【新唐人2012年12月19日訊】12月17號，中國最新發佈的「年度國際人才藍皮書」顯示，個人資產超過一億元人民幣的企業家中，有27%已移民，47%正在考慮移民，個人資產超過一千萬的高淨值人群中，近60%的人士已完成投資移民或有關考慮。此外，2012年，北京市國家部委和黨政機關「處級以上」的官員，攜款出逃人數突破新記錄。
這份題為《中國國際移民報告（2012）》的年度國際人才藍皮書，是由「中國與全球化研究中心」和「北京理工大學法學院」聯合發佈的。報告指出，中國富裕階層和知識精英正成為新一輪移民的主力軍，移民人口組成也日益偏向中產階級。
報告披露，去年申請移民美國的數量超過總數的50%，獲得永久性移民的超過15萬，其中獲得美國永久居留權人數近9萬人，在中國國際移民總數中排名第一。
報告引用的數據顯示，80%以上申請人最直接的移民原因是子女教育；43%的富翁，為了保障財富安全而考慮投資移民。
報告認為，這些申請人考慮到中國的教育水平落後西方發達國家，培養出的學生缺乏想像力和創造力；而很多富豪則擔心中共會對擁有非法私產進行「秋後算賬」。報告還分析說，尋求更高的生活品質、可多生子女、稅率低等也是投資移民的考慮因素。
法學和中國問題專家趙遠明：「在中國法制越來越差，今天想治你，你就是違法的，明天不治你，你可以是嘉賓，所以他們身份，人權，財產都沒有甚麼保證，只要有機會，有能力的，都先把後路鋪好了，等有甚麼問題的時候，一拍屁股全走了。」
在美的「中國社會民主黨」中央委員會主持人劉因全指出，中共的一黨專制，對各個階層的人都是一個很大的威脅，各個階層的人都感到不安全。
美國「中國社會民主黨」中央委員會主持人劉因全：「有些人辛辛苦苦賺點錢，不一定因為甚麼原因，就有可能搞的家破人亡，比較典型的，你像重慶薄熙來那個時候『唱紅打黑』，他就把一些沒有後臺的民營企業家就抓了，把他們人，槍斃的槍斃，判刑的判刑，把財產沒收了。這種對民營企業家的肆意的打擊，迫害這種事在中國很多。」
《博訊網》引述中共民航總局的官員話說：2012年，僅僅從北京國際機場海關出逃的中共「處級以上」的官員，已高達354人，他們共計攜款3000多億人民幣。
法學和中國問題專家趙遠明指出，中共官員之所以大量外逃，是因為他們是體制內的人，對體制的弊端和缺陷非常清楚。
趙遠明：「中共時不時的打著貪腐的旗號，打擊他的政敵，或打擊他的對立面，或者打擊它在執政當中不利的，雖然貪腐很普遍，但是貪腐的同時，人人自危，因為他知道，你別看中共這個打貪雖然它是假的，但是碰到誰，誰也倒霉，被判刑，被奪官，被剝奪財產，也是會弄得家破人亡。」
趙遠明還指出，中共官員十官九貪，他們也看到了自己的困境，所以都在尋找退路。
趙遠明：「那麼先把兒子送出去，再把老婆送出去，裸官越來越多，現在看這個大廈『呼啦啦』將傾的時候，他們先為自己留個後路，然後把錢都轉移出去，所以有很多都是攜款逃跑了，你不是政權要倒嘛，我就臨倒之前，我先逃出去，省得給你一起陪葬。」
去年6月，「中國人民銀行」網站刊發的研究報告，引述「中國社會科學院」的調研資料披露：從上世紀90年代中期以來，中共外逃、失蹤貪官數目高達16000-18000人，攜帶款項達8000億元人民幣。

47% of Chinese Multi-Millionaires Consider Emigrating
A blue book on Chinese global
talents was released on December 17.
It showed that among entrepreneurs with assets
worth over 100 Million RMB, 27% have emigration.
A further 47% of them are considering emigrating abroad.
Among people with personal wealth over 10 million RMB,
nearly 60% have emigrated or have decided to emigrate.
In 2012, the number of Beijing officials at
and above the division-level who are fleeing China with money has hit a record high.
The blue book, “Chinese International Migration
Report (2012)" was jointly issued by the Center
for China and Globalization, and Beijing
Institute of Technology School of Law.
The report showed that China’s rich class
and intellectual elite are becoming a major force of a new round of emigration.
The middle class now comprises the
majority of the emigrating population.
According to the report, in 2011 alone, over 50%
of immigration applications were filed for the U.S.
Over 150,000 Chinese have obtained
permanent residency abroad.
Among them, nearly 90,000 people have
acquired U.S. Green Cards, and the largest group are Chinese international migrants.
Over 80% of emigration applications
were done for child education.
Over 43% of rich men gear up to emigrate through
investment, to protect their private wealth.
The report said that these applicants think education
in China lags behind that of developed Western countries.
Students under the Chinese education system
generally lack imagination and creativity.
Many rich people worry about a delayed punishment would
be made by the CCP regime on illegal private properties.
The blue book indicated that pursuit of higher quality of life,
a right to give birth to more children and lower tax rates are
all factors that attract the Chinese to consider emigrating.
Zhao Yuanming, expert in law & China issues:
“China is getting worse in terms of rule of law.
If the regime intends to punish you,
you’ll become a law breaker.
If it doesn’t, you can be treated as high as its guest.
There’s no guarantee on citizen identity,
on human rights, and on property.
So as long as there’s a chance,
the Chinese will chose to emigrate.
In fact, some competent people have well-paved
the ways long ago, just waiting for the opportunity."
Liu Yinquan, chair of the US-based Chinese
Social Democratic Party, commented.
The CCP one-party dictatorship has posed a big threat to
Chinese people of all walks of life, and they all feel unsafe.
Liu Yinquan: “In China, many people earned
some money through their hard work.
But without any reason, they may become
the victims of the CCP all of sudden.
A typical case was Bo Xilai’s “anti-black & singing
red-songs” campaign, launched in Chongqing.
Bo arrested some private entrepreneurs who
had no support within high-levels CCP officials.
Some of them were executed, some were
sentenced, with their wealth confiscated.
Similar persecutory acts have been
commonly found across China."
Boxun.com cited an official from
the CCP Civil Aviation authority.
The official said that in 2012, through Beijing
International Airport Customs alone,
354 CCP officials at and above division-level left China,
taking over 300 billion RMB out of the country.
Zhao Yuanming says that the mass exodus of CCP officials
indicates that these people inside the CCP system have
all well discerned the system’s malpractices and flaws.
Zhao Yuanming: “The CCP often strikes out against political
opponents or dissidents in the name of ‘anti-corruption’.
Corrupt officials are just rampant
in China, but they all still feel insecure.
This is because they know the CCP’s
anti-corruption drive is merely a pretense.
But whoever is in the line of fire will be out of luck, being
sentenced, removed from office, deprived of properties…”
Zhao Yuanming says that in reality, corrupt CCP officials
have realized their plight, and they all seek a way out.
Zhao Yuanming: “Firstly he sends his son abroad,
then his wife, then, he transfers money overseas.
So the number of CCP ‘naked officials’ keeps growing.
They create a way out of their
own before the CCP’s collapse.
Some officials simply took money and left China themselves
to avoid becoming CCP’s victims during its demise.”
In June 2011, the People’s Bank of China’s
report cited some official research data.
Since the mid-1990s, about 16,000-18,000 CCP
officials have left China, taking about 800 Billion RMB.
