【禁聞】「定點飯店」水深 情色氾濫假賬橫行

【新唐人2013年08月08日訊】中國大陸上海法官集體招妓事件拔出蘿蔔帶出泥,國內媒體記者意外發現涉案渡假村是「黨政機關出差定點飯店」。據大陸媒體報導,中共當局早在2007年就開始推行黨政機關出差定點飯店制度。結果是,飯店跟政府之間達成的協議價格只要市場價格的十分之一,定點飯店與單位做假賬;而警方的「掃黃打非」也更不會冒犯官爺們的享樂之地。

大陸《搜狐網》報導,中共當局規定,黨政機關工作人員出差必須在定點飯店住宿,組織會議也必須在定點飯店召開。定點飯店通過政府統一採購、酒店自願投標產生。房間的協議價格遠低於門市價格。

比如:在北京金霖酒店,門市價2380元的高級客房在政府採購中的協議價為238元,僅一折;在上海華亭賓館,門市價2500元的標準間的協定價為300元,不到兩折;在湖南長沙開源鑫城大酒店,門市價658元的標準間協定價為188元,不到三折。

飯店為何要做這種虧本的生意呢?中國飯店協會常務副會長兼秘書長陳新華辯稱,五星級酒店參與投標主要是出於拓展行銷管道的目的。

不過,按照中共財政部相關規定,出差定點飯店以三星級和三星級以下的飯店為主。記者通過查詢財政部《黨政機關出差會議定點飯店查詢網》發現, 2011-2012年度共有264家五星級酒店入圍,2013-2014年增加了51家五星級飯店。浙江省政府採購甚至專門為五星、四星級飯店設單獨標項。

湖北作家阮雲華:「社會上的一些商人,一些有求於官員的,有求於法官的這些人,他們就利用了特權這個制度,使得他們在情色交易過程當中達到他們自己所要的一些商業的目的,也為官商勾結提供一個特定的仲介環境,使得他們這種官商勾結更加隱蔽和順利。」

據悉,中央各單位如果發現報銷的單據來源於非定點飯店,一般情況下都不予報銷。但是實際上在定點飯店,假賬更好做。《搜狐網》引述一位機關內部人士的話說,由於房間價格往往高於協定價格,單位元都會要求定點飯店出具一張會議總帳單,到報銷時,就採取虛報開會人數的方法報銷會議費用差額。這已經默認為慣例的做法。

大陸自由作家鄭志遙指出,中共的這個制度,這種模式和環境就容易產生和滋養這樣的利益鏈條和特權部門。政府和央企不但有定點飯店,還有定點旅遊勝地,定點渡假村。他舉例說,中石化作為央企,按理說是全民的資產,但是它每年耗費龐大的資金用於公務招待吃喝。

大陸自由作家鄭志遙:「它每年定點的旅遊渡假的地方,你都不知道那些地方媒體報導出來多豪華,多麼奢侈浪費。但是問題誰來監管它?它們每年那麼龐大的公務開支,管理費用,誰來監督它?向誰公開過?它有沒有接受過質詢或者每年都接受一個質詢?沒有。」

上海法官招妓醜聞暴露出「黨政機關定點飯店是賣淫嫖娼場所」的事實,也並不是個別現象。《搜狐網》報導揭露,早在2001年,河北滄州就出現過提供色情服務的定點飯店。當被問及會不會有人來查時,經理說:「我們這個店是市政府定點吃飯單位,這裡哪兒也不查。」

阮雲華:「它(中共)這種特權制度,從表面上看,好像是為了控制所謂的財政消費,但是通過這個,實際上就劃定了一個警察執法的界限。這個界限就是說,我這個指定的單位,你是不需要去檢查和掃黃的。因而使得它們更加肆無忌憚的享受這種特權。」

《搜狐網》報導說,2011-2012年黨政機關出差和會議定點飯店政府採購共確定4500多家,分佈在全部地級以上城市和部分縣級城鎮,其中所有地級以上城市都有可接待出差的定點飯店,共4300多家。

Governmental Designated Hotels, Allegedly Full of Erotica, Cooking the Books

The sex scandal involving Shanghai judges has now
triggered other issues.
Reporters in Mainland China were surprised to find
the involvement of holiday villas as official´s designated hotel for government officials.
According to Mainland China´s media, the Chinese
Communist regime implemented a rule in 2007 –
when officials travel, they should live in designated hotels.

Thus, hotels and governmental organs mutually
agreed to 10% of market price for officials´ stays.
This resulted in accounting fraud
between hotels and governmental organs.
Police will not probe into the hotels´ illegal affairs.

Sohu website reported that the designated hotels
were also used for conferences.
The governments are responsible for choosing the hotels.
The room rate is far lower than the market price.

For example, at Kingrand Hotel Beijing,
the suite room rate is 2380 Yuan ($389).
The government rate is 238 Yuan ($39).

The suite room rate at Huating Hotel & Towers in Shanghai
is 2500 Yuan ($408).
However, the government agreed price is 300 Yuan ($41).

At Changsha Kaiyuan Xicheng Hotel, the standard room rate
is 658 Yuan ($107), but the government cost is 188 Yuan ($30).

Why is the hotel willing to lose so much?

Chen Xinhua, vice president of China Hotel Association
Executives, claimed that
the five-star hotels aim to expand its market channels.

However, China´s Ministry of Finance provisions stated
that traveling officials should aim for three stars or less in their accommodations.
An NTD reporter who searched a related website found
that between 2011 and 2012, a total of 264 five-star hotels
were on their list, which increased by 51 in 2013-2014.
In Zhejiang province, the government separately
listed four and five-star hotels to use.

Ruan Yunhua, a writer in Hubei Province:
“Some businessmen need favors from officials and judges,
so they will take advantage of the privileges of the system,
making erotic transactions to reach their commercial goal.
The businessmen also act as agents,
colluding with officials to provide them the places.
Thus it goes secretively and smooth.”

Sources said that if the central government finds a receipt
came from a non-designated hotel, money won´t be reimbursed.
However, fake dummy receipts for designated hotels
can easily be made.
Sohu website cited an official who said the room they
check into often costs higher than the agreement,
but governmental organs request the hotel
make a total bill for the conference,
then officials pad the bill with more
attendee figures to cover the difference.
This becomes their common practice.

Zheng Zhiyao, writer in Mainland China, said that

it is easy to create an interest chain and privilege organs
within the Chinese Communist Party (CCP) system.
The government and state-owned enterprises not only
have designated hotels, but also have designated holiday resorts and villas.
For example, China Sinopec is a state-owned enterprise,
However, its meal expenditures are tremendous.

Zheng Zhiyao: “You can´t imagine how luxurious
and wasteful those designated holiday villas are.
The problem is, who monitors this?

They spent a huge amount of money annually
on public expenditure and management fees.
Who can monitor them?
Do they ever publicize it?
Have they ever been questioned?
No.”

The scandal of Shanghai judges who hired
prostitutes revealed the fact that
governmental organ designated hotels are
prostitution places. It is not an isolated affair.
Sohu website reported that a hotel in Changzhou,
Hebei Province, has provided sex services.
When people questioned the hotel manager regarding
whether the rooms will be checked, the manager said,
“Our hotel is designated by the government,
no one will investigate here.”

Ruan Yunhua: “On the surface, such a privilege system
is for control of so-called fiscal spending.
However, actually, they drew boundaries
for police enforcement.
These boundaries indicated that police can´t investigate,
no need to go anti-vice inside.
Thus they more unscrupulously enjoy this privilege.”

Sohu website reported that in 2011 and 2012, 4,500 hotels
located in different levels of cities and counties
were designated for governmental organs.
There are only 4,300 known hotels located in the cities.
