大陸一位媒體人11月4號透露,他所屬報社收到據說是來自中宣部的指令,要求上報自由撰稿人的信息。

據《法國國際廣播電臺》報導,這份指令要求報社組織整理上報自由撰稿人的「工作情況、存在問題、聯繫措施和相關聯繫方式,以便更好的掌握特殊性知識份子的總體狀況。」

報導說,根據中共教育部長袁貴仁9月發表的相關文章,具有「特殊性」的知識份子,包括網路意見領袖、網路作家、簽約作家、自由撰稿人、獨立演員、歌手等。

《法廣》分析,除了媒體系統對「自由撰稿人」的統計上報,對其他「特殊性」的知識份子的相應整治對策也將陸續出臺,尤其是網上「大V」名人的整治,可能還將有更為強硬而靈活的措施。

反恐納入維穩 民憂維權者遭濫打

天安門汽車爆炸事件被中共當局定性為「恐怖襲擊」後,北京市市委書記郭金龍表示,要將反恐防暴納入維穩工作體系。外界擔心,北京將反恐和維穩混為一體,未來前往北京上訪的民眾,有可能被當作「恐怖份子」對待。

據《美國之音》報導,香港「中國百姓維權聯盟」負責人劉衛平表示,「反恐和維穩」應該是兩個不同的概念,近年來的維穩,在實際操作中,主要是針對社會上的群體事件、維權和上訪活動等,如果將反恐與維穩混為一談,可能會出現將維護自身權益的訪民和維權人士當作「恐怖份子」處理,或者對訪民和維權人士加大監控的情況。

天安門事件後 多地清查維族人

另外,據《自由亞洲電臺》報導,天安門汽車爆炸事件發生後的第二天,中共當局就在新疆伊犁州展開大規模清查行動,並部署大批武裝人員。

「世界維吾爾代表大會」發言人迪裡夏提指稱,伊犁州的清查,兩天內已有約53名維吾爾人被捕,其中包括婦女。

迪裡夏提還透露,事件還導致中共當局在大陸城巿強制遣返一些維族人。他說,上海、南京等地的維族人都受到清查和騷擾,南京還有維族人被遣返的消息。

報導說,在北京,約93名維族人在清查行動中被扣押,還有大批警務人員從維族人居住的地區,調派到北京協助警方在當地清查維族人。

羅茜訴司法廳 二審退庭抗議

湖南邵陽「六四學生」羅茜起訴湖南司法廳一案,11月4號在長沙中院二審開庭,當事人羅茜和代理律師唐吉田,指控法庭違法,退庭抗議。

據《德國之聲》報導,羅茜表示,二審法庭拒絕回應他們提出的關於一審法官枉法裁判和提取有利羅茜的證詞的要求,也沒有對湖南司法廳出庭人員進行調查。羅茜認為,法庭存在和被控訴方的利益關係,因此要求審判長迴避,審判長不僅拒絕這個要求,還在開庭十分鐘後,將羅茜和律師逐出法庭。

通過長沙中院行政庭庭長勸解,羅茜重新回到法庭,但法庭又試圖更改庭審為書面審理,羅茜於是以退庭的方式表示抗議。

律師唐吉田也表示,法庭實際上已經站到了被上訴人一方,從形式到內容看不到公正的跡象。

湖南邵陽「六四學生」羅茜司法考試通過後,因「政治背景」被湖南司法廳取消考試成績,羅茜因此提起行政訴訟,一審敗訴。

The Chinese Regime Pays Attention To Special Intellectuals

One mainland media person revealed on November 4 that
the newspaper he worked for received instruction from the
Central Propaganda Department, that they are required to
report freelance writers’ information.

According to Radio France Internationale (RFI) report, this
instruction asks the newspaper to collect and report freelance
writers’ “work situation, existing problems, relevant contact
measures and information.
This is in order to grasp the overall situation of
the special intellectuals."

Report quoted Chinese Communist Party (CCP), Minister
of Education, Yuan Guiren’s related orders which said “special
intellectuals" include: internet opinion leaders, internet writers,
contract writers, freelance writers, independent actors, singers.

RFI analyses that, except for reporting the statistics of
freelance writers, relevant policies toward other “special"
intellectuals will be launched soon.

It will especially be towards internet big bloggers famous
people, it could be stronger and more flexible measures.

If Anti-Terrorism is Included in Maintenance of Stability,
People Worry Petitioners Will Suffer

After the Tiananmen car explosion was characterized as a
‘terrorist attack’, Beijing Party Secretary Guo Jinlong said that
anti-terrorism will be included in the stability maintenance
system.

The outside world worries that Beijing may mix anti-terrorism
and stability maintenance into one, and future petitioners who
go to Beijing could then be treated as “terrorists".

According to Voice of America report, Hong Kong Chinese
People Rights Alliance spokesperson Liu Weiping said that,
“Anti-terrorism and stability maintenance" are two different
concepts.
In recent years stability maintenance. has been mainly
towards group events, and petition activities, etc.
If anti-terrorism and stability maintenance are mixed, activists
and petitioners will be treated as “terrorists".
Maybe there will be an increase in monitoring them.

After Tiananmen Incident, Many Areas Investigate Uighurs

According to Radio Free Asia’s reports, the day after the
Tiananmen car explosion, the Chinese Communist Party (CCP)
started a large scale inventory in Xinjiang Yili, and deployed a
large number of armed personnel.

The World Uyghur Congress spokesman Dilshat Reshit says
that, regarding the investigation in Yili, around 53 Uighurs
were arrested within two days, including women.

Dilshat also revealed the incident also resulted in the CCP
forcibly repatriating some Uighurs in mainland Chinese cities.
He said, Uighurs in Shanghai and Nanjing, etc, are all
subjected to investigation and harassment.
In Nanjing, Uighurs were deported.

The report said, in Beijing, around 93 Uighurs were arrested
under the inventory.
A large number of police officers were deployed to Beijing to
assist with investigating the local Uighurs.

Luo Qian Sues Department of Justice, Then
Quits Second Trial In Protest

Luo Xi, a student who participated in the Tiananmen Students
Protest in 1989, sued Hunan province Department of Justice.
The case’s second trial opened on November 4th in Changsha
Intermediate People’s Court.
Luo Qian and lawyer Tang Jitian accused the court of
violating the law, so they quit the court in protest.

Deutsche Welle cited Luo Qian that the court refused to
respond to their statement that the judges in first trial
violated the law and gave a wrong judgment.

The court also rejected collecting testimony that would
support Luo Xi.
The court also did not investigate Hunan Department of
Justice’s personnel.
Luo Qian believes that, the court’s interests lie with the
prosecutors, so Luo requested the judge avoid this.
The judge not only denied them but also drove Luo and his
lawyer out of the courtroom ten minutes into the hearing.
