【禁聞】經適房暗渠多 淪為公務員「福利」

【新唐人2013年06月25日訊】中共當局推出的「經濟適用住房(經適房)」,本來宣稱是保障民眾居住問題的,但現在已成為中共特權階層和公務員的隱形福利。隨著大陸媒體近期爆出的北京新樓盤定向銷售給中共中央部委的消息,「經適房」腐敗的問題再次被提上檯面。

位於北京東四環外寸土寸金的地段,一個經濟適用房項目,近來突然「名聲大噪」,因為被曝光房屋定向銷售給中共中央部委和中石化等央企。

大陸媒體6月21號的報導披露了這一黑幕。據指稱,這一項目屬於國管局,未來售價可能只在每平米1萬元左右。但相較於目前的區域商品房價,已經達到每平米5萬元,因此這一消息引起極大關注。

另外,報導披露,北京朝陽區一個在建樓盤,名為「某職工住宅」項目,同樣屬於國管局的「經適房」,至於將來房子分給哪些部委,工作人員表示「不好說」。

美國南卡羅萊納大學艾肯商學院教授謝田:「對於低收入的人群來說,他們越來越負擔不起。中共為了平息民憤,怕這些人造反、反抗,推出了一批經濟適用房。這也是學習其他國家低保、低收入的保障房。這些房子本來就應該給低收入人群,但實際上很多被中共官員貪污,所以變成官員或公務員手中的資產。這些房本來也不可以在市場上交易的,但他們也交易了。」

時事評論員邢天行指出,在中共推出「經適房」的初期,老百姓歡呼雀躍。但是當時就有一些有識之士提醒,如果中共體制不變,「經適房」很快會淪為權力腐敗。

時事評論員邢天行:「 為甚麼會這樣呢?是因為中共專制體制,官員掌握著國家的財產。它得不到有效的監督和制約。也就是說,既然沒有人管得著,它怎麼拿都是它的。」

大陸「經適房」違規操作的新聞屢見不鮮。早在2009年,「華遠地產」董事長任志強接受《經濟觀察報》採訪時就表示,「經適房」的一個主要對像是公務員,在北京尤其如此。

而據北京市《國有建設用地供應計劃》顯示,北京市保障房供地有縮減,但近三年北京每年都給中央、軍隊單位劃撥80公頃「經適房」用地。

中共媒體今年1月報導,「經適房」領域一直是河南省鄭州市的腐敗重災區,僅2011年,鄭州市就因「經適房腐敗」立案14人,移送司法機關12人,涉案金額1億多元,收繳違紀違法資金5200多萬元。2005年至2009年間,在鄭州市「經適房管理中心」可供市民公開選購的「經適房」,僅佔房屋來源總數的1/3,其餘的都流入「暗渠」。

謝田:「中共從江澤民開始,實際上在利用腐敗拉攏官員、拉攏共產黨人為它效力,為他們的鎮壓、殘酷統治效力,實際上上面是縱容下面,讓他們專注於撈錢、圈錢,這就不在政治上(或)其他方面有所訴求。 所以任何可能用權力轉換成金錢的方式,他們都會用。」

除了「經適房」,中共直屬機關、央企、國企的「福利分配住房」也相繼有黑幕爆出。今年5月,有媒體披露,深圳海關的某福利房項目,入住未滿5年,有些海關職工已公然以每套450萬以上的價格叫賣,有的戶型估價已接近千萬。而09年海關員工只需要以20-60萬不等的價格,就可以買到過百平方的福利房。

邢天行:「這也就是老百姓最憤怒的地方,國家的資財最終都落入特權和腐敗階層的手裡邊,而真正老百姓得不到任何的經濟實惠。任何所謂偏向於老百姓的福利政策,最終都是一個騙局。都是給官員、特權、腐敗階層開道。」

邢天行表示,在高房價的情況下,房子是中國民生問題的一個集中爆發點。但現在不光是房屋問題,老百姓在方方面面都表現出對中共的徹底失望,並希望它能早日解體。

Affordable housing a hidden benefit for officials

Affordable housing was meant to solve public
housing issues for the Communist regime,
but now it has become a hidden benefit for officials.

Take Beijing affordable housing as an example, it was said
to have become territory of the central ministries.
Corruption associated with housing issues is once again
the target of criticism.

An affordable housing project located in a pricey
Beijing area recently caught the public’s attention.
Media exposed that regime ministries and state enterprises
such as Petrochemical are the target buyers of the project.

According to a media report on June 21, this project
belongs to the Central People’s Government.
It was said to have been sold at 10,000 yuan per square meter,

compared to the current market value of 50,000 yuan
per square meter. It has drawn much attention.

The report indicated that another housing project
of the Central People’s Government in Beijing
is also designated to staff of certain ministries
which are “inconvenient” for the staff to reveal.

Prof. Xie Tian, School of Business, Univ. of S. Carolina
Aiken: “Those low income families can’t afford housing, thus,
affordable housing was launched by the Communist regime
to appease the people and avoid rebellion from the people,
mimicking the affordable housing for low-income families
of foreign countries.
But in fact, it has become assets to officials
because of corruption.
They are not supposed to be items for trading,
but now they are."

Commentator Xing Tianxing pointed out that people were
excited when the affordable housing project was launched.
However, there were also people who foresaw the corruption
under the influence of the Communist regime.

Xing Tianxing: “Why? Because in the authoritarian regime,
officials control state assets.
There is no proper supervision and restriction.
Everything belongs to the regime."

Illegal transactions with affordable housing was seen as early
as 2009 when Ren Zhiqiang, chairman of Huayuan Real
Estate, told Economic Observer that the main affordable
housing buyers are government workers, especially in Beijing.

According to Beijing’s state-owned construction land supply
plan, land for affordable housing in Beijing is decreasing.
However, for the past three years, Beijing has also
appropriated 80 hectares of land annually for affordable housing to the Central and the army.

The regime mouthpiece reported in January that affordable
housing corruption has been a serious problem in Zhengzhou city, Henan province.
In 2011, there were 14 cases of affordable housing corruption,
12 people were indicted with more than one billion yuan,
and more than 52 million yuan in fines were collected.

Between 2005 and 2009, only 1/3 of affordable
housing was available to the public.
The rest went through hidden channels.

Xie Tian: “Jiang Zemin started the bribery and
corruption to attract his own faction.
To ensure the suppression and brutal ruling,
he condoned his followers to misappropriate.
They use all means in exchange for money."

Other than affordable housing, the so-called
welfare housing also suffers from corruption.
This May, media reported that welfare housings less than
five years old in Shenzhen was sold at more than 4.5 million yuan and even at 10 million yuan.
The housing was sold to custom workers from
between 200,000 to 600,000 yuan in 2009.

Xing Tianxing: “This is what angers the people the most.
State assets flow to the privileged and corrupt officials.
The general public would not get anything.
The so-called welfare is only a scam.
They only serve the officials, the privileged, and the corrupt."

Xing Tianxing indicates that expensive housing has
become a centralized issue to the livelihood of the people.
People are completely disappointed in the Communist regime.

Housing is just one of the many issues that help people
realize only the collapse of the regime will solve the problem.
