【禁聞】利比亞引發中國人權和主權爭論

【新唐人2011年3月25日訊】西方聯軍繼續向利比亞的軍事目標發動空襲,使親卡扎菲的軍事力量大大削弱。利比亞局勢同時牽動中國大陸,甚至在互聯網上出現了一個爭議很大的話題:「人權」和「主權」到底哪個更重要?

對西方聯軍在利比亞的軍事干預行動,中共官方媒體仍然指責西方國家:故意把人權和主權對立起來;而打擊利比亞是為了石油等等。

在民間網路論壇中,也呈現:「民族主義」傾向和「自由主義」傾向兩種力量的對峙。

一些觀點認為,國家成立的目地就在於保護國民的「人權」等利益,一旦國家不想或不能再保護本國民眾人權,則國家失去存在的意義,所以為保護利比亞平民生命安全,聯合國有權採取一切必要手段。

「反腐義勇軍」張建中:「當人民被踐踏了人權,只有在國際社會干預的情況下,才有可能好轉,假如國際社會不干預,它的人民會怎麼樣?更加水深火熱。」

對於西方聯軍出兵,不少網民表示認同。而另外一些觀點則認為,「主權」高於一切,「主權」是人權的保障,一些「民族主義」傾向嚴重的網民,對這項軍事干預認為是:「新八國聯軍侵犯利比亞主權」。

四川維權人士普先生則認為:沒有人權的國家當然不配享有主權。

普先生:「任何一個政府他被人民革命推翻也好,或是被軍事政變推翻也好,他被推翻的先決要素是從它不尊重人權,而觸怒絕大多數人的意願,和激怒絕大多數人開始的,所以沒有人權的國度,肯定就不會有主權。」

普先生認為,主權在民,只要民族和領土存在,主權就在,而「政權」是可以更迭的。

普先生:「應該說多國聯軍對利比亞的打擊是在完成「政權」更迭、「政權」交替,多國聯軍並沒有把利比亞納入法國、英國或美國版圖的任何打算。」

他表示,中共喉舌說多國聯軍侵犯利比亞主權,是不正確的。中國的教育使人民對「主權、政權」概念不清,甚至有人公開否定人權的最高地位。

對此,北京作家、資深媒體人淩滄洲認為,「民族主義」的聲音之所以更強勁,並不是得益於他們的觀點本身更有說服力,或者是帖子的傳播率更高,而是得益於上面那個「裁判」的意願。據《德國之聲》透露,淩滄洲在博客上發表了一篇歡呼讚歎對利比亞軍事干預的文章,但這篇文章很快就遭到了「裁判」的刪除。

廣州天河網友也表示:沒有人權的主權一文不值,沒有人權的主權是虛假的主權,沒有人權的主權是反人類的主權,沒有人權的主權造就的穩定是虛假的穩定,沒有人權的主權違背自然規律!

Human Rights and Sovereignty

Western Allies continual air strikes on military targets
in Libya greatly reduce Gaddafi’s military force.
Libya』s situation influences China too, by evoking
a debate on the internet: which is more important
human rights or sovereignty?

Chinese official media is still criticizing the military
intervention by the Western world in Libya.
It intentionally set human rights against sovereignty,
claiming the reason for Libya’s attack is petroleum.
Netizens also hold two opposing stands,
nationalism and liberalism.

The purpose of establishing a country is to protect
people』s human and other rights. If the country
could not fulfill this function, it loses the purpose
of existence as a country. Therefore in order to
protect the safety of the people in Libya, UN has
the responsibility to take appropriate actions.

Mr. Zhang Jianzhong, an anticorruption volunteer,
said that when people’s human rights are trampled,
only international intervention can help.
Otherwise the people will only suffer more misery.

As for the military intervention by the Western Allies,
many netizens support it. There are some, however,
who think sovereignty is above all, and it is part
of the human rights too. Netizens exhibiting
strong inclination to nationalism, call the military
actions “New 8-Nation Alliance” invasion to Libya.

Rights activist Mr. Pu, from Sichuan Province,
said that a country without human rights
deserves no sovereignty.

Mr. Pu: “The precondition of a government being
overthrown by people’s revolution or coup d’état
is its disrespect to human rights, opposition
of majority’s wishes, and infuriation of the masses.
Therefore, a country without human rights would
inevitably not have sovereignty."

Mr. Pu adds, that sovereignty is in people’s hearts;
as long as nationality and land exist, sovereignty
exists too, but a regime could be replaced.

Mr. Pu: “Western Allies struck Libya to finish off
the change of the regime. They do not have the
intention to give Libya to France, England or USA."

He said, it is incorrect for China’s mouthpieces
to claim that Western Allies invade Libya. China’s
education confuses people’s conception on
sovereignty and regimes, with some even publicly
denying the supremacy of human rights.

Ling Cangzhou, Beijing’s writer and senior journalist,
said, that the reason why nationalism sounds more
powerful is not because it is more convincing, or
because of its higher postings’ rate, but because of
the “judge”s willingness. Deutsche Welle, said that
Ling published a blog article praising Libya’s military
intervention, but it was soon deleted by the “judge.".

Guangzhou’s Netizen, Tianhe said, that sovereignty
without human rights has no meaning, and it is fake
and anti-humane. The stability created by depriving
people’s human rights is a false stability,
which violates nature’s order.
