【禁闻】逾万访民十一前聚北京 中共急!

【新唐人2011年9月28日讯】十一即将到来,再加上党代会即将召开,北京出现了大规模的上访潮,访民们估计,各地来北京上访的民众已达到3万多人。与此同时,有关部门和驻京办正在紧锣密鼓招聘临时保安员来“维稳”。

9月27号,北京国家信访局出现了大规模的上访潮,正在北京上访的河南省周口市访民李艳芹向《新唐人》表示,上访的人非常多。

李艳芹:“今天我们去信访局了,人特别多,估计有3万人吧。警察也特别多,现在我们在那坐都不让坐,把我们赶走,在桥底下都不让坐了,把我们赶走啊。有的送到了久敬庄,就是要把你撵散,就是不让你(访民们)坐在一起,上访的越来越多,上海来了1千多。”

访民李春霞表示,因为马上“十一”了,再加上党代会,北京当局对访民严重打压,这种情况将持续好几天。而截访的人员也特别多,从9月25号开始盯访民。

上海访民徐秋凤:“(访民)都软禁到宾馆里去,每次过节都是这样的。为了阻止你上访。每次一到10.1就是这样的,已经是惯例了。”

此外,北京当局还紧锣密鼓部署新一轮安保措施。长期在北京的吉林访民说,北京各派出所在劳务市场大批的招募保安。

前山东大学教授孙文广:“每次节日啊,他就怕这个(访民)所谓的闹事吧,特别的紧张。每到礼拜六、礼拜天他也是,(因)二月份茉莉花行动吧,每一个礼拜六、礼拜天吧,他们也蛮紧张的,总是派人来监视,监控啊。”

在新疆乌鲁木齐,新一轮安保措施也已展开。阻止访民上北京上访,被新疆当局列为重要举措。

乌鲁木齐市访民张海涛:“今天片警给我打了个电话,问我在哪儿。我也没理他,挂掉了。他们上门我没给他们开过,猫眼被他们砸坏了,有的时候趴猫眼上看看,有的时候打个电话问一下,反正隔两、三天他们就要关注一下。”

河北省张家口的拆迁户郭小玲,26号路过北京市工人文化宫时,被市信访局官员,警察等多人暴力拖上警车,拉往办事处,扣押她两个小时。

郭小玲说,张家口市正在文化宫附近开党代会,吸引许多访民到这里反映诉求,但大量便衣在现场周围戒备。除了郭小玲外,还有几名访民被抓。

因强拆被逼走上“上访路”的郭小玲,今年3月到北京,她被截访人员以解决问题诱骗回家后,不仅问题没有解决,她还被关押黑监狱半个月,郭小玲表示,当时被关押的共有4人,其中1人因为长期上访最后被送到精神病院,目前已经无法联络到他本人。

访民说,最近几天,不少外地访民开始躲避或者集体行动,以避免被地方截访人员偷偷绑架。

About 30,000 Petitioners Gathering In Beijing

Days before October 1st, and National People’s Congress
(NPC) approaching, crowds of petitioners arrive in Beijing.
A petitioner estimated them to be about 30,000
during an interview with NTDTV.
The relevant CCP (Chinese Communist Party) departments
are busy hiring more security guards to “maintain stability.”

On September 27, large crowds of petitioners gathered
in front of the State Petition Office in Beijing.
Our reporter interviewed petitioner Li Yanqi
from Zhoukou City, Henan province.

Li Yanqi, “At the Petition Office today was a lot of people,
maybe ca. 30,000. And lots of police, they won’t let us stay,
and chased us away, didn’t even let us stay under the bridge.
Some people were sent to JiuJing Zhuang.
(They) want to break us up, not to let us stay together. More
and more people are petitioning, over 1,000 from Shanghai.”

Another petitioner Li Chunxia said, because October 1
is coming up, plus the nearing National People’s Congress,
Beijing authorities are heavily cracking down on petitioners,
these conditions will last for days.
There are many people hired to deal with petitioners,
they started to look for petitioners since September 25.

Li Qiufeng (Shanghai petitioner) “(Petitioners) are held
in guesthouses, every holiday is like this.
To prevent us from petitioning they do this
before every October 1st, it’s like a habit now.”

The regime also implemented additional security measures.

Long term petitioner from Jilin said, “The various
police departments are hiring lots of security guards.”

Sun Wenguang (Former Shangdong University’ Professor):
“Every holiday it (CCP) is afraid that petitioners will riot,
it feels very scared. Saturdays and Sundays is like this too,
since the Jasmine Revolutions’ movement in February.
It (CCP) got so scared, it started to send people
to do surveillance every weekend.”

In Urumqi, Xinjiang, the local government deployed another
round of police to prevent petitioners from reaching Beijing.

Zhang Haitao (Urumqi resident): “Today police called to ask
where I’m at. I didn’t answer him, just hung up.
They came to my house, but I didn’t open the door,
so they broke the peephole on the door.
Sometimes they look through the peephole; other times
make phone calls, checking where I am every few days.”

On September 26, forced demolitions’ victim Guo Xiaoling
from ZhangJiakou. Hebei,was forcefully kidnapped
by police while walking on the streets in Beijing. She was
taken to the petition office and detained for two hours.

Guo Xiaoling said, CCP is holding NPC in the Culture Palace,
which attracted many petitioners to this area,
but the area is heavily guarded by plainclothes police.
Except Guo Xiaoling, all other petitioners were jailed.

After her house was illegally demolished,
Guo Xiaoling went to Beijing in March to petition.
Petition staff pretended to help her resolve the issue
and told her to go home.
When she returned home, not only was the problem
not resolved, but she was illegally jailed for half a month.
Guo Xiaoling said, four people were jailed with her; one
was sent to psychiatric hospital for long term petitioning.

Petitioners said, now they decided to hide and cooperate
together to prevent the secret kidnappings by the regime.
