【禁闻】访民看中共两会的所谓“幸福感”

【新唐人2011年3月9日讯】今年大陆的两会中,“幸福感”成为最热的名词之一。很多在人大会堂里的代表都提到了要提升人民群众的幸福感。那么,人大会堂门外的中国老百姓是否也感受到了这种幸福感?他们的财产、权利,以致生命是否得到保障?请看报导。

两会前夕,中共总理温家宝就这样描述“幸福”——让人们生活得舒心、安心、放心,对未来有信心。两会中,代表们的议案、提案很多也围绕着民生问题,要增加全民的“幸福感”。

高丽萍是吉林白城人,因自家计程车被政府强行扣押并严重损坏,已上访20年了。今年两会期间,高丽萍领着孩子和丈夫来北京上访。被警察拦下来后,警察开车带着他们,2个多小时后把他们扔在偏僻的郊外。

受访者高丽萍:“我说我们打车回城里住去,我刚一上去腿还没等拿上去呢,我们市公安局和政府的就把人家给撵走了。最后给我甩出来了。现在我在医院住呢,尾骨骨折和这一条腿现在肿了,不敢动弹。”

在两会开幕前,北京全城戒严,到处出现大量的警察和武警,还有更多的便衣。三步一岗,五步一哨,每个地铁出口处,每个公车站都有警察,其中很主要的目标就是抓捕访民。

今年两会期间,原吉林省工人徐凤茹进京申冤。当地官员表示,若抓到她直接送精神病院或劳教所迫害,徐凤茹因此上访前留下了遗书。徐凤茹因工伤后的待遇、养老金和父亲的私房被政府侵吞未得到补偿等问题,多年上访,多次遭到警员和截访人员的毒打。徐凤茹说:“把我打得脑袋、鼻内有血块,大小便失禁。”

两会前,有一千多上海访民千里迢迢赶来北京,他们分别在3月4号、5号、6号向两会提交了《一个中国公民合法的维权提案》。

上海访民王扣玛因上海闸北区当局作伪证,将他的母亲迫害关押致死,他进京申冤被劳教一年半,在劳教所里被打成终生残疾。他对政府做伪证提出质疑,并写进《一个中国公民合法的维权提案》里。

上海访民王扣玛:“公权力做伪证,无人追究、无人追查。我们老百姓如果举证举了100件,都没用。他们只要一个伪证、一个公章,就可以改变我们老百姓的命运,可以剥夺我们的财产和生命。”

来自东北的宋玉洁因为自己的住房被当地政府暴力强拆而申诉多年,今年两会期间,宋玉洁在北京上访,看到信访办连登记的手续都取消了,直接让地方截访人员把访民抓回去。她感到被逼到绝路了。

宋玉洁:“老百姓一点生存的路没有了,到处都是贪官。开会根本就不是开会,就给他们一天到晚联系关系的。真愁死了。”

目前已知,仅3月5号就有300多名上海访民被抓、被遣送回去,面临着劳教。不知两会的代表们所提到的幸福感是否包括他们?

“Feeling of Happiness” Is Different Inside and Outside the Two Meetings

During the Two Meetings in China,
“feeling of happiness" became one of the hot terms.
Many NPC representatives have mentioned
the need to enhance people’s happiness.
Do Chinese people outside the conference
feel happiness at all?
Are their properties, rights, and lives protected?
Let’s take a look.

Before the Two Meetings, Premier Wen Jiabao
described “happiness” as people living comfortably,
peacefully, with confidence in the future.
There are lots of proposals from representatives
during the Two Meetings on people’s livelihood
and how to improve people’s “feelings of happiness.”

Gao Liping is a citizen of Baicheng, Jilin Province.
She has been petitioning for 20 years,
because her taxi was forcefully taken
and seriously damaged by local authorities.
During the Two Meetings this year,
Gao and her husband went to Beijing to petition,
but were stopped by the police who drove for
two hours before dumping them in the suburbs.

“I said we will take a taxi to go back to the city.
Before I could get on the taxi, the police and officials
from my city ordered the taxi to leave.
I was tossed out. I am still currently hospitalized
with bone fractures. One of my legs is swollen.
I cannot move.”

Beijing is in curfew during the “Two Meetings.”
Many armed policemen and plainclothes are deployed
at each subway station and bus station.
Their main goal is to arrest petitioners.

During the “Two Meetings”, ex-worker Xu Fengru
from Jilin Province went to Beijing to appeal.
Local officials said, if she is caught, she will be
sent directly to a labor camp or mental hospital.
Xu fengru left a suicide note before taking off.
She has petitioned for many years for worker’s
compensation, pension and her father’s home
taken away by the authorities without compensation.
She was beaten many times by police officers and
the policemen sent to stop her from petitioning.
“They beat me in the head.
There were blood clots in my nose.
I lost control of bladder or rectum functions."

During the “Two Meetings”, over one thousand
Shanghai petitioners came to Beijing to petition.
They presented “A Chinese Citizen’s Legitimate
Rights Protection Proposal” to the “Two Meetings”
on March 3, 4, and 5.

Shanghai petitioners Wang Kouma went to Beijing
to appeal for his mother who died in detention
after Shanghai Zhabei District authorities’ perjury.
He was sentenced to one and half years forced labor
for appealing in Beijing for his mother, and was
beaten to permanent handicap in the labor camp.
He questioned the authorities’ perjury
by including his story in the foregoing proposal
submitted to the “Two Meetings.”

Shanghai petitioner Wang Kouma: “The authorities
forge evidences and can get away from inquiry or
investigation. However, even if we folks present
100 pieces of evidence, there is no use.
They just need one forgery, one seal to change
our fate and deprive us of our property and lives."

Song Yujie from Northeast China has petitioned
many years for her home violently demolished
by the local government. During the “Two Meetings,”
Song Yujie appealed in Beijing.
The Petition Office did not even register her case,
but sent her back.
She felt she had been forced into a dead end.

“People do not have any way to survive.
Corrupt officials are everywhere.
The “Two Meetings” are simply for them
to get connected with each other.
We are so frustrated.”

Currently, it is known that more than 300 Shanghai
petitioners were arrested and sent back on March 5,
waiting to be put into labor camps.
It is unknown whether the “feeling of happiness”
raised in the “Two Meetings” also applies to them?
