【禁聞】軍演配合蒲亭訪華 中俄各取所需

【新唐人2014年05月21日訊】俄羅斯總統蒲亭在20號抵達上海,參加第四屆「亞信峰會」。不過,更引人注目的是,蒲亭在到達的當天就與中共主席習近平,一同出席了中、俄海上聯合軍事演習的開幕式。最近中共和俄羅斯的蒲亭政府都陷入了各自的危機,那麼此時兩方聯合舉行軍演,讓外界更為關注。

蒲亭抵達的首日,就與習近平一同出席了中、俄兩國的軍演開幕式。

按計劃,從20號開始,中、俄兩國在東海舉行為期7天的「海上聯合-2014」軍事演習。雙方共派出16艘艦艇、多架戰機及特種部隊參演。中方出動了艦艇、潛艇、特種部隊,還有蘇30、殲10戰機等,俄羅斯則派了6艘艦艇參加。

蒲亭這次訪華,除了與中共加強軍事合作之外,他還帶來了40個合作項目,包括兩國共同研製民航機、和重型直升機,以及多年沒有談攏的天然氣等﹔俄羅斯新吞併的克里米亞則需要中共去投資。

法國的《費加羅報》(Le Figaro)分析,中俄這次聯合海上軍演,雙方有著共同的背景和壓力:中國因釣魚島、南海主權問題,與日本及亞洲諸國關係緊張﹔俄羅斯則因為烏克蘭危機受歐美制裁。加上歐巴馬(Barack Obama)上個月高調訪問日本、南韓、馬來西亞和菲律賓,重申美國保護地區盟國的承諾,所以這次軍演的背景「不尋常」。

美國《紐約時報》認為,北京在歐巴馬剛結束亞洲之行便宣佈軍演,選擇在與日本有主權爭議的東海舉行也絕非巧合﹔而俄羅斯的參與更是要牽制美、日同盟。

俄羅斯外交部外交學院副院長盧金(Alexander Lukin)分析說,「歐洲對俄制裁措施愈多,俄同亞洲關係的發展就愈快,包括同中國的關係。」

旅美中國問題評論人士李善鑒:「從歷史上來看,確實,中國、俄國從來都存在矛盾,包括他們在所謂關係最好的時侯,也都是互相抵打的。歷史上俄國侵佔了中國很多很多領土。」

旅美中國問題評論人士李善鑒指出,經濟上,中國相當大程度依賴於美國,俄羅斯所能提供給中國的,除了石油之外並不多。而當俄羅斯能賣給西方國家石油的時候,是不會賣給中國的。

《新唐人》節目——《微視頻》主持人趙培表示,在俄羅斯遭到制裁之前,中共想從俄羅斯購買戰鬥機、石油天然氣等,一直都沒有談攏,雙方也曾因為爭奪上海經合組織的領導權,發生過很多衝突。

《新唐人》時事評論員趙培:「中共出現亡黨危機之後,就積極向俄羅斯靠攏,試圖在國際上再找一個保護傘,讓他躲過這次亡黨危機的外部矛盾。」

趙培指出,歐美對俄羅斯的制裁,讓中共得到拉攏俄羅斯的機會,蒲亭也不失時機的帶來了很多被西方禁止訪問的高官。

不過,趙培認為,從越南最近的排華事件上就能看出,中共的利益與普通老百姓的利益完全對立。

中共在南海爭議的海域建設鑽井平臺,引發了越南新一輪的大排華,僅台灣就有224家臺商遭到入侵受損,其中10多家遭放火。5月19號,「臺塑」公司在越南河靜省的鋼鐵廠,有4名中國大陸籍員工死亡,其中2人被燒死,1人被打死。

而英國《路透社》報導,5月15號在河靜省就有「超過20人死於反中國暴動」,數百名中國人連夜逃往柬埔寨。

不過,在中國大陸,這些消息被「維穩」和諧了,老百姓根本不知道。

趙培表示,中共媒體對越南的報導,和日本、菲律賓不同,對越南是大事化小,小事化了,對日本和菲律賓則是有意挑動讓老百姓仇恨。這和日本、菲律賓兩國背後有美國,以及美國代表的普世價值觀有關。

趙培:「就是自由、法制、人權的價值觀,他挑動百姓去恨這個,然後他用仇恨再去控制百姓。他整個對外的外交政策,其實都是為了這麼一條控制百姓的政策來鋪路的,他根本就沒有說是我要領土啊,或者要甚麼。」

趙培指出,中共骨子裡對越南這個共產主義小兄弟是愛護的,況且越南還有俄羅斯撐腰。

China And Russia Engage in Military Exercises

Russian President Vladimir Putin arrived in Shanghai
on the 20th to attend the fourth CICA summit.
Putin and Chinese President Xi Jinping also attended the Sino-
Russian joint naval military exercises opening ceremony.

The two countries’ joint naval drills take place while both
are faced with international crises.
What is the political implication of the joint military drills?
The following is our report.

Putin joined Xi Jinping in the opening ceremony of the Sino-
Russian military exercises on the first day of his arrival.

As planned, beginning from May 20, China and Russia
are holding a seven day “Joint Sea-2014″ naval drill
in the East China Sea.
A total of 16 warships, fighter planes and special forces
will participate in the exercise.
China has dispatched warships, submarines, special forces,
as well as an Su-30 and F-10 fighters, while Russia sent
six warships to participate.

Along with Putin’s military cooperation with the CPC, he also
brought 40 projects, including research and development
on civil aircraft jointly developed by both countries
and heavy-lift helicopters, as well as natural gas supply;
Russia’s newly annexed Crimea also needs an investment
from the CCP.

French media Le Figaro analyzed that both China and Russia
share the same background and pressure: China has tensions
with its neighboring countries over the Diaoyu Islands
and South China Sea sovereignty;
Russia is sanctioned by the EU and the US
regarding the Ukraine crisis.

In addition, Obama’s high-profile visit to Japan, South Korea,
Malaysia and the Philippines last month in which he reiterated
commitment to the protection of the US’ Asian allies
has contributed to the unusual context of the naval drill.

The New York Times Chinese report believes it is no
coincidence that the drill was announced right after Obama’s
trip to Asia, and that Russia’s participation is to contain
the US-Japan alliance.

The Russian Foreign Ministry diplomat Alexander Lukin
analyzed that the more sanctions Europe places on Russia,
the faster Russia’s relations with Asia will develop,
including relations with China.

Li Shanjian, commentator: “From a historical point of view,
indeed, there has been contradiction between China
and Russia, even during times when the two sides shared
good relations, there still existed fighting against each other.
Russia has invaded Chinese territory historically."

Commentator Li Shanjian indicates that economically,
China has relied on the US.
What Russia can provide nothing but oil to China.
However, when Russia is able to sell oil
to the western world, it would not sell to China.

Host of NTD program Micro News, Zhao Pei, says that prior
to the sanction, China has never been able to reach an
agreement with Russia in buying fighter jets, oil
and natural gas.
Many conflicts have occurred over Shanghai
economic collaboration leadership.

Zhao Pei, NTD political commentator: “The Chinese
Communist Party is attempting to get close to Russia
to have protection and to escape from the collapse
of the CCP."

Zhao Pei points out that sanctions against Russia have
brought the CCP to Russia, and Putin is also seizing
the opportunity to bring along high officials
who were sanctioned by the international community.

However, Zhao Pei reflects the anti-China demonstrations
in Vietnam show the complete opposition of the CCP
interests to people’s interest.

The CCP’s oil drill rig in the disputed South China Sea
triggered a new round of anti-China sentiment in Vietnam.
As many as 224 Taiwanese businesses were compromised
and damaged, of which more than 10 were set on fire.

On May 19, Formosa Plastics Group suffered the deaths
of four Chinese nationals.
Two died of burns and one was beaten to death.

Reuters reported on May 15 that in Ha Tinh province alone,
more than 20 people died in anti-Chinese riots, and hundreds
of Chinese fled to Cambodia over night.
However, in China, these reports are blocked
for the sake of maintaining stability.

Zhao Pei says the Chinese media coverage of Vietnam
has been minimized to nothing.
However, news reports regarding Japan and Philippines
are to deliberately provoke hatred.
It reflects the support of America behind Japan
and the Philippines, and the universal values represented
by the United States.

Zhao Pei: “It is freedom, the rule of law, and the values
of human rights.
The CCP has incited hatred among the people
and manipulated the people with hatred.
Its foreign policy is to pave the way to control people
and has nothing to do with the territory or anything else."

Zhao Pei points out that deep down the CCP cherishes its little
Communist brother Vietnam, as well as Russia’s backing.
