【禁闻】中国对朝鲜“毒”害为何无动于衷

【新唐人2011年6月22日讯】近年朝鲜从官方以至民间,向中国输出大量冰毒,致使吉林省吸毒人数大幅飙升。中国深受“毒”害,但不敢正式公开毒品的来源就是朝鲜。专家指出,中共挥舞朝鲜这张牌得不偿失,应该停用了。

美国华府智库“布鲁金斯研究所”报告指出,吉林省不只是朝鲜冰毒输入中国各地的中转站,更是朝鲜毒贩的主要巿场。

20年前,距图门江界河仅 80公里的吉林省延吉巿,只有 44名瘾君子,但去年中共当局的数字飙升到2100人,实际数字可能高达五到六倍。吉林省最近展开大规模扫毒行动,但为了顾全与朝鲜的关系,官员都不敢公开毒品的来源地就是朝鲜。

朝鲜早有“毒品共和国”之称, 1970年代已开始出口毒品。前苏联瓦解后,朝鲜失去靠山陷入饥荒,因此着力发展“毒”业。据报导,在1992年,准备上台执政的金正日指示全国:为了赚外汇,要大量出口鸦片。现在朝鲜改为更容易生产的冰毒。

朝鲜“毒”害中国,并没有影响中共政府和朝鲜的关系。

中共每年提供给朝鲜50万吨粮食,100万吨石油,250万吨煤炭。自2009年10月以后,中国加大援朝力度,如合资建钢厂、汽车厂等等。

哥伦比亚大学博士李天笑认为,“对付美国”是中共外交战略的核心,中共一直把朝鲜作为一个重要的棋子和筹码。通过朝鲜不断的在国际上闹事,凸显自身的作用,比方,进行核试爆、放导弹等,使得美国、日本、南韩等受到威胁。

但“信孚教育集团”董事长、学者信力建认为,中国打朝鲜这张牌,有点得不偿失,因为朝鲜推行“先军政治”,需要先进武器装备,因此需要中国对朝鲜的战略专案进行大量投资﹔另外,中共给予援助,却不能保证中国对朝鲜的 “宗主国”地位﹔还有,通过援助朝鲜保持军事缓冲区的看法,以及一个分裂的朝鲜符合中国的根本利益,这些都不成立。

信力建还认为,朝鲜政权已经越来越成为中国的一个负担。朝鲜领导人为了保持政权不惜付出任何代价,信力建表示,谁敢保证朝鲜的核武器不会针对中国?中共也曾打过阿尔巴尼亚和越南这张“牵制美帝”的牌,结果怎么样?

学者郭国汀研究,共产党政权是以暴力、恐怖加欺骗谎言,统治人民,朝鲜金家的共产极权也不例外,无数人死于残暴统治,中共是维持朝鲜独裁政权的幕后黑手。

郭国汀:“金家共产极权暴政,它统治朝鲜50多年来,党内一共九次大清洗,大约造成了十万共产党员的丧生,有一百五十万人死于集中营,其中还有一百三十万人死于内战。饿死的人数至少在五十万以上到二百万之间。50年共产党统治,在二千三百万人口的朝鲜,死亡总数至少在三百万人以上。”(声音来源:希望之声)

而据世界粮食计划署去年 11月发表的报告估计, 68%朝鲜人即使获得配给粮食,仍然不够温饱, 1/3儿童、 1/4孕妇或喂哺母乳女子营养不良。朝鲜粮食短缺问题严峻,人吃人的消息时有听闻,这在最近南朝鲜《中央日报》解密的朝鲜当局秘密文件里,得到了证实。

Why Is China Indifferent to North Korea’s Drug Exports?

In recent years,
North Korea—from officials to common folks—
have been exporting meth to China in huge
quantities resulting in a soaring number of
drug addicts in Jilin Province.
Although China is suffering the ills of drug addiction,
it dares not reveal the source: North Korea.
Experts say that, the Chinese Communist Party (CCP)
should stop using North Korea as a bargaining chip.

Brookings Institution, a policy organization
based in Washington, reported that Jilin is a key
“distribution station” and a major market
for North Korea’s meth export.

Twenty years ago, Yanji City in Jilin Province,
had only 44 drug addicts.
The statistics released by the CCP last year revealed
that the number has ballooned to 2,100 and
the real number could be 4 to 5 times higher.
Jilin Province recently took massive anti-drug actions,
but in order to protect China’s relation with North Korea,
the authorities dare not reveal the source.

North Korea, also known as the “Republic of Drugs,”
has been exporting drugs since the 1970s.
When the former Soviet Union fell apart,
North Korea lost a key economic resource,
so it started develop its drug trade.
In 1992, Kim Jong-il, who is about to come into power,
demanded that the whole country get involved in
exporting opium in order to secure hard currencies to
support its economy. Now, the North has focused
on meth, which is easier and cheaper to produce.

Although the North poisons China,
China’s relation with the North hasn’t suffered.

Every year, the CCP offers North Korea 50 tons of
food, 100 tons of petroleum, and 250 tons of coal.
Since October 2009, the CCP has offered even more
support, including steel and car factory partnerships.

Dr. Li Tianxiao from Columbia University believes that,
the core of the CCP’s diplomacy is “to deal with
the U.S.” and the North is considered as an important
bargaining chip. Though the North causes trouble by
conducting nuclear tests and launching missiles, the
CCP behaves as if it is assuming a key role in preventing
the North from threatening the U.S., Japan and S. Korea.

But Xin Lijian, the CEO of Xinfu School, believes that,
China uses North Korea as a bargaining chip, thus
the loss outweighs the gain. Since the North believes
in “military-first politics,” it needs advanced weapons.
China has to help support the North but even if it does,
the North might not consider China as its mother country.
Thus, it is hard for China to keep a military buffer zone
while supporting the North’s military agenda.

Xin Lijian said that North Korea is becoming
a burden to China, as the North’s leaders do whatever
they need to do to retain their power. But who can
guarantee that the North’s nuclear weapons will not
target China? The CCP used Albania and Vietnam to
“distract the U.S.,” but what was the outcome?

Guo Guoting, a scholar, reported that, communist
regimes control people through the use of violence,
terror, and lies—and North Korea’s Kim family is no
exception. Countless people have died under it
tyrannical rule, while the CCP controls things in the
background by supporting the North’s autocracy.

Guo Guoting said: “The tyranny of the Kim family
has dominated the North for over 50 years.
After nine murderous purges,
around 100,000 communist party members died.
Another 1.5 million died in concentration camps.
About 1.3 million died in the civil war and
500,000 to 2 million died of hunger.
During the North’s 50 years under communist rule,
over 3 million of its 23 million population were
directly or indirectly murdered.

According to a World Food Program report released in
November 2010, 68 percent of North Koreans
are starving even with state supplied food rations.
One third of the children and 1/4 of pregnant women or
breastfeeding mothers, suffer from malnutrition.
The North is suffering from a serious food shortage
and news about people eating each other is not rare and
is confirmed by Korean authorities’ confidential memos
recently revealed by South Korea’s Central Daily News.
