【禁闻】评论:中国高铁“大跃进”

【新唐人2011年7月30日讯】中国高速铁路为争世界第一,所谓“大干快上”只用了短短五年,而这条“超英赶美”的高速铁路,却是在技术并不成熟的情况下开通的。有评论认为,中共官员这种“大跃进”思维,注定了高铁铁轨下面即将到来的白骨累累!而且是拿着老百姓的生命去换取中共的政绩与国际面子。

花了数万亿制造的中国高铁,竟然是弱不禁风的“林黛玉”。京沪高铁6月开通后,五天内发生六起严重故障,7月23号温州又发生灾难性的动车追尾事故,死伤两百多人,有和铁道系统做生意的网友透露,以中国现在的高铁技术和管理现状,中国高铁每年运行的代价是 300—400具尸体。

广东《南方都市报》的社论写道:“在事故之前,中国高铁的‘大跃进’早已遭受了强烈的质疑,但回应质疑的除了蛮横的强力打压,给质疑者贴上非技术性的标签,就只剩下了虚骄和傲慢。”

《扬子晚报》7月27号报导,一直担任“温州动车事故”死难者家属代表的杨峰,证实受到压力,表示如果他再坚持(要真相),将“失去第六个亲人”,因此,对于开始保持沉默他表示歉意。杨峰在这次“动车追尾事故”中痛失5位亲人。据报导,他与有关官员会面后,态度发生180度大转变,拒绝再接受采访。

台湾“中央研究院”经济研究员孙明德主任向《新唐人》表示,基础建设等重大工程,必须详细评估,尤其是复杂的高铁技术。

孙明德(台湾“中央研究院”经济研究员):“但是因为他们很急着想把这个投资把它落实,所以在评估过程中可能就人为的把它缩短了,或者是把它省略掉。这就造成他们很多的公共建设现在都处于不安全的状态。”

“中国,就是一列在雷雨中狂奔的动车”作者徐先智写道:别人的一条高铁建设周期需要6-7年,其中地基自然沉降至少需要2-3年,而我国高铁一年便建成通车了。

香港《明报》的社论表示:“从京沪高铁开通运营后暴露出的问题来看,既有大型综合工程项目建成之初磨合期都会面临的通病,也有好大喜功、急功近利和不重质量、忽视细节、重建设轻管理等中国特色弊端。”

“美国对华援助协会”会长傅希秋表示,中国高铁也具有“腐败世界第一”特色。

傅希秋(“美国对华援助协会”会长):“因为他们花的是纳税人的钱、腐败也是纳税人的钱、然后呢,损害的也是纳税人。羊毛出在羊身上,如果钱被贪污了,那当然就出现安全的隐患。我看(中共当局)没有什么任何的想改善的迹象,并且还打击民意。而官员呢,可以坐飞机、他们有自己的专车、专列。”

《明报》社论说:“我们冀望中国在建的高铁专案以及包括大客机研制、南水北调等大型公共工程引以为戒﹕应该汲取形形色色‘大跃进’的惨痛教训。

而傅希秋牧师也给予了中共忠告。

傅希秋:“我的忠告就是说,悬崖勒马!以民众的安全、生命作为最大的责任。我相信这个事情敲响了(中共)警钟。”

Chinese Rail’s “Great Leap Forward”

To become the world’s number one,

the Chinese high-speed rail’s “Great Leap Forward”
only took five short years.
However, its operation started without
its technology being matured.
Some commentators believe that

the Chinese Communist Party (CCP) officials’ mentality of
“Great Leap Forward” destined the passengers’ deaths.
They use the lives of citizens in exchange for
the CCP’s political achievement and international recognition.

The Chinese high-speed railway cost RMB trillions
to build, but it is extremely fragile.
After the Beijing-Shanghai high-speed rail opened in June,
six major incidents took place within five days.
The disastrous collision on July 23
caused over 200 casualties.
Netizens that conduct business with the railway system
revealed that with the current technology and management,
China’s high-speed rail operates
at the price of 300-400 deaths per year.

Guangdong’s Southern Metropolitan Daily editorial said,

“Even before the accident, the high-speed rail’s
‘great leap forward’ was strongly doubted.
However, the doubts were responded
with intense suppression.

Yangzi Evening News reported on July 27,

the Wenzhou high-speed rail accident victims’ families’
representative Yang Feng confirmed that he was pressured.
He said that he was threatened that

if he insisted (on finding the truth),
he would “lose his sixth family member.”
For this reason,
he apologized for being silent at the beginning.
Yang Feng lost five family members in this accident.

However, after meeting with some CCP officials,
his attitude changed dramatically and he refused interviews.

Taiwan’s Academia Sinica’s economics researcher
Sun Mingde told NTD that
major infrastructure projects must be carefully assessed,
especially the complex high-speed rail technology.

Sun Mingde: However, because they were anxious
to make their construction project start operation,
so the assessment process was shortened or omitted.

This caused many of their pubic constructions
to be in a unsafe state.

Xu Xianzhi, author of the book
“China: a High-Speed Rail Madly Rushing in Thunderstorm”,
“Others spend 6-7 years constructing a high-speed rail.
The foundation needs at least 2-3 years to settlement.
However, Chinese-built high-speed rail
would start operation within one year.

Editorial of Hong Kong’s Ming Pao wrote,

Issues after the rail started operation revealed
the common problems of initial operation of complex projects.
However, there were also problems
of Chinese characteristics,
such as unrealistic ambition, negligence of quality,
omission of details and insufficient management.

The director of China Aid Association Bob Fu said,

Chinese high-speed rail also has the characteristic of
“the world’s number one corruption.”

Bob Fu: Because they are spending taxpayers’ money,
embezzling taxpayers’ money and damaging the taxpayers.
When the money is embezzled,
safety hazards become a obvious result.
I see no sign of (the authorities’) improvement.
They are still suppressing the public opinion.
The officials can take the plane;
they have their private cars and private trains.

“Ming Pao” Editorial: We hope that the construction and
development of major public works, such as the
high-speed rail, dams, passenger aircrafts can learn
from the painful lessons of the “great leap forward.”

Pastor Bob Fu also gave this advice to the CCP.

Bob Fu: My advice is, to stop before it’s too late!

Take the public safety and people’s lives
as the biggest responsibility.
I believe this incident sounded the alarm for the CCP.
