【新唐人2014年07月05日讯】中共对周永康的后花园——中石油的调查还在继续,除了最近“中石油”原董事长蒋洁敏、和副总经理王永春等被处理的消息曝光之外,审计署日前还公布了 “中石油天然气集团公司”招标存在黑箱操作。事实上“中石油”的集团腐败给国家带来了巨大损失,从2007年年底到现在,“中石油”股市市值就蒸发了3 万7900亿,全中国每人平均损失近3000元!
6月20号,中共国家审计署公布了《中国石油天然气集团公司2012年度财务收支审计结果》。审计结果显示,从2006年11月份到2013年7月份期间,这家央企所属的“抚顺石化分公司”等9家单位,部分工程建设和物资采购涉嫌黑箱招标,金额超过260亿元。
时事评论员任百鸣:“央企所谓的黑箱操作,其实不是现在才存在的,长期存在。这也是从江泽民执政时期搞腐败治国以后,全民以追求金钱为最高目地,所以整个央企开始转型。”
值得关注的是,审计署披露的“中石油招标丑闻”,恰恰与原董事长蒋洁敏执掌“中石油”的时间段相吻合。
公开资料显示, 2006年11月,蒋洁敏接任“中石油集团公司”总经理,第二年5月升任董事长,直到去年3月,他去国资委担任主任。
而中纪委最近宣布,对蒋洁敏和兼“大庆油田”总经理的王永春开除党籍处份。
其实,除了蒋洁敏和王永春之外,“中石油”副总经理李华林、副总裁冉新权、总地质师兼勘探开发研究院院长王道富,和“中石油”总会计师等人都已被控制,整个“中石油腐败王国”几乎一锅端。
其实,这些人都与周永康或与他家族的人有关。其中蒋洁敏曾任周永康秘书。
美国《纽约时报》指出,中共在石油系统的这场反腐风暴,使人看到“中石油”这家央企是如何成为中国前政治局常委周永康等权贵的私属之地的,周永康就是“中石油”行业幕后实际的大老板,蒋洁敏被抓就是因为与周永康有关。
今年3月,香港媒体引述中共政法委“周永康及家属专案组”的“内部通报”披露,周永康及家族在政法系统、石油化工系统等地方同伙,已有313人被拘捕,其中副部级官员11人、厅级56人。被刑拘等待起诉的周家家族成员也有14人。
内部通报还揭示,据初步统计,目前所抄获的周永康家族的财产,包括现金、房产、证卷、汽车及字画等,价值1000亿元人民币。
时事评论员任百鸣:“有权势的家族在和地方上的那些所谓企业头目相互勾结,形成了一个利益链。通过这个利益链,就把老百姓的血汗、国有资产逐渐转入他私人的腰包。”
时事评论员任百鸣表示,从江泽民执政期间,培养了大量贪官污吏。周永康这只大老虎就是江泽民一手培养的。
任百鸣指出,这些大老虎使得国有资产严重流失。
据大陆《第一财经日报》最近的统计,从2007年年底以来,A股上市公司市值蒸发榜上最多的就是国企,其中以“中石油”市值缩水80%为最多,6年间蒸发了3万7900亿元。
原北京大学法律系讲师王天成:“89年学潮被镇压以后,共产党总结过去的教训。首先他们第一条就说还是自己的孩子可靠,以后就要培养自己的接班人。习近平上台就是这个政策的一个体现。”
美国原北京大学法律系讲师王天成,现任《天安门民主大学》教务长,他表示,89年以后,中共那些元老就让自己的亲属控制政治和经济权力,从内部给每家分配一个企业,给每家分配一个副部级干部。从那以后,权力寻租、公权力腐败越来越严重。
王天成指出,如果中共体制不变,他们的权力依然不受监督,执政还是“黑箱操作”,那么产生腐败的原因并不会减少,中共的反腐也只是停留在表面。

PetroChina Accused of Black Box Bidding
The investigation of graft in PetroChina continues.
After former chairman Jiang Jiemin and deputy general
manager Wang Yongchun were sacked for corruption,
the Audit Office announced allegations of black box
bidding against PetroChina.
In fact, PetroChina has caused tremendous loss of state assets.
Since late 2007, PetroChina stock has evaporated 3.79 trillion
yuan, amounting to 3,000 yuan per capita.
The Audit Office delivered the audit of PetroChina’s 2012
finances on June 20.
The result showed between November 2006 and July 2013,
nine subsidiaries of PetroChina are suspected of black box
bidding in construction and procurement.
The assets involved are more than 26 billion yuan.
Commentator Ren Baiming: “The so-called black box operation
in central enterprises has existed for a long time.
Since Jiang Zemin’s corrupt rule, the entire country
has engaged in pursuing money as the highest goal
and central enterprises have changed."
It is noteworthy that the bidding scandal happened exactly
at the time when Jiang Jiemin was managing PetroChina.
Public data shows, Jiang Jiemin took over as general manager
in November 2006.
The next May he was promoted chairman of the board
until last March when he became director of the state assets
supervision office.
The Central Commission of Discipline Inspection recently
announced that Jiang Jiemin and Wang Yongchun have
been expelled from the party.
Li Hualin, PetroChina’s Deputy General Manager
Ran Xinquan, Vice President, Wang Daofu, Chief Geologist
and PetroChina’s chief accountant have been put under control.
The whole of PetroChina is being completely probed
without reservation.
And these people are all connected with Zhou Yongkang
or his family.
For instance, Jiang Jiemin used to be Zhou Yongkang’s secretary.
New York Times China report indicated that
the anti-corruption storm in PetroChina revealed
how PetroChina has become the private fiefdom
of the political elite such as Zhou Yongkang.
Zhou was in fact the big boss behind PetroChina.
Jiang Jiemin was arrested exactly due to his connection
to Zhou Yongkang.
This March, Hong Kong media quoted an ‘internal bulletin
on Zhou Yongkang’ of the Political and Judiciary Committee,
disclosing that a total of 313 accomplices of Zhou Yongkang
and his family have been arrested from the political
and energy arenas.
Among them, there are 11 people at vice-ministerial,
and 56 at departmental level.
There are also 14 family members of Zhou Yongkang arrested.
The internal bulletin also revealed 100 billion yuan worth
of Zhou Yongkang family assets have been seized, including
cash, real estate, securities, autos and works of art.
Ren Baiming: “The collusion of the powerful
families and the local business leaders has formed a chain
of interest. Through the chain, people’s hard earned money
and state assets were transferred to their personal pockets."
Ren Baiming said Jiang Zemin had trained a large number
of corrupt officials during his reign.
Zhou Yongkang, the giant tiger, was personally trained
by Jiang Zemin.
Ren Baiming says that these big tigers have caused
a serious loss of state assets.
China Business News calculated that since the end of 2007,
state-owned enterprises have occupied the most evaporated
stock market value among the A-share listed companies.
PetroChina, in particular, has shrunk 80% of its market value,
and evaporated 3.79 trillion yuan in six years.
Wang Tiancheng, former Peking University lecturer:
“The CCP had learned lessons from the suppression
of student protests in 1989,
i.e. their own youngsters are more trustworthy
and successors must be recruited from their own.
Xi Jinping’s political role is a manifestation of this policy."
Wang Tiancheng is current Dean of the Tiananmen Democracy
University.
He indicates that since 1989, CCP veterans allocate
political and economic power to their own family members.
Everyone was assigned a business from the Central,
at a vice ministerial-level cadre position.
Since then, the abuse of power and corruption have worsened.
Wang Tiancheng points out that if the CCP regime remains
unchanged, there will be no supervision of their powers,
black box operations will continue, causes of corruption
will not diminish, and the anti-corruption drive will
remain superficial.
