【禁闻】中共官员“庸懒散” 政权末路混日子?

【新唐人2012年9月20日讯】中共媒体报导说,大陆公务员干活基本上是靠内部考核激励机制、人情关系和权钱交易。而一些地方政府官员整天混日子,工作效率低下,存在“庸、懒、散”现象。评论指出,中共庸官问题,就像贪官现像一样普遍,这是中共极权统治下的必然产物。

18号,大陆《检察日报》一篇报导说,一些地方官员,工作效率低下,普遍存在着“庸、懒、散”现象。“平平安安占位子,忙忙碌碌装样子,疲疲沓沓过日子”成了“庸官”的生存法则。

报导认为,这些庸懒散行为,离渎职犯罪有时仅有一步之遥。

香港作家、自由撰稿人张成觉指出,中共庸官问题,就像贪官现像一样普遍,这是中共极权统治下的必然产物。

香港作家、自由撰稿人张成觉:“(中共官员)为自己捞取利益的时候他一点都不懒,不择手段可以说,这是在极权统治下,特别是中共这么一个所谓‘伟光正’,这么一个自封的,特殊材料的,这么一个政党的统治下,它的官员不可能摆脱这种‘庸、懒、散’的状态。”

曾在中共官场多年的网路作家荆楚表示,独裁专制下,中共官员深感自身危机,基本都是抱着不求无功,但求无过。

网路作家 荆楚:“在这种官僚体制下里面工作,你如果是稍露锋芒的话,那会受到大家的排挤的,(中共)专制政治统治原则就是恐怖,在恐怖下,它就没有一个安定的人心,大家就当一天和尚撞一天钟,能够混一天算一天。”

“权利运动”网站负责人胡军指出,中共官员对中共体制更了解,他们早已看到了中共的执政危机。

“权利运动”网站负责人 胡军:“这个官员的懈怠可以证明一点,很重要的,大家看到了危险性越来越大了,班子的调整,一概谁上去谁就打击另一波,薄熙来和王立军在重庆这些东西,给中共官员教育非常深刻,现在官员做官也存在着某种程度上是一个高危的行业了。”

今年2月初,王立军被原重庆市委书记薄熙来免除重庆公安局长职务后,潜逃美国驻成都领馆寻救庇护,事件触发中共权斗,丑闻曝光天下,并牵出薄和薄妻谷开来贪腐、杀人和活摘法轮功学员器官等案情。

胡军指出,中共当局一方面纵容官员贪腐,另一方面又用贪腐来打压异已,在这样一个背景下,那些官员为求自保,当然是能躲就躲,能避就避。

胡军:“在这个官员里面,‘不作为’对整个(社会)来说是好事,因为它们做的事情,就是打压异已,残害百姓,这种‘懈怠’也是心里的一种觉醒,等待着这个体制的崩溃,不愿再做伤天害理的事情。”

近几年来,大陆民怨四起,万人群体事件风起云涌,特别是今年以来,各地频发痛杀地方官员事件。深具危机感的中共官员与富商们纷纷携款外逃,7月中旬,《大纪元》新闻网获得一张中国外逃官员及携带资金的汇总表,表格显示,至去年11月底,仅逃到美国的中共官员至少有7101名,并带走3360亿人民币资金。

“全球退党服务中心”主席易蓉表示,中共官员想为自己留后路,拿第三国护照或者居留还远远不够。她说,中共官员真正的投奔自由就是公开的“退党”。

自1999年7月以来,中共党魁江泽民发动对法轮功的血腥镇压,大批中共官员因参与了迫害,被“追查迫害法轮功国际组织”列入了黑名单。

易蓉指出,中共官员“退党”的同时可以将功折罪—-揭露中共的邪恶,把那些证据带到自由社会。

Dictatorship Breeds Slothfulness

The Chinese Communist Party (CCP)’s official media
recently reported what drives civil servants in China to work.
Internal assessment and incentive mechanism, personal
connections and power-for-money deals topped the list.
The report said that some local government officials
are lazing away and inefficient on their jobs.
Analysts say that CCP’s fatuous officials are as rampant
as its corruptible officials, an inevitable outcome of CCP’s dictatorship.

Procuratorial Daily, an official paper of the CCP’s top
procuratorial organ, reported the issue on September 18.
Local-level officials are inefficient
and generally"muddle-headed, lazy and sloppy."
These have become the rules of survival
for these “mindless officers," said the report.

The article commented that such slothfulness
is often only a short step from criminal dereliction of duty.

Hong Kong-based writer, Cheung Shing Kok, remarks
that the CCP’s official laxity is as common as its corruption.
This is an inevitable outcome of CCP’s dictatorship, he says.

Cheung Shing Kok: “They (CCP officials) aren’t lazy at all
when pocketing money for themselves, being unscrupulous.
In fact, CCP’s dictatorship creates such an environment
that breeds ‘muddle-headed, lazy and sloppy’officials."

Cyber writer Jing Chu served as a government official
in past years.
He says that the CCP’s autocratic system
made its officials very worried about their own safety.
They don’t attempt to achieve anything,
instead they try to avoid making mistakes.

Jing Chu:"Working inside this bureaucratic system,
an officer who slightly displays talent can easily be alienated.
The core of CCP’s tyranny is terrorism.
In such political violence, no one has security.
So everyone just muddles on in his position."

Hu Jun, Chief of group of Human Rights Campaign in China,
says that CCP officials very well understand the CCP system.
They have already seen the regime’s ruling crisis.

Hu Jun: “The fact of official laxity sent an important signal.
These officials have realized the growing risk of its ruling.
The new CCP leadership always strikes its other factions.

The incidents of Bo Xilai and Wang Lijun
have very much impressed all these CCP officials.
So now, being an official has become a high-risk profession."

In early February, Wang Lijun fled to the US consulate
to seek asylum, triggering CCP’s top-level infighting.
Bo Xilai and his wife Gu Kailai were exposed for corruption,
murder and involvement in organ harvesting of living Falun Gong practitioners.

Hu Jun says, on one side, the CCP regime condones
its official’s corruption.
On the other, it uses corruption to crack down on dissidents.

Therefore, in order to protect themselves,
the CCP officials have tried to avoid responsibilities.

Hu Jun: “I view the CCP officials’inaction as a good thing
for the entire society.
As their jobs are actually suppressing dissidents
and harming average citizens.
So their slothfulness can be interpreted
as a kind of awakening in their minds.
They are just waiting for the system’s collapse,
rather than continue to do evils."

In recent years, popular discontent spread across China.
Mass protests, involving tens of thousands of people surged.
This year, incidents of killing local officials
have repeatedly occurred.
Having strong sense of crisis,
CCP officials flee overseas with money.
In mid-July, The Epoch Times reported that by the end of
2011, over 7,100 CCP officials had fled to the US, taking away RMB 336 billion.

Yi Rong, Chairwoman of the Quit the CCP Global Service
Center, warns the CCP officials who want to seek a way out.
It isn’t enough just to immigrate to or to naturalize in the West.
Quitting the CCP will provide real freedom, she says.

In July 1999, CCP former leader Jiang Zemin
launched a bloody crackdown on Falun Gong.
A great number of CCP officials have since been actively
involved in this persecution.
They have been blacklisted by World Organization
to Investigate the Persecution of Falun Gong.

Yi Rong appeals to CCP officials to atone for their crimes
by quitting the party and exposing the it’ crimes.
The CCP officials are welcomed to carry the evidences
outside China, says Yi Rong.
