【禁聞】「歡迎十八大」併「新聞封鎖」

【新唐人2012年11月1日訊】正在製造各地民眾所謂「歡迎十八大」的輿論氛圍。除了在境內組織安排各類報導和表演,製造歡樂氣氛外,對外則管控媒體和網站的相關報導,避免所謂負面消息傳播。包括主流電視臺播出的歌曲,不能帶有「死」和「下」等不吉利字眼。而在控制負面報導的同時,中共宣傳部門還要給媒體佈置正面報導的任務。不過,國際媒體記者也在這個時候提出呼籲,要求北京:停止新聞封鎖

近來,大陸《中央電視臺》節目「幸福調查」,或「喜迎十八大」等欄目,都在製造民眾所謂「迎接十八大召開」的社會輿論氛圍。其他官方媒體也開設了類似的欄目。另一方面,中共當局屏蔽外國媒體網站,阻撓外國記者採訪所謂「敏感新聞」,並限制中國媒體和網站的負面報導。

《德國之聲》10月30號在報導中說,有消息表明,傳統媒體照例收到大量針對「十八大」的報導要求。幾乎每天網絡上都會傳出相關禁令,但是由於中共宣傳部門將這些禁令規定為秘密文件,很少有媒體人願意出面證實。但是他們有時也會通過微博予以透露。

除了禁止報導國內負面新聞,中國媒體也會直接或間接的得到「多報導國外負面新聞」的授意。這次《中央電視臺》派遣多路記者前往美國,報導「桑迪颶風」,與「寧波抗議事件」的默不吱聲,形成鮮明對比。

時事評論員邢天行:「它(中共)用吹喇吧呀、抬轎子,這樣的聲音,向外界釋放出共產黨受到人民群眾的擁護、熱愛,所以執政地位是合法的,它就是給老百姓洗腦,也是向國際媒體釋放這樣一個聲音,但是一旦發現這些媒體的報導,跟它在國內的要求不同的時候,馬上,它就是封殺。」

寧波發生示威活動之後,有網民測試發現,寧波市委書記、市長、公安局長等官員的姓名都被禁止搜索。

而紐約「保護記者委員會」29號發表聲明指出,在中共領導層換屆的時刻,一再發生新聞封鎖和打壓報導事件,不是好的跡象。聲明說,浙江寧波市民抗議化工項目的示威活動中,英國《天空》新聞臺攝製人員被防暴警察從抗議現場強行帶走;《法新社》記者也遭到警方的短暫拘押。

聲明還說,今年6月,美國《彭博新聞社》在報導習近平的家人擁有大量財富以後被封殺。另外,今年5月,中共外交部拒絕重新發給阿拉伯半島電視臺英語記者簽證,迫使這名記者離開中國。

香港記協主席胡麗雲:「做甚麼事情去攔阻任何一個媒體採訪的事情,都是不合法的、都是違法的。媒體人他們所做的是甚麼﹖只不過就是把事實去報導出來。那為甚麼把他們堵上來呢?沒有一個任何合理的原因,只有一個原因可能就是他們懼怕,他們不願意讓民眾看見現在發生的甚麼事情。」

另一方面,中國共產黨新聞網發佈消息說,新的「中國黨政領導幹部資料庫」已經收錄了中共現任領導幹部簡歷信息1600多條。有報導說,瀏覽這個網站可以看到,網站目前所介紹的領導幹部屬省部級以上,內容非常簡單,僅限於人物的姓名、性別、年齡,入黨時間、學歷和擔任職務履歷等信息。

邢天行:「它在十八大的時候,搞出所謂在新聞網上提供幹部的資料,其實就是與長期以來老百姓呼籲信息公開化有關係,是暫時一種表面上的姿態,實際不可能把老百姓需要的信息放在那上面,目前放的就是最簡單的甚麼姓名、年齡這些東西,這些老百姓關心它幹甚麼呀!而且這裡邊放的所謂學歷……也難免有造假的成分。」

署名朱敬坤的網友說,查簡歷有甚麼用啊。可不可以查房產、資產、存款、古董等等啊。

‘Welcome the 18th Congress’ With More Censorship

The Chinese Communist Party (CCP) is creating
an atmosphere for the public to ‘Welcome the 18th Congress.’
It organizes reports and performances
to create a festive atmosphere.
CCP is tightening the control over media and internet too,
and bans reports with domestic negative information.
Songs’lyrics on the mainstream TV stations cannot include
hapless words such as ‘dead’ and ‘down.’
Besides, CCP’s propaganda department sends orders
to the media to produce positive reports.
However, international media correspondents
are now asking Beijing to stop blocking news.

Lately『Happy celebrating of the 18th Congress.’
With such programs they are trying to manipulate
the atmosphere towards happy public opinions.
Other official media follows suit,
starting to air such kind of programs too.
On the other hand, the CCP takes measures
to censor the so called ‘sensitive’information.
It blocks foreign media websites, obstructs foreign reporters
from airing ‘sensitive news,’ it limits the negative reports from the Chinese media and websites.

Deutsche Welle reported on 30 October, that media receive
many requirements about the reports on the 18th Congress.
Almost every day, some related ban
appears on the internet.
As CCP』s propaganda regards these bans confidential,
normally no media people are willing to talk about it.
However, sometimes they release such information
through their microblogs.

Yet, the ban is only on domestic negative reports, as CCP
encourages Chinese media to report on overseas bad news.
CCTV sent many reporters to US for the hurricane Sandy –
a strong contrast with the media silence on Ningbo’s protests.

Commentator Xing Tianxing: “It (CCP) tries to use this,
to make the outside world believe that the Chinese people like the CCP, so their ruling position is legitimate.
It brainwashes the public,
as well as the international media.
However, if CCP finds the international reports not being
in line with their requirements, the news will be blocked.”

After Ningbo』s protests, netizens found that the names of its
secretary, mayor, public security chief were not searchable.

The New York based Reporters Protection Committee
issued a statement on 29 October.
It points out that during the change of the CCP’s leadership,
news blockage and suppression of reports do not look good.
The statement gives examples with the protests
against the chemical projects in Ningbo.
The British’ Sky news crew there was taken away forcibly
by the police; and the AFP reporters were detained shortly.

The statement also says, in June, US’ Bloomberg report was
blocked after reporting on Xi Jinping’s family great wealth.
In May, China’s Foreign Ministry refused to reissue visa
to Al Jazzeera’ English reporter, forcing her to leave China.

Hu Liyun, Hong Kong Journalist Association president:
“It is illegal and against the law to hinder media from interviewing and reporting.
What do the media people do?
They simply report the truth. So why try to block them?
There cannot be legitimate reasons, and the only reason is
that they (the CCP) are afraid, they do not want the public to know what is happening."

On the other hand, CCP internet news released information
on the new ‘CCP government leading cadres database.’
It has collected more than 1600 CVs
of current leading cadres.
Reports say the information is very simple in this database,
including only names, gender, age, time of joining the CCP, qualifications and positions.

Xing Tianxing: “It (CCP) comes up with such information
of leading cadres during the 18th Congress only as a response to the long-term public call to disclose such data.
This is just temporary though. They will in fact not disclose
information that the public wants to see on the internet.
So far there are just names and dates, the public do not care
about this. And the qualifications are probably fake, anyway."

Netizen Zhu Jingkui said, it is useless to check
their qualifications.
Can anybody from the public check their wealth,
like properties, assets, deposits, antiques, etc.?
