【禁闻】美国发布中国人权报告 民赞 官恼

【新唐人2013年04月23日讯】美国国务院日前发布“2012年度中国人权报告”,报告说,中国人权状况依然是最差的国家之一,并且,去年继续恶化。报告说,过去一年,中共当局继续镇压和关押人权活动人士、法轮功学员、基督教人士、维权律师、和上访人士等。报告罗列了大量个案,包括高智晟等人权律师,以及草根民主活动人士。报告也提及中共活摘器官,和使用精神病院关押异议人士。

美国政府撰写的中国人权报告说,中国是共产党一党专制国家,中国的最高权力属于中共的25名政治局委员和7名常委。共产党员几乎覆盖了所有政府高层和安全机构的职位。

报告说,和往年一样,中国公民没有权利改变政府。

而继去年之后,报告再次提及中共强摘囚犯器官。

报告说,中共当局为了让政治活动人士、或公益律师噤声,采取了法外措施,防止他们公开发表独立意见,如:强制失踪、“软拘禁”和严格的在家软禁等。

报告表示,中共当局不允许人权律师为一些客户辩护。中共当局暂停或吊销一些律师执照,以阻止律师们接触敏感案件,比如为民主异议人士、家庭教会活动家、法轮功学员或批评政府的人士辩护。

美国政府发布的这项报告中,提到很多个案。比如,在薄熙来治下的重庆,北京律师李庄被当局连续3天3夜进行审讯,并被绑在老虎凳上。广州律师唐荆陵,则因为准备为湖南民主人士李旺阳被打死的冤情,提起诉讼,并去当地调查,而被抓捕,关押大约十天。

广州律师唐荆陵:“9月5号被抓的时候是在邵阳新邵县,当时我们正要去会见当地的一个对案件知情的一个人。刚跟他见面,可能被特务伏击上了。因为可能特务窃听了我们的电话。所以我们刚见面,特务就跑过来把我们全部抓住了。我和另外一个,《明报》的两名记者。在这期间,一整天,就晚上都没有睡觉的,他们就是不停的来问话。但是我拒绝跟他们谈到这个案件的情况。”

唐荆陵表示,美国政府发布的人权报告,很难充分披露中国所有的人权迫害案例。但是,他仍期待外国政府更多关注中国的人权问题。

唐荆陵:“我在跟一些外交官交往的过程中,我都反复强调这一点,如果他们能够勇敢的提出人权问题的话,那将极大的促进中国人权的改善,而这对于这些国家和中国将来…民主中国的外交关系,以及对这些国家本身的重大的利益,包含他们的安全,他们的和平,甚至包含他们的经济利益,我相信都会有长远的正面的影响。”

美国政府的人权报告也提到:广州街头举牌人士肖勇等人,因为要求政府官员公开财产被抓和被劳教。

广州举牌人士黄文勋:“要求胡锦涛带头公开财产,要求民主、自由、宪政、人权平等这些,但是很遗憾,从第二天开始,陆陆续续的,我,肖勇,杨崇,欧荣贵,这五位公民,全部被抓捕,就这样失去自由一个月。之后杨崇跟肖勇,回到他们家乡,当局以莫须有罪名判处他们劳教。”

黄文勋表示,非常感谢美国政府对他们进行关注。

黄文勋:“我们希望有越来越多的国家可以关注我们中国的人权状况,特别是在中共独裁政府统治下的中国的人权状况。我们希望国际社会能继续加强对中共独裁政府的谴责,包括将它赶出联合国常任理事国。”

美国政府的人权报告还披露,中国很多活动家,上访人士和法轮功学员因为政治原因,被关进精神病院接受所谓“精神病”治疗。而中共“公安部管辖”的24家高保安设施的精神病医院,又称“安康医院”,从1998年至2010年5月,已有超过4万人被送入。

US Published Human Rights Reports; Welcomed By Chinese
People, Detested by The Chinese Communist Party

The U.S. Department of State recently released the 2012
Human Rights Reports on China. (The Report).
The Report states that the human rights situation in China is
still one of the poorest, and continues to deteriorate last year.
The Chinese Communist Party (CCP) continues to
repress and detain groups of people.
These include human rights activists and lawyers,
Falun Gong practitioners, Christians and petitioners.
The Report lists a large number of cases, including
the case of Gao Zhisheng and grassroots human rights lawyers.
The Report also mentions live organ harvesting and
the use of mental hospitals to detain dissidents.

The Report states that China is a one-party authoritarian
state controlled by the CCP.
China’s highest power belongs to the 25 members and
the seven standing committee members of Political Bureau.
The CCP takes almost all senior government
and security agencies posts.

The report says, as always, Chinese citizens
don’t have right to change the government.

After last year, The Report mentioned once again
forced organ harvesting of prisoners.

The Report states that the CCP adopts illegal measures to stop
political activists and lawyers publicly express their opinions.
They go missing, get detention and
go under strict house arrest.

The Report indicates the CCP authorities forbid
human rights lawyers to defend their clients.
The CCP suspends or dismisses the licenses of some lawyers,
to stop them from working on sensitive cases.
They cannot defend dissidents, family church activists,
Falun Gong practitioners or political criticizers.

The Report lists many cases.

In Chongqing City under Bo Xilai’s rule, Beijing Lawyer
Li Zhuang was interrogated for three days and nights by the authorities.
He was also tied up to a torture chair.

Guangzhou Lawyer Tang Jingling was arrested and detained
for about ten days during his trip to investigate the death of Hunan Democracy Activist Li Wangyang.

Guangzhou Lawyer Tang Jingling: “We were arrested
on 5th September, at Xinshao County of Shanyang, meeting witnesses
of the case.
The special agents may have tapped our phone.

So when we and the witnesses met up, they arrested me,
another person and two reporters from Ming Pao.
We did not sleep for a day and night during the detention.
They kept on questioning.
But I refused to talk about the case at all.

Tang Jingling expressed that it is hard for the Human Rights
Report released by the U.S. government to fully disclose all China’s human rights abuse cases.
However, he is looking forward to foreign governments
paying more attention to China’s human rights issues.

Tang Jingling: “When I interact with some diplomats,
I repeatedly stress one point:
If they bravely raise the human rights issues, it will greatly
improve the human rights situation in China.
It will bring long-term and positive impact to
the future of these countries;
Diplomatic relations with democracy China,
security, peace, and even economic interests.
I believe there will be positive long-term impacts.

The Report also mentioned: Guangzhou street protestor
Xiao Yong and others were arrested and locked up for asking government officials to publish information on their assets.

Guangzhou protestor Huang Wenxun: “Hu Jintao should
take the lead to announce his assets.
We ask for democracy, freedom, rule of law and equality.

But unfortunately all five of us – myself, Xiao Yong,
Yang Chong, Ou Ronggui were arrested on the second day.
We lost our freedom for one month.

After that Yang Chong and Xiao Yong went back
to their hometown.
Then they were charged and sentenced to labor education.

Huang Wenxun expressed his appreciation to the
U.S. government’s attention.

Huang Wenxun: “We hope more and more countries
pay attention to the human rights situation in China.
Especially with China under the CCP regime.

We hope international society continues to
condemn the CCP by disqualifying China as a permanent member of the UN Security Council."

The Report reveals that many Chinese activists, petitioners
and Falun Gong practitioners are locked up in mental hospitals for so-called “mental illness" treatment due to political reasons.
From 1998 to 2010, more than 40,000 people have been sent
to the 24 mental hospitals, known as Ankang Hospitals.
These hospitals have high-security facilities and are
under the jurisdiction of the Ministry of Public Security.
