【禁闻】中共打压独立参选策略 引各界反弹

【新唐人2011年6月15日讯】2011年全国人大基层换届选举,出现了中共建政以来最大规模的民间参选,遭到中共当局的打压。全国人大法工委表态声称“独立候选人没有法律依据”,引起社会各界的反弹,舆论批驳、质疑声不断,独立候选人纷纷表明不退缩。

5月份,江西下岗女工刘萍等3位独立候选人,相继遭到当局非法传唤、拘押及恐吓。成为各大网站和微博关注的热点,中国社科院于建嵘教授等人发出声援。

随后,人气极高的评论家李承鹏宣布独立参选人大代表。学者于建嵘、法学教授贺卫方、作家韩寒、导演冯小刚、记者王克勤、律师陈有西等人,都已成为李承鹏的助选团成员和顾问。

而年仅27岁的80后博客作家徐彦,则是杭州市自荐参选人大代表的第一人。

徐彦(博客作家):“比如像刘萍去选举的时候,就受到了很多的干扰和影响。那么对于名人,可以让整个过程更加的公开。那至少,对我们所有参选人来讲也好,或者对于我们所有选民来讲也好,可以更加的公开、公平、公正一些。”

宣布独立参选的还有:时评作者五岳散人、上海作家夏商、中国政法大学副教授吴丹红、北京维权律师张凯、北京新启蒙公民参与立法研究中心负责人熊伟、深圳高三学生许国威等人。

而河南作家、房地产商曹天也宣布,愿意自掏腰包一亿元参选郑州市长。

海外《博讯网》援引北京官员的话说,据官方统计,截至6月7号,全国已经有127位独立候选人,其中较有名气的达到26位。中央预计未来几个月,可能会有更多,有可能全国会高达500位以上。

北京消息披露,中共中央已经下令媒体不得报导“独立候选人”相关的消息,并定性为“国外反华势力操纵”。

这位官员还说,“独立候选人”已经成为一个号召公众的招牌。目前中央高层推出的策略是:首先消除“独立候选人”这个概念。下一步再各个击破,也不一定都是打压,对待名人与普通人会不同。

6月8号,全国人大法工委负责人说“独立候选人没有法律依据”。

陈永苗(北京宪政学者):“我觉得全国人大在央视的这个表态,它实际上是对独立候选人的现象,在政治上的一种否定和一种拒绝。”

不过,徐彦指出:“都只是说独立候选人没有法律依据,只是称呼没有法律依据,但没有说独立参选行为没有法律依据。”

中国经济体制改革研究会研究员王占阳表示,应该对公民积极独立参选人大代表,予以肯定和支持。国家行政学院教授竹立家认为,公民在中国法制框架内的独立参选行为,有助于维护社会稳定。

北京海淀区人大代表、已故著名作家冰心的女儿吴青也向《美国之音》表示:“这个就真正有群众的积极性,就是公民的责任在这儿。因为现有的人大代表,有的都是领导指定的,他在会上他都是‘歌德派’,他不善于代表群众,他根本就不以代表去提意见,要求政府怎么来公开、公正。”

天涯社区商务运营总监梁树新谈到他独立参选的理由说,抚州爆炸案给了他很大冲击,嫌犯钱明奇一直在求助,却无人回应。如果当地的人大代表或政协委员,帮助解决,悲剧本可以避免。

另外,世界与中国研究所所长李凡也表示:“人们越感觉到没有出路、没有希望,特别是对你的制度如果感到失望了以后,他就会用更极端的办法来表达他的意愿,所以抚州事件就是很明显的一个更极端的意愿表达事件。这个就表明你用镇压的办法,用不准老百姓参与政治的办法,是解决不了问题的。”

在回答为什么参选时,独立候选人李承鹏在博客中写道:至少,我们可以让大家有生以来第一次看到真的选票长成什么样子。选票才能证明你是真正的中国人。

Independent Candidates Suppressed

In National People’s Congress (NPC) elections,
there is the largest scale for civilian participation
under the rule of Communist Party (CCP), in 2011.
The independent candidates are suppressed by CCP.
NPC Law Committee claimed they lack legal basis.
That statement has drawn criticism from the media
and questions and doubts from all walks of life.
Candidates have openly expressed to not back down.

In May, 3 independent candidates, including Liu Ping,
a laid-off worker in Jiangxi were detained by authorities.
This became a focus of attention on the Internet.
Prof. Yu Jiangrong and others provided their support.

Later on, highly popular commentator Li Chengpeng
declared his independent candidacy.
Scholars Yu Jianrong and He Weifang, writer Han Han,
director Feng Xiaogang and many others have become
Li’s campaign team members and consultants.

Xu Yan, a 27-year-old blogger, became
the first self-recommended candidate for NPC election.

Xu Yan: Liu Ping has encountered much interference.
Celebrities can make the whole process more open.
At least, the elections would be more fair and just
for the voters and the candidates.

In addition, commentator Wu Yue San Ren,
Shanghai writer Xia Shang, Professor Wu Danhong,
Beijing human rights lawyer Zhang Kai, Xiong Wei,
director of Beijing New Enlightenment Center,
and many others, all announced their candidacy.

Henan-based writer and realtor Cao Tian announced
that he was willing to spend RMB 100 million,
to become the mayor of Zhengzhou.

Overseas website Boxun quoted a Beijing official
Saying that as of June 7, there had been 127
independent candidates and 26 were well-known.
CCP central authorities estimate that there would be
over 500 independent candidates in the entire country.

Sources in Beijing revealed that Central Committee
ordered the media to not report about these candidates.
It claimed that these candidates were
“manipulated by overseas anti-China forces.”

The official also said that “independent candidacy"
has become a calling sign to the public.
High-ranking CCP leaders’ current strategy is
to eliminate the concept of “independent candidacy”.
Next, they plan to suppress the candidates individually.
Celebrities will be treated differently from the others.

On June 8, NPC Law Committee official claimed
that independent candidates “have no legal basis”.

Chen Miao (Beijing constitutional scholar):
I think that this statement from the NPC
is actually a political denial and a refusal
of independent candidates.

However, Xu Yan said, It only stated that
there is no legal basis for independent candidates,
but didn’t say there is a lack of legal basis to participate.

China’s Economic Reform researcher
Wang Zhanyang said, active participation of
independent candidates should be encouraged.
Prof. Zhu Lijia of National School of Administration
said, citizens’ election participation
within the framework of the Chinese legal system
helps maintain social stability.

Wu Qing, Beijing Haidian District NPC deputy
And the daughter of the late famous writer Bing Xin:
This shows us the real enthusiasm of the masses
and the responsibilities of citizens.
The existing deputies are all appointed by the leaders
and they all praise the central government.
They do not represent the masses
and will not ask our government to be open and fair.

Liang Shuxin, director of Tianya Community
talked about the reason for his candidacy.
Fuzhou bombings had a great impact on him.
When the suspect Qian Minchin had asked for help,
no one responded. If local NPC deputies had helped,
the tragedy could have been avoided.

In addition, director of the World and China Institute,
Li Fan said: “The more people feel there is no way out
and no hope, especially if the system lets him down,
the more extreme ways he would use to express his will.
Fuzhou incident is a clear demonstration of my point.
That means that repression and forbid people to
participate in politics cannot solve the problem.

Candidate Li Chengpeng wrote on his blog:
“At least, everyone can see, for the first time,
what a real election ballot is like.
Voting proves that you are a real Chinese.”
