (CCP) actually make a private company to go
identify the rumors, which is impossible.
It is very likely to harm the vitality of micro blogs too.”

CCTV questioned earlier on its news programs:
“What is the bottom line for micro blogging?"
Some netizens said it was CCTV releasing certain review
information, and giving an early notice.

China internet-existing licenses include news license,
video license, ICP license, and ISP license.
No laws required issuing licenses
for micro blogging operators.

Wang Junxiu, an Internet Laboratory founder and an editor
of Blog Network believes that Sina will not be closed down,
but that authorities will tighten its management.

Xie Wen, former Yahoo China general manager, Hexun
Network CEO, and Internet Laboratory general manager,
believes that although authorities’ regulations
on micro blogging had been very strict,
micro blogging made people find a way to express themselves,
which will push society forward.

Xie Wen: “When people point problems, complains, you
(CCP) can know what people exactly aren’t satisfied with.
You (CCP) can change then. Is there a rumor that you
(CCP) seek commercial benefits in this? There surely is.
The real society is the same, the rumors also exist,
it is not a problem caused by micro blogging.
People just bring the social problems to the micro blogs."

Financial Investment Newspaper quoted analysts views that
Sina shares had plunged, which embodies market concerns
for Sina’s micro blogging future. People fear authorities will
supervise it more stringently, thus Sina may lose many users.
